Two years ago, on August 9, 2020, the presidential election was held in Belarus. According to official figures, Alexander Lukashenko won for the sixth time. In the evening of the same day, the most massive protests in Belarusian history began. Hundreds of thousands of people took to the streets of the cities, demanding the resignation of the president, the liberation of political prisoners and re -election. According to the Ministry of Internal Affairs of Belarus, more than 13 thousand people were detained from August to November 2020. According to the report of the Supreme Commissar for Human Rights, the facts of torture and rape of detainees, the use of various forms of violence and psychological pressure are confirmed.
The UN also reported 450 documented cases of torture and cruelty to protesters. The chief opponent of Lukashenko in the election Svetlana Tikhanovskaya said that 8 people were killed during the protests. The authorities of Belarus deny the responsibility for the death of these people. The human rights center "Vesna" reports more than five thousand criminal cases in connection with protests. As of July 5, 2022, 1231 political prisoners are in Belarusian prisons. Among them are politicians, journalists, human rights activists and civil activists. Lukashenko has been in power for 28 years.
Belarus faced another problem - emigration. Poland alone issued in the period from June 2020 to the end of 2021 to Belarusians almost 180 thousand visas. A significant number of those who left the country are students, but not everyone has the opportunity to leave. The Radio Liberty correspondent asked both about life in Belarus, the protest movement, about the actions of the Belarusian Partizans after the start of the Russian invasion of Ukraine, which was partially carried out from the territory of Belarus, about the detentions and conversations with employees of law enforcement agencies.
Alexander Parshenkov, 23 years old . He studied at Belarusian State University, worked at the Academy of Sciences. One of the founders of the independent union of students of BSU. In 2018, he became the winner of the Presidential scholarship. In October 2021, after several detentions, Belarus left. Now he lives and studies in Prague. Alexander told Radio Liberty about the creation and work of a student trade union at the height of rallies, detentions and his contacts with Belarusian special services. Parshenkov was repeatedly called the KGB agent, but someone considers him a hero.
- When you created a student organization, they suspected that this could happen: the organization will be closed, and you will be imprisoned?
- We were all, on the one hand, ready for this. On the other hand, we were naive, did not understand what the authorities could go to. We thought that we could be “for a day” that they can detain us, but that we would find ourselves for many years behind bars ... It is unlikely. Later, when they put the first batch of students, the risks became clearer, but the work had to be continued. When they decided who will be the chairman of the trade union organization, I said: "Give me." Because I have a diploma - it means that they will not be deprived. I am a undergraduate - they are rarely expelled. In the end, I am a laureate of the Presidential scholarship. Then they will not say that they fired the loser.
- When did you think the idea of creating a student cell?
-We protested, but understood that we needed some legal methods. We wanted to prove from our experience, because in the end our generation was, as it were, not yet fired. In 2010, during the previous wave of protests , I was 11 years old, I don’t remember those events, my family is apolitical. My friends and I thought that we had to create some kind of organization. The existing ones did not fit, because they were all “packed” with the money of the state. BRSM (Belarusian Republican Union of Youth. - RS ) is a cloak, a trade union is just a distribution of money. Student and other similar organizations - they are all “on the needle”, financing comes from the rector, respectively, they are puppet, and we did not have a budget at all. We contacted a free Belarusian trade union, with the trade union of the medical university, and in October 2020 we already registered our association. Such organizations existed in the 1990s. We just wanted to enable people to express their position.
Alexander Parshenkov
-Still, there is a difference between the 1990s and the current time-in the dangers of this enterprise.
We lived below the plinth, we were afraid of everything
- Well, what is not dangerous in our country? Well, you exist in the space of silence, and the fact that people update the avatars on Facebook reaches you, put white-red-white flags, and they are pursuing for it. The special services who work at the university - a special department - called the management and said: "What do you allow yourself?" We lived below the plinth, we were afraid of everything. Leaving the signature for an alternative candidate was scary. This is later, after all, when Viktor Babariko (former head of Belgazprombank, an opposition politician and presidential candidate, is now political prisoner, went to the presidency.-RS) , began to put signatures, believed in something and so on. And so ... everything is scary. To say something scary-fear of deductions, fear of losing position, money-but I always wanted to do what I wanted.
- What exactly did your trade union do?
- Provide assistance to their members. The first is information assistance, that is, we knew what to do in terms of protection of rights. It’s hard to hire a lawyer, it’s hard to get a legal advice, you need money, but when you have many members, you pay contributions, then these problems are solved. It was different for us: lawyers are free. Well, for example, the student was reprimanded, we could advise how to behave, how to react. These tips sometimes helped. And the second direction is the help of the detainees, victims.
- How, in the conditions of the most massive repression in the history of modern Belarus, the trade union was not closed? Why weren't you expelled from the university as an organizer?
