Cheap illegal shelters captured the market for elderly people and became beneficial to everyone except their customers

In private houses of the elderly in Russia now there are from 50 to 150 thousand people, is evaluated by the former head of the Association of Companies from this sphere of the "world of the older generation" Alexei Sidnev. He has no more accurate data or anyone else. Most of these institutions, where people spend the last months and years of life, work illegally - without medical licenses and with unskilled personnel. About how private houses of the elderly work in Russia, the “New tab” and “ Mediazon ” are told using the example of two competitors from Perm: both were under trial, but were not going to stop their activities.

Old people and "girls"

The last time 60-year-old Lidia Krotova picked up the phone in December 2021. Since then, she did not answer the calls of the correspondent, and the lawyer explained that she also could not get through to her - what is with her now is unknown. In recent years, Krotova, who lived in an apartment building in the sleeping area of ​​Perm, complained that she often went to the hospital due to health problems. The defender said that she "took place of chemotherapy courses, she has disability, asthma and oncology."

If the opportunity, then said Krotova, she would return to her business, from which she left after the criminal cases in charge of her: “My business was destroyed, I still can’t think about it without tears. I disdain cockroaches and bugs, and care for a person is normal for me. ” “I'm not hiding,” she said in court in 2019, when she was chosen a preventive measure. - I ask for one thing: I want to live with my father, my children and grandchildren. I have oncology. I already know about how much I have to live. Leave me yet. ”

In 2013, when Krotova was a little over 50 years old, she freed herself from a colony in the Perm Territory, where she was sitting for drug storage. At large, she got a job as a seamstress. After a couple of years, she went to the hospital for surgery due to cancer, and when she recovered, she found a new source of income-she became a nurse for patients aged.

She looked after customers in the hospital or at home. I took 2,400 rubles per day of work. Soon there were many orders, and Lydia began to “attract girls” - other cores. They gave her the sixth part of their earnings. According to Krotova, in the "girls" she was not sure and the old people warned relatives: "Only grandfather should be at home from the most expensive."

In 2016, she opened in Perm a private house of the elderly - there were old people and nurses were under her supervision. This elderly house was like many of the same private institutions throughout Russia. The story of a business began with him, which soon brought Lidia Krotov to the bench of the defendants.

Grandpa who fought

The Maria shelter opened in a new two -story yellow brick house on Izotovskaya Street in the private sector in Perm. Lydia found the lessor on the Internet, and there she took forms of contracts that signed close guests. Later, Krotova recalled, she realized that she hastened: medical services were mentioned in the forms, but there were no doctors for them.

In the shelter Krotov - as she said, with her own money - bought linoleum, wooden beds and chandeliers. Maria had a page on VKontakte, where for 20 thousand rubles a month they promised a “24 -hour nurse”, “daily health monitoring” and “free delivery from home”. In the contacts there was a phone number of Lydia.

“A person needs to work,” she explained why relatives of the elderly turned to the shelter. “And my mother needs to be checked, she will change the diaper in the morning, feed on lunch.” In what state people got there, it is clear from the materials of a criminal case instituted against her in 2018, the “new tab” has these materials. The old people could not serve themselves, “they had violations of thinking, they had lost their ability to communicate, they did not understand the essence of the questions,” the employee of the Ministry of Social Development of the Perm Territory explained to the investigator. Other indications specify that one man had medical tubes to ensure breathing, feeding and removal of urine. In the shelter were “grandfathers who fought,” said Krotova herself.

It was possible to get to Maria easier and faster than a similar state center: it was not necessary to undergo a preliminary examination and stand in line. From the materials of the case it is known that six months after the opening in Mary lived eight elderly people and two nurses worked. Then, as stated in the testimony of one of the seats, there were already fifty old people in the boarding house - eight people for each nurse.

The employees fed and washed guests, cut their nails and gave the tablets that relatives brought - worked two weeks later and received 800 rubles per day spent in the boarding house. The inspectors found syringes here, that is, the old people could make injections. According to the law, these are already medical services for which Krotova had no permission.

“A good nurse know who? Alcoholic"

In Russia - 270 thousand seats in state houses of the elderly and neuropsychiatric boarding schools, says Alexei Sidnev, who, until February 24, led the network of geriatric centers and the Association of Companies from this sphere of the " world of the older generation ". After the beginning *** (special operation), he left the country.

This is very little, Sidnev believes, and therefore private institutions appear. According to him, so that such shelters have high -quality care, relatives must pay about $ 100 a day. It is expensive - in Western countries, practice is widespread, when some of the expenses take control of the state. In Russia, relatives of the elderly can pay an average of 1,000 rubles per day for their maintenance - and boarding houses are arranged by those who agree to work for this money. “Usually this is a cottage where the nurses are hired,” Sidnev continues. “Grits, as a rule, come from poor regions, often work without registration according to labor laws and live in the same place as the old people.”

