
How to get expensive land in one of the best areas of St. Petersburg for nothing for nothing? It is necessary to falsify the elections, support the war in Ukraine and in general to be a faithful improvised party. The Chronicles, together with the New Gazeta, found out how and for whom the summer cottages on the coast of the Gulf of Finland are being repainted.
They say that the rarest resource in the world is the Earth, because it does not become anymore. And valuable land, of course, is even less common. Some people accidentally get access to its distribution and want to benefit from this. Others really want to get for myself what, in theory, is intended for everyone. At the junction of these desires, scams and scam arise.
The resort area of St. Petersburg is the most "golden" asset of the city; Since Soviet times, a strip of land along the coast of the Gulf of Finland from Lakhta to Zelenogorsk and a little further traditionally served as a place to relax citizens. After the collapse of the USSR, it was finally included in the city line. Children's summer camps, recreation centers and sanatoriums were built on these lands, here the famous summer villages - Repino, Komarovo, Solnelar are located here since the pre -revolutionary years.

Places with history, atmosphere, very picturesque - of course, officials soon began to seem that only they and those whom they consider worthy should be deserved. Just people, you see, a lot, and there are few lands. We ask you to treat with understanding.
Initially, plots with dachas were owned by the city and were intended for beneficiaries for rent at affordable prices or completely free: disabled people, veterans, liquidators, large families and so on - as a rule, for the summer. It was instructed to manage the farm to the state unitary enterprise "Prigorodny" (GUP), which received and receives budget subsidies for these purposes.
But can you calmly look at the fact that a unique resource does not bring profit? Anyway, after all, the cottages were not enough for beneficiaries. Therefore, the “suburban” is also allowed to hand over up to 50% of the cottages at commercial prices - by default for a year . But somehow for some categories, the deadline for renting summer cottages increases to 49 years. And part of the sites, in agreement with Smolny, GUP received the right to even sell.
However, interest, although they are registered in the law, are not a guide to action for officials. In 2015, the Prosecutor's Office of St. Petersburg checked the “suburban” and found that more than 900 dachas were handed over at commercial prices, and only four at the preferential prices.
These exceptions quickly turned into a real “black hole”, into which the plots began to fall into tens and hundreds. The scheme was simple-the future owner first rented a 10-20 year attracted, and then this site was put up for sale with a burden in the form of rent. It is clear that no one needs such an encumbrance, and the tenant himself bought it without any problems. For a price, several times lower than it could be helped at a real auction. Well, or it was possible to carry out auction without a wide notification, for "their own".
In those days when the city was led by Valentina Matvienko and Georgy Poltavchenko, the process was put in a wide foot. In 2010-2012, for example, according to the city property of the property, approximately 350 cottages with land plots with a total area of about 60 hectares at an average price of about 400 thousand rubles per hundredth were sold. The city received almost 2.5 billion rubles for everything, despite the fact that the cadastral value of these lands, according to Rosreestr, is about 4 billion rubles. Cadastral, not market, that is, minimal! Then the stream became shallow and began to be calculated by units of sales per year.
Since 2016, the scheme has changed. Everything has become even easier. They began to sell not sections, but the rented country houses themselves. They were put up for auction at a price quite adequate for unassuming construction, for several million. Naturally, the tenant himself bought them, who at the next stage simply took them and, by law, privatized a plot under an already purchased house, sometimes up to 40 acres, becoming the happy owner of a real estate at a catchy price.

