Dog owners in St. Petersburg were offered to fine

The Governor of St. Petersburg Alexander Beglov introduced a bill approved by the city government to the Legislative Assembly on the introduction of fines for dog owners and other pets that make loud sounds at night, as well as from 8 to 12 hours on weekends and holidays. This was reported by the deputy of the St. Petersburg Zaks Boris Vishnevsky.

According to an explanatory note to the bill published by Vishnevsky, the need for new fines is explained by a large number of complaints about the noise from pets in the Veterinary Office of St. Petersburg. The noise, according to the authors of the project, is a "consequence of the irresponsible attitude of animal owners to their duties on their content."

If the bill is accepted, the amount of fines will be from 500 to 5 thousand rubles. According to Vishnevsky, administrative protocols will draw up a veterinary department.

The opposition deputy doubts that veterinary inspectors will be able to quickly and accurately determine the source of noise in modern houses: “Imagine: at two in the morning they call the apartment to find out if they bark at you? Yes, in response, they are not worse than any dog. <...> Of course, no one will let the apartment check, but no inspectors have the right to enter housing for this purpose. ”

Vishnevsky calls the new legislative initiative "dead." He is sure that her only goal is to "report on a big work done."
