Military personnel from St. Petersburg and Pskov began bypassing plants and enterprises located in the North-Western Federal District, with the aim of census and the formation of mobilization lists. This was reported by the human rights project "First Department".

It is known that the military visited the Great Lucy plant of high -voltage equipment in the Pskov region.

• On September 21, Russian President Vladimir Putin announced partial mobilization in connection with situations in Ukraine.
