
ANO “Digital Economy”, as well as Yandex, Sberus, Skolkovo and Avito Foundation, opposed the creation of an unified outer advertising and Internet context operator in Russia. The corresponding appeals of the company were sent to the State Duma chairman Vyacheslav Volodin, they write Vedomosti.
A single operator may appear if the law “On Advertising” is accepted in Russia. The bill in the first reading was already supported by the State Duma.
According to the document, outdoor advertising and Internet integration from individuals can be posted only through one operator. He will take care of the content for compliance with the legislation, determining the prices for placement, as well as protecting personal data of users. At the same time, the company will be able to conclude 30-year contracts for the installation of its digital structures on the state land and broadcast advertising on the screens of state and municipal transport during the same period.
The status of a single operator can receive a company that is not controlled by foreign owners, is system -forming and has its own digital structures, including in cities of federal significance. Only the largest outdoor advertising operator RUSS Outdoor meets the criteria.
“Digital Economy”, “Yandex”, “Sber” and other companies that have contacted the State Duma believe that the launch of a single operator “creates the risks of creating a monopoly and disseminating inaccurate information on the Internet with violation of the law”.
Earlier, the FAS asked to extend the period of preparation of amendments to the Law on a Unified Digital Advertising Operator, and the Government of Moscow and St. Petersburg offers not to accept them.