- BSU was holding to the last, there were practically no deductions of students. The only exception is Ilya Trakhtenberg from the Faculty of Mechanics and Mathematics, a participant in the "case of students". I do not know why he was really expelled. I do not want to justify the university, but Ilya was the only one who was expelled for political reasons. We were not expelled. We received disciplinary sanctions. I received for collecting applications for joining the trade union. I received a remark, but we were not expelled, because, as I understand it, they did not want to fall under the sanctions, they were afraid, because the university still had a reputation. Well, the trade unions never had a huge number, we had 300-400 people. If we had three thousand, we would have eliminated us faster. And so - they wanted to show: you are marginals. Although imagine, in conditions when repressions are ongoing, 300 people signed up! As a result, we reached 500, and it would be much more if it were not for the development of events ...
I would be expelled if I had been studying in a magistracy for two years. The next year, of course, they would not have taken me. But I managed to defend myself and ended up in the Czech Republic. Many were expelled themselves. Someone was expelled, trade union activists were expelled, but this was already in 2021. And in 2020, the repressions went around. From BNTU (Belarusian National Technical University. - RS) they expelled everyone, many were expelled from the medical university, but the chairman of the trade union finished. It depended on who in which account, who had any parents, as I understand it, who behaved like himself ...
- When did the situation change in a dramatic way?
- November 12, this is Black Thursday. This is the arrest of the guys in the " student case ", on the same day, in the evening, Roman Bondarenko died , we learned about this on the 13th. There was already a day of sorrow. This date is unforgettable. The world split, because before that we were answering only for ourselves, and now our guys were in prison. Of course, it was scary, terrible, but it was necessary to work further. In total, according to our data, about 60 students remain in prisons.
- How does your student organization function today?
“I can’t say about it, because if someone is detained for the fact that he is a participant, and I will tell you how he is functioning ... It’s easy for me to say here.” I just want to say that it is functioning.
- We talked about the student union, but on this, as I understand it, your activity did not end. You took part in protests. Do you remember the day of the ninth of August?
Scary, but every day you went out and stood opposite this riot police
- Yes, I remember, of course. It was Gomel, we walked along the avenue. I do not know what was in the blood ... But in my head was a fool of understanding that you are walking around your city and shouting: "Live Belarus! Lukashenko, leave!" You walked and understood that it was your city. Then the autozaks went, I saw how they beat people, pulled them on asphalt. It was scary, of course. Then the gardens go home ... Scary, but every day you went out and stood opposite this riot police. He went out and shouted.
"Marsh of Peace and Independence." Minsk, 30 August, 2020
-Is there anything that you most remembered during the protest? My other interlocutor said that he was inspired by the change of flag on Lenin Square. Did you have something similar?
-Firstly, the flag-yes, because it used to be impossible to imagine. You seemed to be in the future - in the free future, which you want for your country. When you can raise your flag, when you can, without fear, say: "Stop deciding! Stop saying that this is a symbol of collaboration!" It was a strong impression, but even stronger - in Minsk, when you are going in the human river along the winners Avenue. The crowd roars, you hear: "Live Belarus!" You meet friends, your teachers, and you did not think that they would come out, but they came out! You understand that you have been in the future for a while. But then it retreated. The rally ended, and you should have furtively run home so that you were not delayed. I remember the concert of Michel Legrand in Riga, when this decrepit old man turned into Apollo, sitting down behind the piano. And just the same way we: we protested, everyone was like cyborgs. And here - clap: auto -sounds, shields, and you can not do anything.
- As far as I know, you were detained three times.
- Yes, three times. For the first time on October 18. I was detained on the march, and I did not even have time to reach the scene. The second time-March 2, 2021, they came to the hostel for me, arrested, drove to the GUBOP, but there they somehow managed to get the policemen. I was released, but I promised that if I suddenly find out that someone was preparing a terrorist attack or conducting extremist activities, I will immediately inform you. And I am still accused of the fact that I am an agent of the KGB. On March 5, there was a conference, and at this conference they arrested me again, together with everyone, delivered to the police department. There I was forced to record the video ... I said: "Are you letting the people who are with me?" People were released - everyone who was with me in the ROVD was released. The video did not go anywhere. I stated there that I was dissolving the trade union. But I did not have such powers, that is, I frankly lied, but they requested - and I recorded this video. The next day I gave an interview Belsat and said that this is all a lie.
“ Have you tried to explain to yourself why you were still not imprisoned for a real term?”
- The main factor - I believe that they tried to recruit me, because I am a compromise person. This does not mean that I will knock on someone, but I am inclined to talk with these people. I never insulted them, I always told them that I did not want to prison. I told them: "What should be done?" They answered: "Write the video." I understood that we had to compromise, because the guys are in prison. Who will wear their programs? There is another factor that I do not call now. People simply will not believe that it can be. I remained large at large because they understood who I was.
- How much of your conversations can be called cooperation with the authorities?
