And on the site of the demolished buildings, they plan to build new ones - restrictions on their height and density of development will probably be established by the authorities.

Last week, June 23, the Legislative Assembly of St. Petersburg in the first reading adopted the bill “On Amending Certain Laws of St. Petersburg on the integrated development of territories in St. Petersburg”. In the media, he was called the bill "On Renovation."
The document applies to demolition rules in the city of old buildings and the construction of new ones in their place. Here's what follows from the explanatory note to the bill:

The author of the bill "On Renovation" is the governor Alexander Beglov. The document was developed for the implementation of the Federal Law on the integrated development of territories adopted at the end of 2020.
The federal law was adopted for the resettlement of people from emergency and dilapidated housing, the State Duma website said . According to him, the authorities should resettle residents of certain houses that do not fall into other programs, provide them with apartments, and at the site of the resettled houses, developers can build new housing. Regional authorities will be able to attract them through contests or auctions, the document says.
In St. Petersburg, new housing can be of any parameters - this follows from the bill, which is now being considered in the Legislative Assembly of St. Petersburg. The authorities themselves will be able to establish the maximum height of buildings, the density of development, the ratio of the built -up and undeveloped territory in a separate section, the minimum indentation of construction objects from the boundaries of the site, and so on. At the end of last year, deputies adopted the corresponding bill in the first reading.
Only 34 deputies of St. Petersburg voted for the adoption of the bill. Three refrained, 11 - spoke out against.
The deputy from Yabloko Boris Vishnevsky sharply criticized the bill, speaking in the Legislative Assembly. He emphasized that, according to the document, residents from Khrushchevs will be able to evict in any place of the city - “at least behind the Kadom. Criticizing the bill, deputies turned to the experience of renovation in Moscow, which began in 2017. Then the renovation caused in the capital of rallies by both her opponents and her supporters. The former were unhappy that their houses did not fall into the list of resettlement, the latter considered the program “violent resettlement” of people and “deportation”. At the same time, in Moscow, residents of demolished houses were resettled within their own regions.

The first reading of the bill took place in the Legislative Assembly of St. Petersburg on June 23, the second was scheduled for June 29. In early July, deputies usually go on vacation.
Boris Vishnevsky said that the Yabloko faction will amend the bill. In particular, they want to take into account its technical condition when deciding on the demolition of the house and that the territory for renovation should be determined not by Smolny, but by the law of St. Petersburg. In addition, in their opinion, the residents should be given to hold the meeting not 60 days, but 120.
Marina Shishkina, speaking in the Legislative Assembly, said that the faction of “Fair Russia” would also prepare amendments, but which ones have not yet been specified.
