
Transpenser Internet - Russia published an investigation from which it follows that from Russia they could illegally withdraw more than 40 billion rubles with the help of machines for the production of plastic products - thermoplasteatomats (TPA). According to the publication, transactions were carried out in 2014-2016, prices were overstated ten times. Russian banks and banks of the Baltic countries could participate in this. Banks from the Russian Federation, "not noticing" fictitious transactions, were associated with the security forces and deputies of the State Duma. North. Realities briefly retell the investigation.
TPA is thermoplastastomats, machines for the production of plastic products, for example, bottles. If the machine is not produced in Russia, then it can be imported without customs duties.
The Russian company draws up documents for the purchase abroad and the import of TPA into Russia. It looks as if money is transferred from the buyer to the seller. But the goods either did not cross the border at all, or the cost was repeatedly overstated, and the lack of duties allowed “customers” not to lose money for an imaginary acquisition.
The ex-director of the St. Petersburg Construction Investment Company Alexander Skirdov in 2019 was sentenced to five years conditionally for helping businessmen to withdraw money abroad. In 2016–2017, Skirdov transferred the Estonian company Grizpol more than half a billion rubles - supposedly for the purchase of thermoplastavta. Payments passed through the Bank of St. Petersburg, among the co-owners of which is the son of the former Minister of Defense of Russia Anatoly Serdyukov Sergey Serdyukov (he owns 5.8% of the bank) and the son of the Chairman of the Federation Council Valentina Matvienko (his share-2.7%).

"Transnational bank"
Most of the money, thanks to the purchase of duty -free machines, left Russia through a “transnational bank”: $ 51 million in March - April 2015 (more than three billion rubles). Among the shareholders of the bank were people related to the security forces: Andrei Safronov, Elena Skorik and Irina Petrova, since 2004, held senior positions in the hockey club of the Ministry of Internal Affairs, and then in the Dynamo hockey club. In 2010, the head of the Ministry of Internal Affairs Vladimir Kolokoltsev, Defense Minister Sergei Shoigu, FSB Director Alexander Bortnikov, former FSO director Yevgeny Murov and other status security officials were included in his trusteeship.

More than 30 million dollars (1.6 billion rubles) passed in April-July 2015 through Promsvyazbank (belongs to the Federal Property Management Agency). For this money, three Russian firms (Sttorg, Velesenergo and Quasar) bought five thermoplastavtomats. At the same time, the price of such thermoplastavtomats was in the range of several million rubles, but not dollars. The sellers were two Estonian companies (Oormistory Company and Kaupleader) and the British Alenys.
Estonian Kaupleader was registered in February 2015, just a few months before the transaction. Its co -owner was Petersburger Vitaly Murentsov, who was connected by the “New Gazeta” and “present” with St. Petersburg entrepreneur Evgeny Prigozhin, close to Vladimir Putin.
"Universal finances"
The Universal Finance Bank ("Unifin") approved the purchase of five TPA with three Russian firms that were registered just a few months before the transaction. Five machine guns in October - December 2015 cost customers more than four million dollars (more than 270 million rubles), while their market price was up to 40 thousand euros (about 2.7 million rubles at the 2015 average year). The bank is now deprived of a license.
Unifin belonged to the family of Natalia Burykina, a former State Duma deputy, which headed the financial market. Another co -owner was a member of the Presidium of the Council for Foreign and Defense Policy (Suns) Sergey Mondunts, and Peter Zhukov, the son of the first deputy chairman of the State Duma, a deputy from United Russia, Alexander Zhukov, included the bank’s board of trustees.
Most of the dubious operations from TPA after the approval of the transaction by banks passed through the North-West Customs Administration, namely through customs posts of the Kaliningrad region.
In 2015, the auditor of the County Chamber of the Russian Federation Sergey Shtogrinreported that from the beginning of 2013 to the first quarter of 2015, 755 declarations were submitted in the Kaliningrad region with signs of prices for a total of 7.3 billion dollars.
In 2015, the Central Bank of the Russian Federation reported that it managed to reduce the volume of money outputed abroad, which left Russia thanks to the scheme with the high price of foreign goods.
In the same 2015, due to dubious operations in the banking sector related to the import of goods and the use of preferential regimes, 78 billion rubles were withdrawn from Russia. Next year, this amount was reduced to 25 billion rubles, follows from the data of the Central Bank.
The volume of dubious foreign currency operations with an overestimation of the price of goods in 2020 decreased from 77 billion to 150 million rubles, reports FCS. The reason is in developing non -banking electronic payments that allow you to send funds with a minimum audit by Russian regulators, and cryptocurrency schemes that are not yet controlled at all.
