For almost a week, the agenda can wait for a man almost anywhere: they are not only brought home or left in the door (mailbox, at the “public services”, at the workplace - however, the agendas without your signature have no power), but also give out in the most unexpected situations. The Mediazone compiled a short list of the main places that men should shun, and, apparently, it will only be replenished.
There are constantly reports of more and more cases that show that even if, according to the law, you have the right to delay, it is still better not to come to the military registration and enlistment office.
For example, on September 23, the Ministry of Defense announced that employees of “accredited organizations operating in the field of information technology” and involved in their “development, development and implementation” are not subject to mobilization. This was believed by 26 -year -old Peter Vasiliev, an employee of one of these accredited organizations, IT companies “Digital Formula for Trust”. On September 25, he came with a package of documents to the military enlistment office of the Kuzminsky district of Moscow. He collected documents in full accordance with the clarification of the Mincifre.
“I show the military person documents that the place of my work is an accredited IT company that I am involved in the development, development and implementation of IT solutions, show the diploma, but the military commissar said that the main thing is that I have not come along the General Staff, so I would not fit the delay, and therefore, after three hours I should already be at the place of gathering,” - He spoke in a video published in the channel created by his friends. Ivanov did not go to the gathering place, his parents and the employer sent an appeal to the Ministry of Construction - whether this will work, so far, it is not clear.
In a similar way, on September 24, a visit to the military enlistment office of a 22-year-old student of the full-time department of Petrozavodsk University Dmitry Gucco, who decided to take the certificate from the university there, ended. An employee of the military enlistment office said that the full-time form of training does not give a delay, and wrote out the agenda for the 26th. But Guchko was lucky: after a student visiting the military registration and enlistment office, President Vladimir Putin signed a decree that states that students do not only come under the mobilization, but also in full-time training. The military registration and enlistment office.
Moreover, it is unsafe to go to the military registration and enlistment office on the summons, which are called for “clarification of documents”: there are a huge number of messages from the people who came there and were immediately mobilized.
Protests against mobilization go from the first day, and from the very first day there are reports about the delivery of summons for the detainees. This practice was even able to comment on the press secretary of the president Dmitry Peskov. “It does not contradict the law, and therefore there is no violation of the law,” he reasoned .
On September 22, the summons, judging by the reports of the detainees, were presented at least in Moscow. On September 23, St. Petersburg publications “78”, “ Mash on Moika” and “Fontanka” almost simultaneously published videos about how the representative of the military registration and enlistment office presented the summons for seven young people detained on the first day of protests, and, apparently for intimidation, promises that they will be taken directly from.
The IVS was awarded the agenda and the 19-year-old correspondent of the SOTA project Artem Krieger, who was detained and arrested for eight days, despite the editorial mission. The agenda, which indicates that Krieger should appear at the military registration and enlistment office on October 6, he refused to sign and indicated that "he did not agree to receive the summons." There are really grounds for this: he is studying in the fourth year of the full -time department of the MGPU, his friend Nail Mullaeva told Mediazone.
“There is such an option that he will go to the military registration and enlistment office immediately from the special receiver,” Mullaeva fears. - He had no connection, the lawyer has so far prepared a certificate that he was studying in case he was taken away. He only managed to write that the summons were given to him and everyone else that urgently needs to leave. Whether he tried to explain to someone in the department that he was a student, we do not know. In the police, everyone does not care about this, and to go to the military enlistment office and explain something-not ok! ”
On Saturday September 24, the chief of the RT Margarita Simonyan, probably, also, in order to intimidate the protesters, wrote in her telegram channel that "all the men who were at a rally against mobilization on Arbat were presented more than 200 summons." “Already prepared a pack,” she threatened. “They are better than them than teachers of the year from Pskov, for my taste.”
At the same time, on that day, the first message about the detentions in Moscow appeared only a few hours after the post of Simonyan, and the OVD-Info project did not record detentions in the Arbat area. On that day, the detainees informed the project for the delivery of summons by police. On Sunday, September 25, there were reports about the summons in.