“They will leave the boarding house for two weeks and drink crazy,” Lidia Krotova described how her nurses do in non -working weeks. - They will come, hands are trembling. Two days are eaten away, then they start only working normally. ”

This suited Krotov: “A good nurse know who? Just don't laugh. Alcoholic. Not everyone can remove everything, albeit in gloves. And those who drink are usually not squeamish. When they stop drinking, they begin to count money and earn. ”

The son of one of Maria’s guest Vladimir Kilin says that the nurses in the shelter were “twitchy”: “It seems that you can’t call homeless people, but dented.”

How to work with older people, Krotova explained to his subordinates herself. “Better teeth clasped and silent,” she recalled her explanations. “Whatever it is, you will fit quietly, you’ll sit next to it, I stroke him.” Over time, she began to invite two familiar nurses to the shelter so that they consult cores and make the guests injections.

Private shelters become similar to the “zone”, the purpose of which, like the medical institutions in Soviet times, to protect an elderly person from society, continues Alexei Sidnev: “A lot of people in the room, beds are so close that there is no privacy. Often there are no elevators, so people who lie - they are called “sunbeds”, “lobby” - do not walk, do not walk. They spend their last months, years simply looking at the ceiling. There is nothing humane in this. ” Sidnev also considers state social institutions, especially neuropsychiatric boarding schools, no less “prison”.

There was no elevator in the shelter of Maria. This is stated in the order, which Krotova was given a year after the opening of the shelter, in August 2017, which became the reason for the verification, the materials of the criminal case are not said. The inspection from the prosecutor's office, the Ministry of Social Development and firefighters also told Krotova that even for the simplest medical procedures - measuring body temperature and injections - I need a license for medical deeds. In addition, the inspectors had complaints about the absence of handrails, quarantine rooms for new guests, fire alarms, fire extinguishers and medical books at the careers.

Then Maria moved to another removable cottage. There was no elevator either, but so far no one complained about the boarding house, and he was not checked. The inspection came six months later - after the letter of the competitor to the Ministry of Social Development.

Two corpses

Before this check, in February 2018, a new nurse came to the boarding house. Krotova says that she did not want to hire her, but other workers persuaded the hostess to do this. The brand new spent one day in the shelter - and after that she went to Elena Yulaeva, the organizer of the competing boarding house “Good hands”, and showed her the photos that she took in “Maria”. The nurse told about this during the investigation. The pictures show that older people are tied to beds with something like fabric tapes.

“Good hands” worked at least since February 2016: then the first post appeared in the group of this boarding house on VKontakte. Elena Yulaeva said in the investigation that, “being outraged by violations of the rights of guests,” sent pictures from a competing shelter by e -mail to the Ministry of Social Development.

In such organizations, explains Alexei Sidnev from the "world of the older generation", the guests are generally often tied to beds. “People with dementia without proper medical support and without specially selected therapy are trying to go somewhere all the time, they have“ things, ”he says. “When there are not enough hands, people are tied so that they do not bother.” Is it possible to fix the patient, adds Sidnev, in Russian legislation it is “not spelled out” - and in some other countries this decides a medical consultation.

Whether the siders of the Mole old people were tied to the beds, it is unknown, but the niece of the former stand-up of Maria Olga Smyslyaeva says that she saw on the hand of one of the women in the shelter “Some kind of rag ribbon” that was stretched from the bed. The tape did not interfere with the stand and move a little from the bed. “The nanny said - the wandering itself, does not allow anyone to sleep,” said Smyslyaeva. The fact that the elderly man was “fixed” in the boarding house told Komsomolskaya Pravda and a relative of another confusion. According to her, he "was a little out of himself, he could wave his hands, pour soup or even cause a trauma to himself." According to Krotova, she was not tied to her, although in hospitals "absolutely everyone is attached."

The inspection, which came to Mary, after the complaint of Yulaeva, except for the same violations as the last time, found two corpses of older people. According to Krotova, one of them died on the day of the audit, and for him they were waiting for an ambulance, and the second - right during it.

Then the Investigative Committee initiated a mole case against the articles on unsafe services and illegal entrepreneurship - while the ties and corpses of Krotova were not guilty. The indictment is quoted by the representative of the Ministry of Social Development: “The facts of violence, the cruelty have not been revealed,” and this topic is not rising anymore. In December 2018, the Industrial District Court of Perm gave the Mill year and four months of a conditional term.

While the trial was still going on, a new boarding house has opened in the same cottage, already with the name “Hope”. Krotova explained to the “new tab” that he was engaged in the familiar owner of the building Vadim Pozdeev - and he said that Krotova herself. A year later, an elderly man from the boarding house in an exhausted state ended up in the hospital, a check again came to Nadezhda and found all the same violations. They punished both: Krotova received a second term - a year and three months conditionally, the acquaintance of Pozdeeva - obligatory work.

Elena Yulaeva, who closed to the competitor of Krotov, also did not do without a criminal case under the same article about unsafe services.

