"From here you can’t get out." How much does it cost to send a mobilized war

On September 21, mobilization was announced in Russia. President Vladimir Putin called it "partial", but the military enlistment offices in the regions take away the residents of the country without any restrictions-men over 50, people with disabilities and HIV, without combat experience and did not serve in the army at all. At the same time, not everyone get uniforms, they offer to get together and equip themselves with mobilized - buy shoes, thermal underwear, and medicines. The North Realities tell how the residents of the regions spend thousands of rubles on what the state was supposed to be supplied to the war.

Svetlana Pozdeeva (the name changed at the request of the heroine) 49 years old, she is a single mother, lives in a small old village in the Komi Republic. She did not support the war from the very beginning and was very worried about what was happening in Ukraine, and when they announced mobilization, she completely lost peace. Her 28-year-old eldest son Denis asked: "Mom, what are you?" “Yes, it’s somehow anxious,” she answered. A few days after the announcement of mobilization, Svetlana found out that her classmate had come a summons, and her son said: "So, it would come to us."

The agenda Denis Pozdeev was awarded the next evening. They demanded by 11 in the morning to be at the local military registration and enlistment office. Denis went what was: jeans, jacket, boots, with a simple backpack. The district military commissar promised that at first the mobilized would be taken to the village of Knyazhpogost to the assembly point, where they will pass the medical board. Denis had health problems: a spoke remained in his hand after a long -standing fracture, and less than a month ago he failed and broke his jaw unsuccessfully.

The Pozdeev hoped that he would be commissioned. But the mobilized were first taken to the capital of Komi - Syktyvkar, and then sent to Vyborg in the Leningrad Region.

- He walked at home, bandaging his head. The jaw had not yet healed, it hurt him to talk and eat, was going to go again for treatment. In the military registration and enlistment office, no medical board has passed. The health worker, who examined him, asked: "It is painful, probably?" He confirmed, but he was still taken away, ”says Svetlana Pozdeeva.

Already from Vyborg, Denis called his mother and said: "Here is at least something about health, from here you can’t get out of here." And he asked, if possible, to send him military uniforms. Svetlana neatly recorded everything - the list turned out to be long: berets, a sleeping bag, a large backpack, a rug, medicines, thermal underwear, a watch with backlight. Where all this can be quickly purchased in the village and, most importantly, what, Svetlana did not understand.

Svetlana Pozdeeva works as a nanny in kindergarten. Her entire family income is 25 thousand rubles. With this money, she lives with the younger 13-year-old son and senior Denis, who has not worked for the last two months due to injuries. All her fellow villagers, whose sons were taken to war, meanwhile, hastily bought things.

“The commanders in the unit said to them that all this needs to be bought,” the telephone conversation with the son Svetlana retells. - And what to buy for? Like, now you will receive benefits, and all uniforms will cost you about 15 thousand.

However, a certain benefit was not given to the mobilized, and there was no free money at home. She was at a loss and, out of despair, turned to her friend to publish a post in social networks with a request to collect money for Denis's equipment. But she didn’t want to do this. A few days later, Svetlana Pozdeeva wrote to the journalist North. Reali that the situation was resolved without the help of social networks and fellow countrymen. Her colleague and mother Svetlana helped with money, and her son’s friends bought everything necessary in Syktyvkar.

- She regretted that she wanted to ask for money. I myself did everything for my son, ”she wrote.

On the basic things - a backpack, a sleeping bag, a thermal underwear, a seat and gloves - she spent 16 thousand rubles. She bought all this in the city, and in the village it would cost even more.

As the son told her, all the mobilized with him are in exactly the same situation - they ask relatives and friends to send uniforms.

In publics in VKontakte, where residents of Komi are discussing mobilization, many reports that families are faced with exactly the same problems as Svetlana Pozdeeva. So, a resident of Syktyvkar Lyudmila Shomysova wrote that she gathered her 36-year-old husband "allegedly the army" for 120 thousand rubles and believes that "such families in Syktyvkar are one through one." True, the money seems to have been spent in vain: the spouse, who served in the special forces, was sent from the military registration and enlistment office home - did not fit his health.

At a resident of Syktyvkar, Ilona (asked not to indicate the name) to several friends from 21 to 34 years old were handed a summons for mobilization. And they themselves bought in advance the things necessary for field conditions.

