In recent months, the historical center of St. Petersburg suffered significant losses. Despite the stubborn defense of the townspeople, the arena of the Finnish regiment was demolished on the Vasilyevsky Island - according to the worked out scheme, when the year of development is fed: the arena on the papers "rejuvenated" for 100 years, and the interested construction company immediately demolished it to get a place for development. On the Small Avenue of the Petrograd side, it was difficult to suspend the demolition of the old baths of Ekimova, the building was dilapidated, his fate hangs in the balance. Activists filed a lawsuit - they have no doubt that the documents, where it indicates that the building was built after 1917, are also forged.

The famous building of the Youth Palace on Pesopochny Embankment, related to the history of Russian independent music, St. Petersburg rock culture, is also in danger. The building is 45 years old this year, which means that by law it may be attributed to the monuments, and the corresponding application to KGIOP ( committee on state control, use and protection of historical and cultural monuments. - SR ) has already been submitted . But there is a high probability that, despite the intercession of the public, it will not be included in the list of newly identified monuments: in recent years, KGIOP, on the contrary, only does that it removes the buildings from the protection, dooms to demolish them. However, a huge number of old houses in the city do not need to be demolished - they are slowly destroyed themselves with the active connivance of the city authorities.

Against this background, a loud scandal that erupted in the St. Petersburg branch of the All -Russian Society for the Protection of Monuments and Culture (VOOPIK) looks especially gloomy. At the end of June, meetings of the regional branches of the Society dedicated to the elections were held, during which strange transformations occurred with the lists of members of the organization: well -known city defenders disappeared from there, and instead of them “dead souls” appeared, which no one knew before. The meeting of the Pushkinskoye branch was scheduled for June 25, when the day of Tsarskoye sat in Pushkin, and not in Pushkin itself, but in St. Petersburg, where the elderly members of the department is difficult to get. During the meeting of the Admiralty Branch, the guards pushed Anna Kapitonova from the hall of the chairman of the department, when she noticed that there were illegally present in the hall who were not members of the department. In the central local department, the quorum was calculated not from the real list of the department, but from a falsified list with 30 "dead souls", which have never been there.

As a result, members of the Presidium of the Council of the St. Petersburg branch of the VOOPIK made an open appeal to members of the St. Petersburg branch of the company. "Before our eyes, there is a real raider seizure of the St. Petersburg Voopik. The election of delegates to an extraordinary conference appointed by the Central Council takes place with the gross and simply criminal violations of the law and the charter of Verpik. Lists, supposedly prepared by the central council, which do not reflect" dead souls ", which we never took, are launched to meetings of local departments. The members of the society, ”the appeal says. Its authors believe that all this was done in order to "remove from the leadership ... The current presidium and chairman, elected at conferences for the next period just a year ago, and dramatically change the course of the St. Petersburg Voopik."

According to the deputy of the Legislative Assembly of St. Petersburg, the city defender with the 30-year experience of Alexei Kovalev , the Voopik unites both people who have been enlightened since the 1970s and 80s and new city-protection movements, such as the " living city ": before both of these wings were in balance.

-Mr. Anton Ivanov, the owner of the two construction and restoration firms, was elected deputy chairman of our department, he invested in the development of the vibrant of his own funds, but also received a lot, at least preferential lease for his premises. Last year, he wanted to become the chairman of our branch of VOOPIK, but we did not choose him, ”Kovalev explains. - In the fall, he ceased to interact with the presidium, refused to provide a report that was obliged to make according to the charter, and did not approve the financial plan for next year. He personally and illegally withdrew the documents of the members of the company adopted last year. When another deputy chairman, Alexander Kononov sent these documents to Moscow, Ivanov sued him. Understanding that it was no longer possible to work with him, on February 21, we gathered an extraordinary conference and lifted Ivanov, but he did not obey this decision. Unfortunately, the head of the Central Council of the VOOPIK is a figure similar to our Ivanov, and throughout the country there are the same liberated grants, there are no ordinary members, except for the St. Petersburg department - we have only several hundred real activists.

