At least 200 million rubles - so many Chronicles evaluate real estate of the family of the head of Karelia Arthur Parfenchikov. How could an official who devoted his whole life to a civil service, could make such money? There is no answer to this question yet, but you can look closer to the apartments of the Parfenchikov family.
The area of the first apartment of Parfenchikov is 155 square meters. m. It is located in the very center of Moscow on the composer Street, 17. This is a premium residential complex “House on a composer” two steps from Spasopeskovskaya Square, between the Old and New Arbat. The facade of the house is meaningfully decorated with butterfly windows. The cost of Parfenchikov’s apartment is about 115 million rubles. The head of Karelia in this apartment does not live, but leases, annually declare income. Over the past year, it amounted to 4.2 million rubles. or 350 thousand rubles. per month.
The New Gazeta wrote that Parfenchikov provided apartments with the entire management of the bailiffs he had once headed by the federal service (FSSP): the employees were given subsidies for which housing was purchased. The Parfenchikov himself could receive the same subsidy, however, the new journalists note that the official did not reflect it in the income declaration.
In 2013–2021, Parfenchikov officially earned almost 70 million rubles, including almost 21 million rubles. At the rental of this Moscow apartment worth 115 million rubles, which was not in the most transparent way.
In addition, in 2017, Parfenchikov bought a 103-meter apartment in Petrozavodsk on the embankment of Varkaus, in which he lives now. It is not easy to assess the cost of this housing, since this house is small and the apartment in it is rarely sold.
A few years before the purchase of a Moscow apartment, working as a prosecutor of Petrozavodsk, Parfenchikov purchased a 219-meter apartment in the capital of Karelia on Chkalov Street, 45. A square meter in this house now costs 110 thousand rubles, that is, the entire apartment is estimated in the amount of about 25 million rubles. A year after the purchase, in 2006, Parfenchikov will transfer this apartment to his wife Natalya Gulyaeva.
She, like Parfenchikov, studied at the Leningrad State University along with the mentioned future President of the Russian Federation Dmitry Medvedev and Minister of Justice Konstantin Chuychenko.
The wife of Parfenchikova built a judicial career. In 2001, Gulyaev was appointed a judge of the Supreme Court of Karelia, and in 2015 she became the deputy chairman of this court. No one was embarrassed that her husband since the 1980s worked in the local prosecutor’s office, and from 2000 to 2006 he worked as a prosecutor of Petrozavodsk. The prosecutor’s office, as you know, is one of the parties when considering cases by the courts.
Parfenchikov and Gulyaeva divorced in 2013. The total income of their family in 2009-2012 (officials were obliged to publish only in 2009) amounted to 22.5 million rubles.
“I love the smell of manure mixed with milk, hay, the smell of cow's trick is a native,” Parfenchikov said in an interview. Does he want his children to inhale the smell of manure? Well, the children of Parfenchikov are also provided with metropolitan real estate. Do not hesitate.
So, Anastasia Parfenchikova until recently worked without lingering hands in the administration of the President of Russia, receiving not the highest salary. According to the leaked bases of individuals, in 2019, Parfenchikova earned 1.7 million rubles. Nevertheless, in 2020, a 55-meter apartment in Moscow in Karmanitsky Lane in the Arbat area was in her ownership. A similar apartment in her house costs about 30 million rubles.
The brother of Anastasia Yaroslav is also the owner of Moscow real estate, albeit more modest: at the age of 18, he received a 75-meter apartment in the Yuzhnoye Tushino region, in the passage of Donelaitis. In this house, such an apartment now costs about 22.5 million rubles.
“I send a significant part of the money to charity. I spent all the time when I bought an apartment in Petrozavodsk. There was not enough money, added from the proceeds at the expense of the lease. I give the rest to people, to those who need, ”Parfenchikov said in an interview in 2017. About the "needy" is written above.
The head of Karelia, Arthur Parfenchikov, goes to the elections of the head of the region this year. He headed the republic in 2017 and in the same year he got from United Russia. Of course, it is unpleasant to go to Parfenchikov’s elections, because back in 2006, he advocated , for example, for replacing direct elections of the mayor of Petrozavodsk by appointment. And in 2015 it happened - now the head of the capital of Karelia is choosing the City Council, controlled by EP. But the head of the region has to, whatever one may say, to participate in what is called the elections in Russia.
Parthenchiki voters lovely loves. For example, when in 2018 a local resident turned to him over the Internet and asked to restore the work of the kindergarten in the village, the head of the region in the boorish manner answered her to solve her problems herself. No, well, this is understandable, Parfenchikov’s well -being of his family and apartments is more important.
Naturally, on his VKontakte page, Parfenchikov supports the war with Ukraine with might and main. In Petrozavodsk, they even opened the street of the defender of Donbass. But most of all, on the page of Parfenchikov, necrologists of young people who could benefit Karelia, but died for the sake of Putin's crazy ambitions. Parfenchikova does not bother that the young people are going to die from the region, the head of Karelia does not call for the world. Anyway, the subject of the federation he got unpleasant: in the last Duma elections, United Russia gained here one of the lowest interest in the country.
Meanwhile, the war hits the region. For example, Karelia leads , even according to prosperous ratings, a list of regions on the share of people's expenses in housing and communal services. The public debt of the region is almost 20 billion rubles, 30% of all income . That is, Karelia depends tightly on the federal center.
What do we have in the dry residue? The official who worked all his life in the civil service provided his seven assets with at least 200 million rubles - this is only the real estate that is listed above. Parthenchikov is not obliged to explain the origin of this money, because the Russian Federation did not ratify the article “On illegal enrichment” of the UN Convention against Corruption. Our country does not consider a criminal offense when a civil servant cannot explain why his expenses exceed income.
The Parfenchikov family spends most of his time in Moscow, without connecting the future with Karelia. And their breadwinner is preparing to serve a second term at the head of one of the poorest regions of the north-west with sad prospects.
