At that meeting, Lukashenko said that he and Vladimir Putin agreed on the deployment of a joint regional group of troops on October 7, during the meeting one on one after an informal summit of the heads of the CIS state in St. Petersburg, that is, before the explosion of the Kerch bridge and today's mass shelling of Ukraine. The joint regional grouping of troops (RVG) is provided for by the military doctrine of the Union State. These are the troops of both countries, "the application of which is planned for a single meaning and plan." According to the doctrine, they can deploy both in peace and wartime, separately or with the military formations of both armies that are not included in the RVG. The purpose of the RVG is “in repelling the attack, defeating the aggressor and creating prerequisites for the cessation of hostilities on the terms that meet the interests of the participating states.” With the wording, everything is clear, the question is not in them, but in the procedure. According to the military doctrine of the Union State, the decision to deploy a regional group of troops is made by the highest state council of the Union State. And this is not Lukashenko with Putin, this, in addition to them, the heads of government of both countries and the chairmen of two chambers of parliaments, that is, eight people. The State Council was not gathered and has not conferred recently, so the decision to deploy a joint group of troops is illegitimate even from the point of view of the military doctrine of the two states. So when Lukashenko says : “My order was given so that we would begin to form this group,” he violates the signed doctrine with him.
However, they say all, a lot and out of business, chorus and solo, not paying attention to each other. The head of the State Duma defense committee Andrei Kartapolov on October 10, in an interview with RIA Novosti, said that the deployment of the RGV was aimed at “removing the concern of Alexander Grigoryevich and our Belarusian brothers”, supposedly Lukashenko asked the ally. In recent months, the President of Ukraine Vladimir Zelensky Lukashenko called not only the insane, but also the “headless” in an interview with Vladimir Soloviev, the madman and the “little Napoleonchik” during the voting at the referendum on February 27. Then, after voting, he advised Zelensky to "close and be silent." But to himself, he said at today's meeting: "We, the military, must take all measures so that there is no war." Lukashenko calls himself either a military or a historian, then a teacher. So there is nothing surprising in the atomic bomb that is rushing to him, flying from Warsaw to Minsk. He lives in his own world.
But in our real world, it still remains unclear when exactly and who decided to deploy a joint military group. Lukashenko says that he made a decision, Kartopolov claims that Moscow, at his request for the sake of the calm of Belarusians, and according to the documents, this decision should generally make a union state council. One thing is clear so far: both Belarusian and Russian officials lie. However, they are familiar.