"Macarons are mixed with mashed potatoes"

Before the opening of the boarding house for the elderly, Elena Yulaeva, like Krotova, had problems with the law. In 2010, the magistrate court sentenced her to a fine for hitting a neighboring child with a bag on the head. Yulaeva explained in court that the child received a bump, falling from the bicycle. In 2013, the Sverdlovsk District Court of Perm gave her a year and a half conditionally for “grabbing the driver’s face in a police car-why she was put in this car, the verdict was not indicated. Sitting a nearby police officer Yulaev bit by the hand.

The premises for the shelter, unlike Krotova, Yulaeva had its own. At first it was a three -story cottage, then a two -story non -residential building.

“Good hands” had a license for medical activity - but only for work in the cottage. There were no qualified personnel and elevator there either. It was not difficult to find out how they treat the elderly in the shelters of competitors, Yulaeva was not difficult: some nurses worked simultaneously in Mary and in “good hands”. According to the entrepreneur, "they all go in a circle." After the closure of Maria, older people went to state institutions and other private shelters. One man was in “good hands” - Yulaeva remembered that he had scabies. In 2018, Redvortibnadzor had claims that there were no elevators and ramps in “good hands”, but this did not prevent Yulaeva from working further.

In 2020, she began to have problems more serious: Yulaeva lost the cottage, which she had a slowness. According to her, she took the money on the bail of this house - at the same time she agreed to the dubious scheme when the property corresponds to the creditor and he promises to return it after paying the debt. But they refused to return the house of Yulaeva.

On the ground floor of the new building there was a repair (“concrete poured”), and a dozen old people were settled on the second. The daughter of one of the former “good hands” Elena Kalenova recalls that her mother complained about her cold and poor nutrition (“Macarons are mixed with mashed potatoes”), she believed that “Mom is at least in the nursing home, they are at least guarded by Covid.” A month in the boarding house cost 25 thousand rubles.

Sending and "some kind of rash"

In October 2020, the REN TV channel showed a report in which the relatives of the guests complained about the Yulaeva shelter. The frame shows that the daughter of one of the guests is not allowed there. When she took her mother from there, she noticed a walk on her body and a “some rash”: in court, it turned out to be Elena Yulaeva that there was scabies due to irregular washing of the elderly.

The check came in the “good hands” and found here, as before, Krotova’s, the corpse of the guest. The Investigative Committee started the case under Part 2 of Article 238 of the Criminal Code of unsafe services: it suggests that such services led to the death of the consumer. Then the case was re -qualified for the first part - the same thing that was charged with Krotovaya. In early February 2022, Yulaev was sentenced to a fine of 150 thousand rubles.

She listened to her sentence in one of the halls of the Kirovsky district court, slowly rolling from socks to heels. Yulaev did not show other emotions. The verdict lists the same violations as Krotova: in “good hands” there was no elevator, fire alarm and qualified personnel.

After the meeting of Yulaev, along with the journalist of the New tab, she reached the Mercedes-Benz SUV worth several million rubles standing at the court building. A son was waiting for her in the car: he was sitting in a passenger seat. Yulaev then explained that her former clients were set against her by those who “squeezed” her former boarding house. Unlike Krotova, Yulaev decided to appeal the verdict - judging by the information on the website of the Kirovsky District Court of Perm, so far unsuccessfully.

Once again, it was not possible to talk with Yulaeva, like Krotova,. She no longer answered calls, and in several SMS explained: “Lawyers will contact you, we will solve issues differently: I will sue you to the court for disclosing personal data. From now on, I ask you not to bother me. "

New "good hands"

“It is beneficial to the state for this system to exist,” believes Alexei Sidnev, who worked in the business care business. - There are not so many fires. If even one or two, it only sounds scary, and the “only” ten people die. It seems like everything works, people do not require additional public places. ”

Хронология пожаров в домах престарелых в последние годы

11 января 2022 года —Загорелась крыша пансионата в подмосковном Пушкине. В здании находилось 48 человек, из которых 13 человек — персонал. Все постояльцы были выведены из здания, никто не пострадал.

10 мая 2020 года — В частном хосписе для престарелых «Второй дом» в подмосковном Красногорске произошёл пожар, в котором погибли 9 человек.

9 апреля 2020 года — Загорелся пансионат для пожилых людей в Москве, погибло 4 человека.

В последний раз, когда Лидия Кротова из пермского приюта «Мария» общалась с журналистом «Новой вкладки», она говорила, что для возрождения бизнеса уже присмотрела коттедж за городом. Родственники прежних постояльцев, как она считала, были ей благодарны, а надзорные органы просто не хотели «помочь, подсказать».

Если бы не фотографии с привязанными мужчинами, её бы не тронули, была уверена Кротова: «Пока гром не грянет, мужик не перекрестится. Всем на всё наплевать».

Елена Юлаева после суда говорила, что собирается доделать в здании приюта ремонт и возобновить работу. So it happened.
