From the words of Shoigu from the filing of state media, many concluded that only or primarily those who served in the army and have combat experience will be called. But the minister did not say this directly. Literally, developing the idea that the conscripts will not be subject to “direction for conducting a special military operation”, Shoigu said only the following: “We have a huge mobilization resource, that is, the resource of those who served. For the IT market, the news of mobilization has become a great shock-since April, a deferment from the call has been operating for employees of IT companies, but it quickly became clear that this benefit does not apply to mobilization. The story with a delay for workers of the IT industry in the spring broke through the government in order to stop the flight of ITSHNIKS from the country. After the announcement of mobilization, the Minister of Digital Development, Communications and Mass Communications Maksutu Shadaev again had to use his entire lobbying resource.

How the government saved from the mobilization of ITSHNIKS

The announcement of mobilization, despite the fact that the war with Ukraine has been going on for more than six months, has taken the business by surprise. The IT market covered panic, and the companies gave their employees explanations, from which it followed that employers themselves did not understand what was happening.

The postponement from the call is valid for employees accredited to the IT-compounds to 27 years with experience from year to year and specialized higher education. But this benefit does not save from mobilization - VK in her first message to employees did not explain this in any way, but she referred to Shoigu about combat experience. The fact that for IT companies the delay continues to operate to its employees, was also told in another large Russian IT company, her employee told The Bell.

In the very first days, Minister Shadaev began to knock out the so -called armor or a ban on calling for his industries, the interlocutors of The Bell say. Actively lobbying armor and industry associations, and personally top managers of Internet companies. But the Ministry of Defense, which immediately decided not to take the employees in the defense industry for the war, was in no hurry to expand the list of exceptions, says one of The Bell's interlocutors. “From Shadaev, this required very much effort. He simply did not sleep for two days, ”says one of the participants in the negotiations. The other claims that the ITSHNOV was beaten off the chain of Shadaev-[Deputy Prime Minister Dmitry] Chernyshenko-[Prime Minister Mikhail] Mishustin, and draws attention to the fact that in the end, neither teachers, nor scientists, nor many other important specialists received the reservation.

So far, to some extent, to fight off in mobilization, the few got it. On the afternoon of September 23, the Ministry of Defense announced that the reservation by the lists provided by companies will receive “citizens with higher education in relevant specialties and areas of training” from high -tech industries and the financial system, namely:

• Employees of accredited IT companies. Mincifers promised to prepare a list of specialties until September 26 to obtain a deferral in each industry direction;
• employees of telecom operators and companies “involved in ensuring stability, safety and integrity of the functioning of communication facilities”;
• Employees of organizations ensuring the stability of the national payment system and the financial market infrastructure. The Central Bank said that they will include specialists responsible for critical infrastructure, payments and calculations, collection, functioning and protection of information systems, employees of duty shifts and specialists working with the population and enterprises;
• Employees of system -forming organizations with a license of registered media or television channels ( the list of system -forming organizations includes 79 largest official media).

The remaining industries have not yet received the rights to reservation, but are actively trying to achieve this. Other markets should not count on armor in the near future, according to the interlocutor of The Bell on the market. But to say that all the IT -schools are now saved from mobilization - it also does not have to.

Who will help armor

By accredited organizations in the field of information technology, we mean companies that are included in one of two (or in both) state registers of IT companies. The first is the register of accredited organizations operating in the field of information technology. The second is a list of system -forming enterprises in the field of ICT.

The first register is the largest, now it has more than 26 thousand legal entities. Having entered it guaranteed IT companies introduced by the state to support the extension industry, such as the same delay from the army or IT mortgage. At some point, there were so many companies in the register that the mincifra began to actively clean it. For example, in August, about 400 companies were removed from the register, including banks, insurance companies and 150 budgetary institutions. Over the past year, the number of accredited companies has grown more than two times, universities, hospitals, state-owned companies and other non-core organizations, which had at least some IT specialists in the state, got into the register.

