What IT specialists can give a delay from mobilization, how to get it and what risks

The Ministry of Defense said that employees of accredited IT companies, state media and financial sector will be released from mobilization.

The HR manager of the St. Petersburg IT company, who is engaged in hosting sites with a staff of more than 300 employees, tells “Paper” how this system works in practice, according to what criteria are submitted and guaranteed whether the delay is guaranteed.

How does a recruitment from a call for IT specialists work?

-The Ministry of Digital Development asked the Ministry of Defense a delay from mobilization for IT specialists. Reason: this, according to employees of the Ministry of Construction, will ensure sustainable development of digital services and will contribute to new Russian developments. Mincifers have compiled a list of specialties that can be somehow involved in IT.

Formally, if the specialty indicated in your diploma is on a wide list and your work is critical for the company, the information will be sent to the Ministry of Digital Development, and the Ministry of Defense will decide whether you are under delay.

What criteria should you answer in order to claim a delay?

- The wording of the criteria is lame and contradict what Maksut Shadaev said.

• Higher education. The list of specialties that can be indicated in the diploma is very large. Moreover, if your specialty is not on this list, you can enter it in the questionnaire on the “public services”, and if this specialty will meet with other forming forms, it will be included in the list.
  
  Everyone understands that it is impossible to be a production manager by education, because God forbid this two years ago at the Higher School [SPbSU] began to teach this, so they made the list so vast. If, for example, you are a geologist, but went to work as a production manager, you have the right to get a delay.
  
  Many important and top specialists have no higher education, they are self -taught. And unfortunately, the lack of higher education is Deal-Breaker, a person without it cannot be delayed . But HR, marketer, production [manager], prostect [manager], if they have critical importance for the company, are subject to delay, according to Shadaev’s statements.
• Accredited IT companies or a company that is accredited as an operator of communication.
• The employer in the questionnaire on the "State Services" should describe the criticality of the employee for the company in 255 signs. A person must be involved in the development and support of the company's product. In practice, HR specialists write such a justification. There are phrases recommended by Shadaev, which can be included in the questionnaire, but they should be clear to the Ministry of Defense.

Which regulatory framework regulates the delay?

- No. There are no decisions and decrees. This is classified, according to Maksut Shadaev, a document that was transferred from the Ministry of Defense to the Ministry of Cyphra. The number of this document is not disclosed. Nothing related to this document is disclosed.

We were told that if you submit a list of employees, maybe they will receive a delay. This document is not a guarantee. What will happen next, we do not know, and no one says anything about it.

How should an employee of an IT company, who can be called as part of mobilization?

- The person subject to call must go to the account in the “public services” and fill out the form there, entering personal data. Then it is signed by an enhanced electronic digital signature of the general director, supplemented by an explanation of why the employee is critical for the company-this is done by the general director or HR department-and sent to the Ministry of Defense.

When an employee receives a summons and signs it, he must come to the military registration and enlistment office with a certificate from the employer, which says that he works in an accredited IT company. The military enlistment offices are seriously perceived by these certificates. They are done very quickly: in small companies it will take about 20 minutes (while other experts advise not to sign the agenda under any circumstances, as this will impose an obligation to appear at the military registration and enlistment office - approx. “Papers” ).

I know at least three cases when it worked - in three different cities of Russia. In two of them, young people said that they were from an IT company, gave a certificate. They said alone: ​​great, here is a delay for a week; Your leader has a week to submit these lists [employees to be deferred] to the Ministry of Defense. He was released. The second was said: ok, there are no questions, goodbye.

But it is important that the presence of a name in the lists that the employer gives does not guarantee a delay from the call , Shadaev himself emphasized this. Further decision -making remains on the conscience of the Ministry of Defense.