In recent years, money began to be allocated to the volunteer urban protection movement in the regions, the Olopik was changed and made centralist in order to be able to appoint the right people, interact with officials and eat grants, Kovalev explains. In Moscow, Ivanov stood up, ignoring the decision of the conference, which only the court can cancel. Moreover, the activities of the St. Petersburg branch were suspended. Kovalev considers these actions illegal - as well as the adoption of 200 new members - representatives of construction and restoration organizations.

- They come and say: "We are members of society." - "Show the ticket." There is no ticket, - the expert is indignant. - They decided to hold their conference, for its legitimacy you need a representation of 4 of the 7 district departments. And they filled the lists of these departments with their people to tear out the victory. Kononov comes to his central department, where there were 45 people, and now he has 78, and from where they came from, no one knows. All meetings are scheduled in the same room, Ivanov’s guards are sitting there - and they are all also members of VOOPIK! And they let only those who are needed, according to the list allegedly sent from Moscow. We say: show who sent the list, no one can answer. And our meetings in Moscow were not recognized - allegedly there was no quorum. In the Peterhof and Petrograd branches, these manipulations were prevented, it was not known where the members of the company was not allowed to come from the meeting.

The Deputy Chairman of the St. Petersburg branch, VOOPIK Anton Ivanov, looks at what is happening in a completely different way.

- Everything is very bad. A group of people, led by Kononov, Vishnevsky and Kovalev, prevents the election of delegates and holding general meetings in a number of local departments. Moreover, this happens with the use of physical strength, threats, insults, they use the provocateurs who arrange fights, as a result, several people turned to the police on these issues, the police were called to their place. This is the same raider seizure that they scream about. They are trying by hook or by crook to stay at the helm of the organization, try to prevent the work of governing bodies, prevent the implementation of an extraordinary conference, which is assigned in accordance with the Charter.

- And what happens to the lists, where new members appeared, which no one knows?

- This is not a question for me, the Central Council is engaged in taking into account.

The deputy of the Legislative Assembly of St. Petersburg Boris Vishnevsky , who is part of the Vasileostrov branch of VOOPIK, claims that this is a untruth - the accounting of new members of the company is not the Central Council, but the chairmen of the district branches. In addition, there was not a single fight, at least with him, at the meetings.

- Apparently, by provocations, Mr. Ivanov means that we do not miss the meetings of people who cannot prove that they are in the monument protection society. The lists that appear there are false, since no one accepted these people. And no one has ever seen them in defense of a single monument. But among them, people from organizations serving developers who help to remove monuments from the protection were identified.

Alexei Kovalev is sure that the scandal around the shift of the leadership of the VOOPIK is worth the money. The deputy draws attention to the fact that at the meetings to outline the old members of the society and let anyone in the strange lists of Anton Ivanov helps into the hall by his business partner Dmitry Krapin, who is not related to the organization’s leadership. But the Temple Group LLC and headed by Anton Ivanov, the Scientific, Production and Design Association of Soyuztroystservation LLC, is led by Dmitry Khrupino, participate in state contracts with KGIOP and its subordinate organizations. “All these dummies stem from Ivanov’s desire to feed at the expense of grants and have good relations with KGIOP officials to receive more and more contracts,” Kovalev is sure. - This coincides with the desires of Kgiop. Why is the Olopik is going on now? Because KGIOP ordered work to change the main principle of protection zones. Today, historical buildings are protected for the year of construction, and instead they want to make a list of historical buildings. Submit what money is behind this project - yes, there is probably a queue in KGIOP so that these or other houses are removed from these lists. Today, for example, we have 12,000 historical buildings, and tomorrow they will be 2000 less. 2 thousand are shifting to the amount that can be brought by the exception of the building from the list - that’s all.