To put an end to this, the mincifers from August 1 closed the possibility of applying for accreditation. It is no longer possible to get into the register. Some of the companies that are not in the register, after the announcement of mobilization, began to transfer their employees to their own structures, which are in it, two interlocutors in the market told The Bell.

According to Chernyshenko, on September 13, about half a million people worked in accredited IT companies.

In the second registry -only 91 companies, including all the largest IT games and state media. There is a special reservation at the disposal of the Ministry of Defense, from which it follows that it can be expanded almost endlessly, says political scientist Mikhail Komin. “To whom we show with a finger, they will be released,” he summarizes.

Another most important detail from the Ministry of Defense’s message is that only specialists with specialized higher education can count on armor. But it must be understood that no regulatory act containing specific formulations of this decision has yet been published, said the lawyer of the Q&A Bureau Sergey Shuldeev. So it’s unambiguous to talk about how everything will work is very difficult. “But from the statement of the Ministry of Defense it follows that, for example, an accountant who has a higher education working in an accredited IT company will not be exempted from partial mobilization, unlike programmers who have higher education and directly involved in the IT field,” the lawyer argues.

Minzfirs gave several explanations. Now the ministry is collecting a list of specialties for each market that will fall under the armor - they promise to publish their list tomorrow, September 26. In addition, the department prepares the form of submitting lists of employees on “public services”. And he explains what to do if the employee received the agenda before getting on the following list: there are instructions for IT , telecom and media employees.

With a high probability in the near future, everything will be arranged as follows: the companies will submit lists of employees to the mincifers, and it will transfer their Ministry of Defense, says the interlocutor of The Bell, who is familiar with the organization of the process. Whether the Ministry of Defense will understand what specializations people are on the list, in which companies they are listed in other nuances - a big question. “In my opinion, most likely, the military will not be up to this, and they will accept everything that will be served,” he argues.

The Ministry of Defense conducts explanatory work, but do not believe each post in the official telegram channel of the department, advises human rights activist Pavel Chikov. Such messages are only the work of the press service, and not the normative acts that are all “entirely for official use and secret”. “The district military commissars do not read telegrams, their lists are also launched,” the lawyer argues. “They will continue to fill buses, prefabricated points and aircraft with trains.”

What is happening on the market

Despite the promise of the relevant ministry to protect the IT market employees, the ITSHNI themselves do not believe in their security to the end and again deprive the country.

“I was surprised why no one was leaving in February, now the opposite is true. Not everyone, but most of my friends bought tickets or think about it, ”says an employee of a large Russian Internet company. According to him, the employer supports those who want to leave, helps to look for affordable flights and export those who want to Kazakhstan, where the company has an office. In addition, the team has a hot line with a lawyer.

“Who is at the risk zone and have not yet left Russia, are rapidly leaving, the company has a corporate psychologist who is always in touch. In which case they are also ready to provide legal assistance, ”confirms an employee of another company. “We have rapidly accelerated by relaying Cyprus. [At work] they say what documents should be collected before leaving or how to open a visa, ”says an employee of another small Moscow IT company. So far, the main staff is in Moscow, but many plan to leave the country in the near future.

“At the end of the week, they collected a meeting to tell about mobilization, but in fact it was a duty retelling of Shoigu’s performance that they would allegedly take the most prepared, but we most likely do not. They did not talk about the lawyer, but offered the help of a psychologist, ”says another interlocutor The Bell on the market. According to him, they will not interfere with his company from abroad. Those who did not think about leaving in March are now actively interested in the topic, and "many guys are just afraid to leave home due to the risk of getting a summons."

“We now have an emergency evacuation of men anywhere abroad, and there they will figure it out. Those who wish can immediately move to Montenegro to one of the offices, ”says another interlocutor from a mobile developer. “The office in Russia is closed. There is only one way out - a relocation, ”he concludes.

How the battle for ITSHNIKOV will end - we will probably find out soon, but so far it is clearly in full swing. On Saturday, the head of the President of the President of Human Rights (HRC) Valery Fadeev sent a letter to the Minister of Defense Sergei Shoigu about the “problems of partial mobilization”.