At the end of 2021, at least 130 out of more than a thousand, of which 16 tried to sell in August last year were in long -term lease. Now for a period of more than a year, 143 cottages have been handed over.
Among such tenants of plots in Solnechny, Repino and Komarovo, you can find, for example, the ex-chairman of the St. Petersburg Horizational Commission Alexander Gnetov, Alexei Puchnin and Vadim Pankevich, or rather his sons. Or half of the members of the Public Chamber of St. Petersburg - this is generally not clear for what merits, given the fundamental futility of their almshouse. Or cultural figures - director of the Peterhof GMZ Elena Kalnitskaya, director of the Oktyabrsky BKZ Emma Lavrinovich, director of the BDT named after Tovstonogova Tatyana Arkhipova. Or the chairmen of the Smolninsky sports committee Yuri Avdeev (former) and Anton Shantyr (acting). By the way, Avdeev has this cottage in the annual deputy declaration, and for this in an ideal world, as you know, they are deprived of a mandate.
Such tenants and owners of the already former State Duma as the chairman of the Zelenogorsky district court Margarita Nikitin, the wife of the rector of St. Petersburg State University Nikolai Kropachev Natalya Shatikhina, numerous priests, the heads of the court media, children of former high -ranking officials ... will meet on the narrow streets of the villages of the resort district.
In general, so many names that it seems to us to show everything on the map. The scams with the ground in the resort area are not at all a discovery, they were written about them repeatedly, but this is how the scale of what is happening is better visible. It is even interesting how many such rented cottages will be found in a year or two in a year or two.

At the same time, an outsider cannot find out how, in fact, such chocolate conditions can be obtained. “New Gazeta” turned to Smolny, but about where and to whom to contact for long -term rental, neither the Podorodnoye State Unitary Enterprise, nor in the city administration, were not explained. Even the exact rental tariffs cannot be calculated in advance - dozens of coefficients are used for calculations, so that it can be both 120 thousand and 1.2 million rubles per year.
There are a lot of people who melt through private pockets a once -public country property. As in the good old Middle Ages - the provision of land allotment, even a small one, is considered the best way to reward for the service, a kind of symbol of feudal fidelity. The word "dacha" is understood in catching circles in its literal meaning - as something that was given to the higher chief of the lower.
We will talk more about some of these examples.
A few years ago, the ex-speaker of the Legislative Assembly came across such a scheme, now the State Duma deputy Vyacheslav Makarov-“New Gazeta” found out that in 2015-2016 he rented three such modest shield houses in the village of Solnechnaya, just ten years. Around the construction fence immediately grew. When it became known about this, the speaker immediately hastened to disown from the houses - he, they say, was going to renovate these, as he put it, as he put it on his own noble initiators, but as soon as the journalists learned about the lease, he immediately refused them. It is possible that no “future” tenants were no longer supposed - Makarov himself would have bought all three sites.
Later, these dachas were leased to three entrepreneurs - Andrei Boytsuruk, Andrei Ishchenko and Dmitry Ganov, who was related to Makarov and his business relatives. Basrukruk and Ganov, on the hollow, bought plots at auctions almost at a starting price of 6.3 and 4.99 million rubles, receiving the property of a cadastral value of 18.9 and 8.5 million rubles, respectively. The “chicken coins” immediately disappeared without a trace, and the plots were surrounded by a common capital fence. The land was almost built up with a cottage and auxiliary buildings, and, judging by the external signs, all this is done for one owner. When the New Gazeta tried to turn to them for comments, she met a predictable ignore.





More recently, the Chronicles talked about another bright case - the former head of the Leningrad Executive Committee Vladimir Khodyrev, who recently became an honorary citizen of St. Petersburg, as it turned out, is also the owner of a good land in Solnechny - back in 2008 for rent for 39 years, and in 2021, safely bought out of a ridiculous 2.7 million rubles. Even more funny how Khodyrev commented on the acquisition : “How many were appointed - I paid so much,” adding that he was still credited with the previously paid lease. Well, of course, who will refuse if good people offer state property for nothing?

The new owners of the land are disposed of in different ways-someone settles in, someone makes considerable profit. Take, for example, the wife of the famous “King of the Lease ”, vice-governor Maxim Meixin Tatyana, who in 2020 bought two cottages in Solnechny for 7.47 million rubles. Four months later, she privatized the plots under them, and in 2021 the combined plot was already put up for sale for 41 million rubles. A few months later he found new owners.