- They had to buy everything: outerwear, thermal, gloves, berets, medicines (they were partially issued at the military registration and enlistment office, but this is not enough), socks, seats, a sleeping bag and so on. We can say that everything acquired themselves. In Syktyvkar in stores, you can buy something. But prices, you yourself understand: since the demand is furious, then the prices are high. For some things they even went to neighboring Kirov for 500 kilometers. The cost of uniforms for each reached 45-50 thousand rubles. The parents are not rich, but with the help of relatives they were able to gather everything. In such a situation, of course, you have to look for money, otherwise how to send guys? It is better to sit at home with nothing than to send guys there without equipment. Do not go to the front? It is equivalent to sitting in places of imprisonment - no one is considering this almost. If they knew that there was no criminal for refusing to mobilize, then maybe they would try to refuse, and so ... nothing to change - the guys left, ”says Ilona.

Does the failure to appear at the military registration and enlistment office in criminal

In Russian legislation, there is no criminal liability for failure to appear at the military registration and enlistment office or the refusal of the agenda during mobilization. There is only an administrative article on which the maximum punishment is a fine of 3 thousand rubles. In case of repeated violation of the criminal case, it will not appear either - there will be a fine again.

According to the head of the human rights project "Agora" Pavel Chikov, since the declaration of mobilization, it is not known about any protocol for evasion, failure to fulfill the obligation or failure to appear at the military registration and enlistment office.

In Penza, on October 6, the first criminal case was opened about evading the appearance on the agenda about mobilization (Article 328 of the Criminal Code). It lasted no more than a day - the prosecutor’s office canceled the decision to initiate the case, recognizing it illegal, since this article applies only to those called up for military service. That is, the authorities still refuse to initiate criminal cases for failure to appear.

At the same time, a criminal case for evasion of mobilization can be instituted after a person came to the military registration and enlistment office, went through a medical board and an order was drawn up on his mobilization, that is, he officially became a soldier. There are no such cases in Russia yet.

Komi authorities from September 29 promise that they will help with mobilized equipment. The head of the republic , Vladimir Uyba , said that funds for providing conscripts will be organized in the region - to send money to everyone to the Kind Republic Foundation. On October 5, 800 thousand rubles were received there.

In addition, Uyba on October 4 stated that Komi would help to “additionally equip” the mobilized, that is, add its own republican to the basic set from the Ministry of Defense, the funds will be allocated from the reserve fund of the republic for this. On them, according to Uyba, it is planned to "buy everything - from body armor to underwear."

“We will pull the belts, reduce the costs of social, medical blocs, but we will send the guys in full combat readiness,” the head of Komi promised , assuring that this would not affect the financing of the social and medical spheres.

The list of equipment for mobilized from the Komi includes 32 positions, including insulated jackets, trousers and vests, low temperatures, semi -nherry gloves, mittens, army backpack, knee pads and heads, a sleeping bag, body armor and a helmet.

At the same time, the Komi authorities do not report how many equipment sets will be required. On September 30, the military commissar of the region, Colonel Dmitry Fedin, stated that 1000 people would be called from the republic, and on October 1, the commander of the Northern Fleet said that Komi "fulfilled the tasks of the first stage of mobilization."

"They dismantled everything"

Without hoping that in the mobilized army they will provide the necessary things, each family decides with which, in addition to the agenda, to send their man to the military enlistment office. The lists of recommended things are divided not only among themselves, often the military enlistment offices themselves do this. So, in Udmurtia such a list was given to men when receiving the agenda.

Such lists openly laid out the authorities, and the prosperous volunteer projects are called upon to take part in the collection of "humanitarian aid for mobilized citizens."

There are more than 20 positions in the memo from the project "We together", where synthetic winter mattresses and pillows, as well as insulated rubber boots are found among priority things. The basic set, which is advised to collect all the mobilized ones, as a rule, includes a thermal underwear, a sleeping bag, a rug, army baules at 30 and 80 liters, knee pads, solar bonds, multitulas (a variety of a Swiss knife), winter sneakers, gloves, heaters, and a seal flashlight.

The head of the tourist club from Udmurtia Sergey Semyashkin , who regularly gathering groups with campaigns for alloy and mountains, calculated how much the minimum set costs, which is suitable for both a tourist and for a mobilized one.

“As a rule, we buy things in advance for hikes and order them on AliExpress, where they come from for about three weeks,” Semyashkin explained. - A first -aid kit for one person usually goes a thousand rubles. Winter boots can cost both 4 and 15 thousand. The multitool can be purchased for 3 thousand, I have it for 15 thousand. In general, an economical set will be released at 25-30 thousand rubles, and this is provided that everything will be ordered ahead of time.

But no one had time to buy anything in advance, the news of mobilization for most Russians became unexpected. Therefore, now mobilized and their families are besieged by military organizations, tourist and sports shops to have time to buy equipment. As Kommersant wrote , sales of military uniforms, shoes, sleeping bags and thermal underwear have grown most of all. In one of the military organizations, the publication was told that in a week they sold out almost all of the such products: "There is nothing. We have some sizes of boots and winter costumes. We have been dismantled. Today we are already taking the sixth day."

