The case of a participant in the Lipetsk meeting against QR codes was dismissed again

The Soviet District Court of Lipetsk for the second time dismissed the administrative case of Maxim Markov, who participated on December 9, 2021 in a meeting against QR codes in Lipetsk. This was announced by a lawyer from OVD-Info, Vladimir Bilienko, who defended Markov.

The activist was accused of violating the rules for participation in the action (part 5 of article 20.2 of the Code of Administrative Offenses).

On December 9, the police detained him, Anzhela Selyukova, Tatyana Platonova and Andrey Novikov in Lipetsk on Lenin Square, where they had gathered about a hearing on a bill on QR codes in the local parliament.

The Soviet District Court of Lipetsk at the end of December 2021 closed the cases due to the lack of corpus delicti. The Lipetsk Regional Court agreed with this decision, but police representatives appealed against the judicial acts in the cassation instance.

On June 9, the First Court of Cassation of General Jurisdiction canceled the termination of the administrative cases of Anzhela Selyukova, Maxim Markov and Andrey Novikov and sent the cases for a new trial in the first instance. On June 3, the Court of Cassation did not resume the administrative case of Tatyana Platonova. The judge ruled that Platonova could not be prosecuted without the consent of the regional prosecutor, as she is a voting member of the TEC.

• On November 12, 2021, the State Duma proposed using QR codes with information about vaccination against coronavirus or medical documents to visit public places, travel by rail and air travel. Regional authorities will have to determine exactly where QR codes will be required. Many residents of Russia did not agree with this initiative, and protests began in a number of cities.