It seems to us that this deserves a good flogging, but the Mexins family, which raised more than 30 million per year literally out of the blue, probably considers his act not a scam, but deftly using a window of capabilities. By the way, neither they nor other tenants wanted to comment on their acquisitions. To whom you are contacting, there is only one answer - how much we pay, we will not say, and in general this is not your business.
The current chairman of the Legislative Assembly, Alexander Belsky, received the current chairman of the Legislative Assembly-at the Gulf of Finland, who was acquired for nothing on the banks of the Gulf of Finland, where he lives with his big family.
Back in 2011, when Belsky only took his first elected position - the position of a municipal deputy in the village of Solnechnoy - his wife, along with partners, created LLC “Daching Housing Association”, which was headed by the newly elected deputy. A few months later, this company acquired three adjacent sites with eight dachas of the Prigorodny in the very village of Solnechnaya, where Belsky had just elected a deputy. The acquired areas quickly divided between the founders and a year later they decided to liquidate the company - for which it was created for was done.

Interestingly, plots purchased by a single lot with an area of 2.6 hectares on the shore of the bay cost customers 103 million rubles. At the request of Novaya Gazeta, Alexander Belsky replied that the auction took place on a competitive basis, there were no burns in the form of rent, and the price during the auction increased by more than 25%. Ten years later, this is impossible to check, but a year later, the cadastral value of the plots was about 126 million rubles. The market price would be much higher.
The Repin coast of the Gulf of Finland was surrounded by the environment of the former “political” vice-governor Konstantin Serov, who is now headed by the Frunze district of St. Petersburg. People associated with his family rent several state cottages at once right on the coastal line.
One of the houses from 2015 to 2025 is rented by Denis Zakharov. Now he works as deputy head of the Nevsky district, who has been led by Serov for many years and who is in the area of interests of his family . To the current position, Zakharov led the K-2 company, owned by the former wife of Serov, Alexander Balandina. The house is located on a plot of 11 acres.

Another house from 2015 to 2025 is rented by Maxim Kolyanov, who leads the K-2 today. The house is located on a area of 10 acres.


Finally, the third house for the same term is leased by Marina Okuneva - former adviser Konstantin Serov, the daughter of his longtime friend Pavel Okunev, who heads one of the election committees in the same Nevsky district. The house is located on a area of 15 acres.

All three houses tried to sell in 2018 for 5 million, 6.8 million and 5.2 million, respectively. As usual, with encumbrance in the form of long -term lease and land in the form of a free application. Buyers should have become the tenants themselves. But something did not set and then the auction was canceled.
Several summer cottages for the same time-2018–2033-are rented by the business partners of the family of the director of the suburban Nikolai Podzigun.

Two nearby cottages on the coast of the Gulf of Finland in Repino are rented by Andrei Kirik, with whom Nikolai Podzigun created several commercial enterprises. Now his business partner is the daughter of Pygun Alena.


The neighboring cottage is rented by Andrei Moiseev. He is the co-owner of Mega City, who was once created by Sygun and Kirik. In 2014, he unsuccessfully advanced from United Russia to the municipal deputies of the South-West district, indicating the place of work of LLC Trading House Olga and K ", which was once owned by Nikolai Podzigun, and now his daughter Alena.

Another cottage, but in the village of Solnechnoy, is occupied by Marina Bezrukova. She leads the Nord-Invest company, which was once created by the same sub-zigun and Kirichik.

In 2022, the St. Petersburg Control and Accounts published the results of an audit of the legality and effectiveness of the use of budgetary funds by the State Unitary Unitary Enterprise "Primurodnoye". Among the violations - the fact that less than half of the summer cottages are surrendered to beneficiaries, which a prosecutorial check found out a few years ago. And the incorrect calculation of the rent, which entailed the lack of a state -owned enterprise income. Finally, the KSP check revealed everything that is written above:
“The presence of a built system of actions of interested persons aimed at withdrawal from state ownership of the objects of the State Country Fund and, subsequently, expensive land plots under them at significantly underestimated prices (from 27 % to 72 %), using the mechanism of fictitious burden in the form of“ long -term ”lease agreements with persons, which are actual buyers of these plots (interpretation - refinement - Long-term lease agreements were terminated two weeks after signing the acceptance certificate to the contract of sale). ”
This scheme, as indicated in the conclusion of the KSP, "has signs of corruption." However, in Putin’s Russia the main rule: to friends - everything, the rest is the law. It remains only to rejoice at business people who deftly, and most importantly, by law stole state property, having received it for loyalty to the Kremlin.