- It is difficult to explain how it works in our realities. What to call cooperation? For example, on the first day you drank tea with them, because the throat was dry, they gave tea. Is this cooperation? Someone will say yes. What I said that I did not support Tikhanovskaya in everything. Is this cooperation? Cooperation. I was with them several times. Why? Because they wanted to make me a "six", but I needed information, you know? I had the hope that I could help someone. Of course, there were mistakes: the fact that I recorded this video ... I did not go my own after March 2 and did not expect me to arrest me again. For this I have to bear responsibility. For the fact that I volunteered to be a leader, not being ready for this. I admit and repent this. We should have been more solid. We should have been, but there were no other leaders.
- How did your meetings in the special services take place? They called you, said: "Alexander, good afternoon! Come on, come?"
- No, I called them. I knew that if I didn’t call, they would call me and force me to come when it is convenient for them. I called, for example, in an hour, and said: “Well, I would come,” and I understood that they were not preparing arrest for me. It was important for me to control the situation. I pretended to be interested in this. In fact, I came there to "sniff". I felt that now the site TUT.by would be cut out. I told the TUT.BY employee: "You are cut out. You are recognized as an extremist site." And then everyone was in shock. I was the only one who knew it. TUT.BY did not help, because well, who am I? Who will believe me? But I warned ...
The police are all opposed, they are all "Luke for flour"
- It is clear that you probably can’t know, but, it seems to you, were oppositionly configured among employees?
- Yes, of course. The policemen are all opposed, they are all "on the flour." They are all tired of Luke (Alexander Lukashenko. - RS) . Everyone is tired, but no one will speak openly. They understand that it is time to change bald tires - I saw in the eyes, but they want to live in the Soviet Union or even in Russia - this is also a kind of Soviet Union.
The detention of the opposition activist Nina Baginskaya. September 19, 2020
- When did this so -called cooperation cease?
-Just at some point I called, but no one went to the entrance. Since then I stopped calling, and no one called me. It was in the summer of 2021.
- Do you think employees of law enforcement agencies are different, not only a Gubopik , but also the Ministry of Internal Affairs, investigators, and so on - victims or accomplices?
- Unfortunately, each of them is both the executioner and the victim. I am a person with a Christian vision of the world, therefore I think that we can understand, accept them, and even justify them. Lev Sapga also wrote: "Do not create a human judgment, but the court of God, for what kind of court you judge, you will be so judged." I do not condemn them, I do not justify them. Competent people should deal with them, decide on what basis they can be held accountable. It's just a custody, because they are employees, or on the basis of specific crimes? I understand them quite well: many of them, maybe even against Lukashenko, but they for the regime, they want to maintain status quo and protect the regime. We are traitors for them. These are people of the XX, even the XIX century, with a different thinking.
-Why, after all, mass protests in Belarus did not end with a change of power?
- Because no one was really ready for this, because there was a dizziness from success. When you, on the one hand, were afraid to update the avatar yesterday, and now you can walk around your city with flowers, and they allow you to. They just put an experiment above us. We could disperse us at any moment of all. Start beaten with batons, and nothing would have happened. At first, they did so, then rolled a little. There could be no other outcome: after all, there is still the power of Moscow, it is over Lukashenko. This would be included in Russia's troops, and that’s it.
- Do you believe that the situation in Belarus will change?
- Ten years later, not earlier. There are no reasons for changes in the country ... People who could change something have left. Those who stayed there ... I see many of my friends who are fighting, they are firm, I admire them madly. For me, these are examples of unprecedented courage, because people openly write on Facebook about what they think. It is worth a lot, but they have less and less support, they leave with whole families. The situation is very difficult. I dream to return to Belarus and hug, support my friends - I have ten friends behind bars. I pray that my country has a future, so that we are preserved as a nation, and Belarus retains its independence.
The name was changed at the request of the interlocutor . Valentine, 21 years old, studied for a lawyer. He left Belarus three months after the start of the war in Ukraine. It is now in Poland. Valentine talks about the attitude to Belarusians abroad, about how the Belarusians helped the Armed Forces and why the protests did not lead to success, although they influenced the self -awareness of Belarusians.
- When did you leave? After the start of the war?
- Yes, I decided to leave for Poland after the outbreak of war. I issued a new passport so that I would not have to return later, and immediately submitted documents for a visa. I left in the summer, a couple of days before the start of the exercises of the Belarusian army. The trigger was for me that these teachings could end the same way as Russian once ended.
- Did you feel pressure from the state?
- I felt the pressure for a long time. I am not the most active, but still a participant in the protests of 2020. I saw this and made a decision for myself. Initially, I had a goal to move to Ukraine, where all my relatives were, but even before the war, problems were discovered with the move from Belarus, because in order to go to the citizenship of Ukraine, it was necessary to get permission from the military commissariat. I realized that I could not legally move to Ukraine and get Ukrainian citizenship.
-Upon arrival in Poland, something surprised you?
Do you agree with this?
- Yes. Of course.
What did you feel then?
- This is a difficult question.
- I think yes.
Nothing of this.
- Don't know.
