The Presnensky District Court of Moscow arrested Roman Tkach, a city defender and member of the All-Russian Society for the Protection of Historical and Cultural Monuments (VOOPIiK), for 10 days, who prevented construction in the historical part of the city. In court, he was represented by a defense lawyer from OVD-Info, Yevgeny Kurakin.
Weaver was found guilty under the article on petty hooliganism (Article 20.1 of the Code of Administrative Offenses) due to the fact that he allegedly used foul language while communicating with builders. The court refused to attach the motions of the defense and to interrogate the witnesses who appeared at the hearing.

Piyavko's apartment building (17 Spiridonievsky per.) and I. B. Skuriatnikov's (Malaya Bronnaya street, 22/15). The builders called the police, and they detained the man. Tkach spent about a day in the police department.
City defenders and residents of houses adjacent to historic buildings have been opposing the construction since 2020. According to the residents of neighboring houses, the new owners of Piyavko's apartment building are carrying out a major overhaul. Completion of works and transformation of the building into apartments with luxury housing is scheduled for 2023. Workers regularly install scaffolding near apartment buildings, and local residents obstruct them, preventing them from carrying out work.