What does the FAS with rising equipment prices

The antimonopoly service said that it would check the validity of changes in overalls, uniforms and equipment.

"In connection with the appeals of the State Duma deputies, as well as citizens' complaints about the unreasonable increase in the prices of army equipment and other army products, the FAS Russia analyzes the validity of a change in the cost of these products," the department said .

The FAS requested from the Voentorg, Sportmaster and Hakki retail chains about raising vacation and purchase prices for goods for August-September with explanations and clarified that if she finds violations, she would “stop unscrupulous practices”.

Meanwhile, the government portal “Explain.rf” writes that “the mobilized will be provided with everything necessary for serving”, but if desired, he can take with himself: personal hygiene items, thermal underwear, batteries, a flashlight, a hiking sites, a sub -lake, tactical gloves and a chemical heating pad.

"The mobilized can also take equipment elements with him, but the Ministry of Defense recommends taking only the most necessary," the portal says.

The amounts that mobilized and their families spent on equipment, of course, are not going to compensate for the amounts.

- I myself served in the army, I know what bad uniforms are there, how they feed, so I thought that mobilized conditions are unlikely to be better. In addition, information flew from all over the country that terrible conditions were on the training camp. In addition, my brother's acquaintances asked to help find the necessary things. We sat, made a list of the necessary things and began to collect denyuzhka.

What is wrong with mobilization in Buryatia

Observers call mobilization in Buryatia one of the most stringent due to its mass and a huge number of violations. Residents talk about the fact that the summons are brought to disabled people, many children, and also never served because of the ill health and even dead. The head of Buryatia, Alexei Tsydenov, admitted that there are such violations, but stated that everyone who was called "by mistake" was returned home. But relatives and friends of the mobilized refut these words and claim that the men did not return from either the collection points or from the military unit, where they managed to distribute them.

The Siberia. Realities website tells how mobilization is called "unimaginable horror" in Buryatia, and the running from it is trying to get to Mongolia.

Vladimir from Ulan-Ude calls himself an ordinary factory ministry, but in his Instagram account there are more than 6 thousand subscribers. It was there that he published a list of necessary things, and people began to transfer money - who is 100 rubles, who 1000. Thus, due to folk donations and his own funds, he issued 18 sets for those leaving for military training, in two weeks he spent about 300 thousand rubles. It turned out that on average, uniforms for one mobilized cost 16.5 thousand rubles. But the purchased clothes and shoes are not designed for the winter, but only in early autumn, otherwise the whole set came out even more expensive. A sleeping bag was not included in the kit. Vladimir says that during the procurement they "saved strongly and asked for discounts in stores."

- Only a person can maintain this war on the head, I do not attribute myself to this. And I help not specifically a special operation, not to our president who started everything. And I help my brother and people who were not lucky, and they still went there. I just want the guys to have a normal life for those few months that they may have to live. If I had the opportunity to pull these guys out of there, I would have done it. But, unfortunately, I can’t.

For help, residents from different villages and villages of Buryatia began to turn to Vladimir. But he realized that there would not be enough resources for everyone.

- We will spray the already small budget, and nothing will be enough for anyone. Therefore, I decided: I take under my responsibility only my native Tunkinsky district of Buryatia, then at least someone will get something. The brother, being already mobilized, called and said that at the training camp there is a young man who has absolutely nothing. There is no one to help him, he has only an old grandmother. The brother suggested, if possible, let's try. We gathered this guy.

Vladimir brings purchased things to the military unit near Ulan-Ude, where they collect all mobilized. And there on the checkpoint passes the parcels addressed to the hands of those to whom it is intended. After the start of mobilization, it became almost impossible to acquire many things.

- My colleague went to Ukraine as a volunteer - I did not ask for what reason it was his choice. We tried to find him knee pads, a balaclava, unloading and a special belt for a machine gun. There is nothing of this in Ulan-Ude. They promised that it would be by the end of the week, but they did not bring anything, and there would not be at least another half a month. As the sellers themselves say, everything was dismantled all over Russia, and it would take a lot of time to abide, ”says Vladimir.

Therefore, women, whose sons, husbands and brothers, fell under mobilization, themselves took up sewing clothes and began to unite. So, in Telegram the channel " Suya fighters " appeared, where the patterns for thermal underwear are laid out , mitenoks and take the video classes for sewing a balaclav on video. In Corteraz in the Republic of Komi, local residents are asked to knit for mobilized socks, mittens and gloves, sweaters and turtlenecks and bring them to a local culture house.

Front or Christmas tree?

