Everyone is discussing the bill on the ban on “denial of family values” and “propaganda” by LGBT+. According to the sources of Medusa, it will almost certainly not accept it

But it is early to rejoice: “United Russia” prepares a similar initiative

On July 18, a group of deputies from the Communist Party and “Fair Russia” introduced a bill to the State Duma on the ban on “denial of family values” and “propaganda of non -traditional sexual relations”.

The authors of the document claim: “The denial of the family as a social value, the propaganda of the so -called lifestyle of“ Childfri ”(without children) and the popularization of non -traditional sexual relations have no less dangerous danger to the development of Russian society” than “propaganda of non -traditional relations among minors”, which is already prohibited by law.

Since 2013, Article 6.21 (propaganda of non -traditional sexual relations among minors) has been in the Russian Code of Administrative Offenses - it provides for a fine of up to a million rubles, an arrest of up to 15 days or the suspension of the legal entity. In practice, this article, among other things, is used to pursue LGBT activists.

The authors of the bill are sure that now this article is not enough - and “public approval and recognition of such relations is dangerous <...> for the whole society, as it poses questions of demography and economic growth in the future under a certain blow.” The authors of the document write:

Family, motherhood and childhood in their traditional, perceived from their ancestors, are those values ​​that ensure a continuous change of generations, are a condition for the preservation and development of the multinational people of the Russian Federation, and therefore need special protection by the state.

Separately, they propose to introduce a direct ban on the issuance of rental certificates to films, "allowing the promotion of denial of family values ​​and non -traditional sexual relations." What exactly is considered “propaganda” and “denial of family values”, the deputies do not specify - as well as do not prescribe a punishment for violation of prohibitions in the document.

Among the authors of this bill are the head of the State Duma Committee on Family Affairs Nina Ostanina (Communist Party), Nikolai Burlyaev from Fair Russia and the leader of the Rodina party Alexei Zhuravlev, who is in the LDPR faction.

In an interview with News.ru, Ostanina connected the emergence of a bill with the presidential decree on the establishment of a family day in Russia (July 8): “For us, a traditional family is a man of man and woman, these are children, it is a multi -pole family. And the propaganda of Childfri in this case - this is precisely the propaganda of rejection of traditional family values. "

Separately, Ostanina accused the directors of Kirill Serebrennikov and Konstantin Bogomolov of “propaganda of non -traditional relations”. “You see, our public space is now one -sidedly filled with propaganda, with the help of artistic images heroizing these people,” the deputy was indignant.

The deputy is sure: “Non -traditional sexual relations are an anomaly, a kind of diagnosis. If you promote your diagnosis and it does not bother you - this is your right, go and promote. If you do not want to do this, do not do it. Nobody will be pursuing you for talking about your diagnosis. ”

Already after the introduction of the bill, Ostanin proposed introducing criminal liability for the “propaganda of non -traditional relations”. The deputy did not answer the request of Medusa.

According to the sources of Medusa, close to the Kremlin, the initiative of the group of deputies grew from another bill. On June 7, a very similar document to the State Duma was introduced by the Legislative Assembly of Sevastopol. There were no points on the “denial of family values”, but it was also proposed to punish Russians for “propaganda of non -traditional sexual relations”.

In this document, the concept of “propaganda” is spelled out, although very blurry. It is recognized as “activity on the purposeful and uncontrolled dissemination of information that can form distorted ideas about the social equalization of traditional and non -traditional sexual relations, does not exclude the submission of relevant information in a neutral context.”

The bill of Sevastopol deputies proposed to introduce fines for such “propaganda” in the amount of 40 to 50 thousand rubles for citizens, for officials - from 100 to 500 thousand, and for legal - from one to five million (or administrative suspension of activities for up to 90 days).

Having received this document, the State Duma chairman Vyacheslav Volodin sent it to the Committee on the Legislation. And he recognized the text not relevant to the Constitution. Then the Medusa interlocutors in the State Duma explained such a decision by the fact that the bill was a “local initiative”, not agreed with the presidential administration (AP) and the leadership of parliament.

Two sources of Medusa, close to AP, emphasize that the idea of ​​Sevastopol deputies “interested” Volodin himself.

“We need to strengthen the institution of the family, surround our loved ones with love, care and attention. With the withdrawal from the Council of Europe, the requirements have been the last demand to legitimize same -sex marriages in Russia. Attempts to impose alien values ​​to our society have failed, ”he wrote in his telegram channel on July 8 (that is, on the day of family, love and fidelity). And he added: "Correctly introduce the ban on the propaganda of non -traditional values."

According to the interlocutor of Medusa, the State Duma speaker “is aware of” that Vladimir Putin can positively evaluate such initiatives to protect “traditional values”: “The president likes to protect“ traditional values ​​”, especially in contrasting the West, he spoke about this more than once. Volodin shows that he protects the country's interests in the rear, while Putin is fascinating the front. ”

The interlocutors of Medusa believe that it was Volodin who was behind the initiative of the State Duma deputies and their bill. Vyacheslav Volodin at the time of publication did not respond to the request of Medusa.

At the same time, the sources of Medusa notify that among the authors of the bill there are not a single united Russia and other “status representatives” of the authorities. In this regard, they believe that the chances of adopting the bill are minimal.

At the same time, they pay attention to the fact that Volodin in any case “managed to impose an agenda” to the State Duma colleagues. On July 11, the head of the State Duma Committee on Information Policy, United Russia, Alexander Khinshtein, said that the committee also proposes to prohibit the “propaganda of non -traditional relations” in Russia, regardless of age. According to Khinshtein, it is proposed to extend to the offline and publications in the media and social networks, as well as online cinemators. The corresponding bill of the State Duma may be considered in the autumn session. Khinshtein did not answer the request of Medusa at the time of publication.

The interlocutors of the Medusa, close to the Kremlin, believe that this is exactly what this bill will be adopted, but in what form it is still unknown: “while its contours are only discussing [in the AP and“ United Russia ”]”.
