The decree states that the Russian government must create a Russian legal entity, to which all the rights and property of the company will pass, and shareholders must notify the government within a month of their consent to take ownership of the same shares of the operator. If the shareholder does not want to return the share, then it will be sold to a Russian company. Foreign shareholders will be able to receive money for their share through a special account, while the government can deduct money for “damage caused” from this amount.

This decision is explained by “the threat of an emergency situation of a natural and man-made nature, a threat to the life and safety of people, a threat to the national interests and economic security of the Russian Federation <...> as a result of violation by some foreign legal entities and individuals of the obligations of the Agreement on the development of the Piltun-Astokhskoye and Lunskoye oil fields and gas."