“ But this is a disaster for St. Petersburg.”

- They now have such a charter that they can create at least 10 new regional departments, hold their people there, and we will be a minority. They can do all us from the VOOPIK generally, this is absolute arbitrariness.

According to Alexei Kovalev, the Olopik is not the only murdered organization to preserve cultural heritage.

- On June 6, in the same way, a revolution was made in the St. Petersburg hiccomos ( the International Council for the Protection of Monuments and Intercessive Places. - SR ) - half of the KGIOP and all sorts of "experts", architects affiliated with officials, they now have a majority, they have held their presidium. This means that the interaction between the public and the power is destroyed, the bridges are burned, we return to the point at which we were in the 1980s, when there were no legal structures to counteract the authorities.

Alexei Kovalev, however, believes that not everything is lost - both organizations and network groups of city defenders remained, they will continue to defend the city - at the same time those who will be overboard Voopik. True, only the street will now remain to influence the policy of the authorities-and, compared with the 1980s, today for participants in street shares, batons, and swimwear, and autosaks are displayed. Kovalev is indignant that at the same time, Deputy Prime Minister Marat Khusnullin proposes under the pretext of difficulties due to hostilities to free the developers from all mandatory requirements during construction.

- This is all absurd, the cultural heritage does not affect construction, they just have super -profits, but they are all few. I visited the Congress of the Voopik - the impressions are unforgettable: open neglect, insults, rudeness. And no one asked why representatives of both parties were not invited to the Presidium. In general, the end of the beautiful era, the city protection again goes underground.

Julia Minutina , representing the well -known urban protection movement "Living City", says that the "parallel" VOOPIK has existed for several years, and so far both of its deputy chairman - Alexander Kononov, who defended the ancient buildings from demolition and destruction, and Anton Ivanov, who was engaged in excursions and other enlightenment, balanced each other. But that harmony is no longer there, it was replaced by a tough struggle, the outcome of which depends on the future of Vopik.

- Thanks to Anton Ivanov, the organization appeared in the organization, as it were, members who did not go through the laid registration, but want to vote and choose a new leadership, all these are muddy schemes. I have the feeling that all the work done, starting with the Salvation group ( we are talking about the city-defenders of the 1980s.-SR ), from the demolition of the Angletter hotel and the protection of Delvig’s house, was crossed out for several years. They want to demolish 10% of buildings - this means that every tenth building in the center will be destroyed. We have already seen all this - when a list is compiled, as it were, gaps in historical development, and in their place completely disproportionate and inappropriate buildings arise - and then instead of the desire to save the building, they try to make it on the list of these gaps. All this has already been, 30 years needed to realize the values of historical St. Petersburg as a whole, to search for methods - how to preserve it. And all this is now crossed out, we are returning to dense ideas, this is a huge step back.

Minutin does not know what to do - given the situation, when any activism is perceived as an enemy sortie "at a difficult moment for the country."

“Then all this will have to be raked for a very long time and cry very bitterly,” she believes. - Now the sites for a healthy dialogue of society, officials, investors, experts are being destroyed, and I do not know how to interact now. I’m afraid that not very good times come for cultural heritage and urban protection. So, we will look for new methods of protection of the heritage. There were people left, but these are no longer systemic actions, but spontaneous ones-somewhere they came, stood in front of the excavators, stopped demolition, and somewhere they did not stop. And we also expect when the covid restrictions will be canceled, which do not allow people to gather more than one. After all, all restrictions were canceled, except for this-so that people could gather and say that something is wrong somewhere.

Alexander Kononov, Deputy Chairman of the St. Petersburg Branch, does not believe that everything is lost, in his opinion, it is necessary to make every effort in order to preserve the organization as effectively working in the field of protection of the historical center of the city.