The summons in the regional departments are also awarded, but messages about them are not so often appear, perhaps not all detainees know about the existence of projects like “OVD-Info”. The agendas were reported in the Department of Internal Affairs of Krasnodar , Samara and Irkutsk , Makhachkala , Nizhny Novgorod and Arkhangelsk . The RusNews journalist Andrei Kichev, detained in Arkhangelsk, said that he was awarded the agenda not even to the ATS, but also in a car carrier.
The average number of employees of the plant for the production of aluminum profiles from Naberezhnye Chelnov Tatprof are 670 people . Lists for mobilization were in the personnel department of the enterprise the day before its official announcement, says 28-year-old working there for three years. Employees began to be called with a military ID, without warning that we are talking about mobilization.
According to Vasiliev, the summons were discharged to absolutely all male workers, "regardless of age, state of health, the presence of children and other things." “They were awarded in such a way that a person who did not receive a summons cannot leave the plant, since the pass was blocked, and there was a guard on the checkpoint,” he says.
At least two men escaped, he says: one through the fence, the other - hiding in the back seat of someone else's car, and stopped in touch. A few took the sick leave. Many quit. “The organization actually leaked its employees. The plant is already working for half capacity, then, probably, it will only be worse. I am offended, since the company and personally my leader talked a lot about the value of personnel, but in fact they don’t give a damn about people, and in fact they are ready to stop the work, ”Vasiliev’s indignant. For mobilized while maintaining the workplace, the company provided 50 thousand rubles of a lump -sum payment.
Vasiliev himself has category B (is suitable with minor restrictions), but the military enlistment office appeared, like most other employees. Those who served and have a military specialty have already been sent for fees to Kazan, Vasiliev has not yet been taken due to health reasons. The military registration and enlistment office said that workers were sent "to Teroboron" - for "repair of bridges, dams, analysis of blockages and other restoration work." “Now I don’t know what to do next, all the plans have collapsed at one point, I have no opportunity to hide, now I can leave the country now,” says Vasiliev.
It is not known for certain how many large Russian enterprises distributed the agenda to their employees, perhaps the majority. But it is obvious that if the work is not connected with the military-industrial complex or other sphere, whose employees will definitely receive a delay, if possible, it is better not to come to it.
One of the readers sent Mediazone a list of 526 employees of the Sayanogorsk aluminum plant in Khakassia. In total, about 3,500 people work at the plant. Two employees of the Great Lucian pig -breeding complex with an average number of workers within a thousand people told Mediazone, which called from 60 to 80 of their colleagues. The employees of the eastern mine branch of Apatit JSC told the agency that they were handed the summons directly on the passage, about 160 out of 600 people received them. They distributed 102 summons for 2,500 people at the Kuznetsk Ferroalloy plant in Novokuznetsk.
On the first day of mobilization, the document began to be distributed that employees of the military registration and enlistment office will have to be on duty at the stationary points of the traffic police, but the Ministry of Internal Affairs quickly declared it a fake. Nevertheless, two readers - from Luga of the Leningrad Region and Tomsk - told Mediazone about the traffic police posts near the military commissariats who stop all drivers who are appropriate in age. It has not yet been possible to confirm these messages.
One of the readers spoke about the raids in the shopping centers of Khabarovsk; The publication "People of Baikal" wrote that the security forces blocked the exits from the Olkhon shopping center in Ulan-Ude and checked all the men.
The authorities were going to oblige the employees of one of the MFC in the Moscow region to issue summons to the male visitors, but so far this message has not been confirmed-both this center and others are still working as usual. The press service of the Ministry of Health of the Moscow Region assures that in the territory of the Moscow Region MFC, it is not planned to hand the summons to men.
On one of the most popular options to leave the country - the Upper Lars checkpoint on the border with Georgia - the military registration and enlistment office has already been deployed , the Russian military arrived there. Initially, the “operational groups”, which includes employees of the military enlistment offices, issued the summons only to those who are registered in North Ossetia, but by the evening of September 27 the situation worsened : the authorities claim that they will also have access to the lists of conscripts from other regions.
In the Chelyabinsk region, where the border with Kazakhstan takes place, there are no restrictions on departure, but the regional government also claims that border guards have lists of a call to the call. On the border, the authorities assure, such a conscript can be detained before the arrival of an employee of a nearby military registration and enlistment office, who will present the summons - regardless of which region the man himself is from.
