September 22, Viktor Kapitonov, was detained in the Moscow metro, because a video camera reacted to him. At first he was brought to the Danilovsky police department, after which he was sent to the military enlistment office. He reported this in his YouTube channel.

Kapitonov is a person with the second group of disability.

He said that he repeatedly participated in rallies, and the police detained and delivered him to the military registration and enlistment office for this reason. When the activist was brought to the military registration and enlistment office in the Danilovsky district, the doctors told the police that he was unsuitable for military service, after which he was released.

• Viktor Kapitonov regularly participated in protests until the summer of 2020, then he was detained on shares against the war with Ukraine on February24 and 27, 2022. In 2018, he was assigned a maximum fine of 300 thousand rubles due to participation in the public reading of the Constitution of the Russian Federation.
• After the outbreak of war in Ukraine, the Russian authorities began to react sharply to protest moods. The list of articles that are pursued by disagreements with a “special operation” is quite wide. The defendants of “anti -war cases” are often charged with hooliganism, vandalism, the use of violence to government representatives and other violations.