The fact that thousands of people are forced to dress and shoes for war independently made many Russians more attentively than before, to evaluate the expenses of local budgets. At the end of September, when mobilization was in full swing, the Koygorodsky district of Komi posted an auction for the purchase of the Nissan Qashqai city crossover for 3 million rubles. At the same time, the year of production should be no earlier than 2022. When the officials bought a car on October 6, the residents of the region began to write indignant comments: “The people collected money for mobilized people, and the servants of the people spend money on cross -runs. Еще большее возмущение сразу в нескольких регионах вызвала информация о тратах из городских бюджетов на покупку новогодних елок и создание новогодних городков. Больше всего из провинциальных городов возмутились в Челябинске. В группе "А.Л.Текслер, ПОМОГИ!!!" среди коммунальных жалоб 4 октября появился пост , который собрал 45 тысяч просмотров:

"Глубоко уважаемый губернатор! На днях все видели в соцсетях, что вы решили для города сделать обалденную новогоднюю ёлку, на которую будет потрачено 400 миллионов рублей. И почти одновременно вы выступаете с речью и призываете всех южноуральцев приносить коврики и спальные мешки для наших военных и мобилизованных солдат! Вы вообще как себя чувствуете!? Кому на х.. нужна эта ёлка, в нынешнее время!? Потрать эти деньги на обмундирование для военных и напишите, где у нас в Челябинске есть действующие бомбоубежища, которые не заняты частными компаниями".

Тему подхватили и в Воронеже. В конце сентября жительница города Наталья Сероухова создала в "ВКонтакте" петицию "Вместо новогодней елки обмундирование нашим ребятам". Наталья – обычная медсестра, никогда социальным активизмом не занималась. Но те 65 миллионов рублей, которые администрация Воронежа решила потратить на новогодние украшения, заставили ее выйти за привычные рамки.

– В наше время неправильно тратить такие деньги на покупку елки. При этом на сайте областной администрации есть просьбы о помощи мобилизованным. В соцсетях было много негативных отзывов, люди просили, чтобы деньги лучше отдали мобилизованным. Ночью 28 сентября я создала петицию, а к утру она набрала тысячу подписей, – рассказала Наталья корреспонденту Север.Реалии.

К 9 октября ее подписали уже более 670 тысяч человек, к петиции присоединились жители других регионов. Наталье писали из Челябинской области, Санкт-Петербурга, Калининграда, Белгорода, Магнитогорска.

– Хотела написать, что петиция касается только Воронежа, но люди просили не исправлять, чтобы все узнали об этой инициативе. Тема оказалась актуальной абсолютно для всей страны, – говорит она.

У Натальи два брата, которые под мобилизацию не попадают, но она говорит, что все равно переживает за остальных. Несмотря на то что петиция вызвала огромный резонанс, администрация Воронежа его проигнорировала. В мэрии местным журналистам неофициально заявили, что "никакие петиции, никакие заявления публичных лиц и организаций, сделанные ради хайпа, мы комментировать не будем". И хотя народ требует "все для фронта, все для победы" и просит отказаться от неуместных трат, в Воронеже продолжают действовать по планам, составленным в уже ушедшей реальности. Главную площадь города к новому году оформят в честь юбилея Петра I с ростральными колоннами и императорской каретой.

А вот в Калуге после объявления мобилизации планы изменили: тратить деньги на новогодние украшения города там не будут. В своем телеграм-канале глава города Дмитрий Денисов пообещал : "Не будем проводить фейерверков, концертов и массовых гуляний. Все свободные средства направим на поддержку мобилизованных калужан. Наши мужчины должны быть достойно экипированы, лучше, чем предполагает стандартное обеспечение".

Вслед за Калугой от новогодних гуляний отказались и в приграничном Белгороде, а 7 октября власти Петербурга, Ленинградской области и Нижнего Новгорода объявили , что тоже не будут проводить новогодних торжеств. Во всех трех случаях власти заявили, что не станут отменять только детские новогодние праздники. В Петербурге решили направить сэкономленные деньги на "снаряжение и оснащение для добровольцев и мобилизованных", в Нижнем Новгороде – "на обеспечение льгот семьям мобилизованных", в Ленобласти – на поддержку жителей региона, участвующих в "спецоперации", и их семей.

В администрации президента решения региональных властей об отмене праздников не оценили и назвали их "преждевременными и непроработанными". Сразу после этого заместитель министра обороны России Виктор Горемыкин сказал , что тоже считает отмену праздников "ненужной".

"Хочу подчеркнуть, что никакой необходимости отменять праздничные новогодние мероприятия в российских регионах, чтобы направить сэкономленные средства для обеспечения наших военнослужащих, включая призванных в ходе частичной мобилизации, нет", – заявил Горемыкин. Он снова сказал , вооруженные силы "имеют все необходимое оснащение, как в районах проведения специальной военной операции, так и в местах подготовки мобилизованных граждан".