- We are faced with unprecedented facts of violation of the charter and legislation. We informed the Central Council of the VOOPIK about all this, and the prosecutor's office was sent to the prosecutor's office on the fact of the general meeting of the Admiralty Branch. It is difficult to crush us, especially if you do not act in accordance with the law and the charter, but even if justice does not triumph, several hundred members of the organization will not go anywhere and continue to protect the city from destruction, says Kononov.

Boris Vishnevsky described in his appeal to the prosecutor's office all the violations of the law and the Charter recorded by him when choosing delegates to an extraordinary conference Voopik: and the fact that the entrance to the premises intended for the meeting was guarded by private guards hired by Anton Ivanov, and manipulating the lists of non -constant members of society, and that the chairman of the chairman The Admiralty Branch Anna Kapitonov rudely pushed out of the audience, preventing her from conducting a meeting, and much more. On June 28, the deputy said that "the Presidium of the Central Council, Veropiik, excluded Anna Kapitonov, Alexei Kovalev, Alexander Kononov and me from the organization ... But how high are the bets in the game, ... and how much money is used to make the St. Petersburg Vodopiik from the city -protective structure - urban or urban -destructive."

One of the latest examples of how the monuments are destroyed in St. Petersburg is the history of the Shagina house, the cultural heritage object of regional significance, which is now breaking. Previously, the whole building was under guard, but in 2019 the head of KGIOP Makarov changed the object of security, leaving as such only a facade wall and a front staircase. Everything else - walls, floors, halls with rich decoration - can now be demolished and replaced with a remake. This story is extremely outraged by the city defendant Oleg Mukhin.

-Now Makarov organizes pressures on the site of Shagin’s house and tells what well done the developer, what the wall retains, says that the decoration of the front staircase is “the 19th-century consumer goods, which was sold on every corner,” and how correctly the whole house in the framework of the “maintenance of the monument” went under the demolition! - Mukhin is indignant. - The decoration of the house was very rich and beautiful, and it was destroyed: almost all of the stucco molding has already been knocked down, the walls are now clinging. Мы подозреваем, что предмет охраны изменился в результате чьих-то коррупционных интересов: либо застройщик дал деньги чиновникам КГИОП, либо чиновники изначально были связаны с застройщиками. СК отреагировал быстро, мы надеемся на возбуждение очередного уголовного дела на чиновников КГИОП, уничтожающих город ради своих корыстных интересов.

Сейчас расследуется уже несколько уголовных дел – по поводу сноса манежа Финляндского полка, остановленного сноса дома Лапина и бань Екимовой.

Корреспондент Север.Реалии направил официальный запрос в КГИОП по поводу практики сноса исторических зданий Петербурга, ответ из комитета пока не поступил.

29 июня прошла внеочередная конференция петербургского отделения ВООПиК, на которой Антон Иванов был избран председателем. Конференция прошла с многочисленными нарушениями, в частности, пункт устава, по которому в ней должны участвовать делегаты 4 из 7 районных отделений, соблюден не был.

– Междусобойчик "избрал" Иванова председателем СПбГО ВООПиК. "Конференцией" мы это не считаем, в связи с отсутствием кворума и неучастием делегатов 5 из 7 местных отделений, – говорит Кононов.

Он и другие законно избранные делегаты этих пяти отделений выступили с заявлением : "Мы не можем согласиться с грубыми нарушениями закона и Устава ВООПиК, человеческих норм поведения и не считаем для себя возможным участвовать в данном нелигитимном собрании. Любые решения данного собрания, где по Уставу должны быть делегаты не менее чем от четырех местных отделений, являются юридически ничтожными".

Журналист и градозащитник Михаил Золотоносов называет происшедшее "специальной операцией по зачистке территории Петербурга, освобождению ее под новое строительство ради прибылей строительных фирм". Он не сомневается, что разгром петербургского отделения ВООПиК, всегда активно боровшегося за каждое историческое здание в центре Петербурга, является частью этой "спецоперации".

Члены ВООПиК, не признавшие результаты этого разгрома, намерены подать в суд для восстановления законности.
