I do not presume to say why, but it is precisely the directive Kremlin documents devoted to naval activities that each time marked a new stage of confrontation with the West. So in 2017, after the accession of Crimea and the outbreak of a secret war in the Donbass, the “Fundamentals of the State Policy of the Russian Federation in the field of military activity” appeared, in which it was first stated that “in the conditions of escalation of a military conflict, a demonstration of readiness and determination of the use of power using non-strategic nuclear weapons is an effective deterrent”. The authors of the “foundations” were then not at all embarrassed by the fact that the provision on “nuclear de -escalation” (that is, use to contain non -strategic nuclear weapons) is not consistent with the conditions for the use of such weapons recorded in the military doctrine.
And at the main naval parade, Vladimir Putin announced the further development of domestic strategic thought: “We openly identified the boundaries and zones of the national interests of Russia-both economic, and vital, strategic. First of all, these are our Arctic waters, the waters of the Black, Okhotsk and Bering Seas, the Baltic and Kuril Straits. We will provide their protection firmly by all means. ” The head of state here recalled that the Navy is about to receive such a remedy-the Zircon hypersonic missiles.
