In the current economic situation in Russia, there is not enough good, frankly. And although the conversation with the professor of Chicago University Konstantin Sonin was not particularly optimistic, the view of the famous economist at what is happening is more useful than the illusory expectation of a wonderful resolution of problems. And if you use medical metaphors that sounded in an interview, it is better to know an unpleasant diagnosis than to rejoice at what you managed to get sick.
- I would like to start with the arrest [of the rector of the RANEPA Vladimir] Mau and, in connection with this, ask you about such a paradoxical thing. On the one hand, the economic block of government in Russia still consists mainly of people who are commonly called liberals, although they can rather be called high -class economists. On the other hand, those very educational institutions that are preparing world -class experts, including economists: Shaninka, tower, are now a RANEPA, are already quite purposefully destroyed. From your point of view, what is such a paradox explained? The authorities need good economists or are no longer needed - is it enough that they give the current one?
- It seems to me to incorrectly interpret what is happening in the paradigm "are needed - not needed." Of course, there is a higher leadership, in the heads of which economic models, absolutely not corresponding to the fact that professional economists are in the heads. Such a wild, inadequate idea that you can simultaneously have Autarchy and a developed modern economy. Accordingly, we can say that now professional economists are not needed by political leadership at all.
- Why then they save them?
- What does it mean - keep?
- Well, look: [the head of the Central Bank Elvira] Nabiullin, they say, did not even resign.
- “Medusa” found* , it seems, eight people who said that all these were fairy tales - she did not give any resignation. It seems to me that an adult who wants to leave some work can always leave. And so far in Putin’s Russia no one was punished for leaving his work. So, it seems to me, these are fairy tales.
- That is, from your point of view, in this case, the authorities simply endure on the principle of “horses at the crossing”? And there would be an opportunity, or there would be such a desire, they will calmly change, for example, [the head of the Ministry of Finance Anton] Siluanov to the [adviser of the president of the economy Sergey] Glazyev, [the head of the Central Bank Elvir] Nabiullin on [the head of Roscosmos Dmitry] Rogozin or someone else?
- You see, the top leadership has some idea of the ideal. They consider Siluanov, Nabiullin - and fair - as those people who will lead the ship to where they will be told. Glazyev, perhaps, is very ideologically close to them, but they do not perceive him as a person who is able to competently achieve what they need. Therefore, there are no special, in my opinion, prospects for the appointment of Glazyev.

- That is, for the authorities the current leaders of the economic bloc are valuable precisely as professionals, and not as people with certain views on the modern economy ?
- As professionals in some narrowly understood sense: as loyal professional performers of what they will tell them. The actions of the Contractor are in no way determined by its liberalism. Therefore, it does not matter what Nabiullina feels the same. It is important what she does - and this has nothing to do with liberality.
You know, most of the Stalinist executioners were personally very sweet people. Everyone had, for example, adopted children. But is it important? So the liberality of Nabiullina is not important.
She does not pursue a liberal policy, she is not a liberal policy.
“ But this still does not remove the indicated paradox-after these people, who will come?” Yes, even where to find a pro in their team, if universities cease to be forges of high -class personnel? Why cut a chicken that carries gold eggs?
