There are two states on the Korean peninsula. The difference between them in economic models and in the standard of living, as you know, is huge. North Korean official statistics (I emphasize-North Korean official statistics transferred by the DPRK Government to the UN!) Evals GDP per capita in North Korea at $ 1.300, somewhere like Bangladesh approximately. South Korean statistics - about $ 30,000. It turns out a 25-fold difference, in the world there is no such difference between the two countries that have a common land border.
North Korea traditionally relied on self -isolation, on what they beautifully called the "revolutionary spirit of support on their own forces." It was understood that any county, any province, even a large enterprise and even more so the country should produce everything that is necessary. In many ways, this, of course, was demagogy, because in practice North Korea for decades was supported by swimming at the expense of Soviet subsidies, but nevertheless, such an installation for North Korea was always characteristic. In addition, since the country is poor, there is a natural economy de facto. The life of the North Korean village is now in many ways not very much from the life of the Korean village a couple of centuries ago. All this makes the country relatively unwivic for external economic influences - not that invulnerable, not, but unwowed.
So for North Korea, the creation of blocks is currently happening, the division of the world into blocks is, of course, the gift of heaven. Why? The fact is that they naturally turn into the strategic premium of China. China traditionally had a difficult attitude towards North Korea. On the one hand, the Chinese appreciated Korea precisely as a buffer zone, which allowed to keep American troops on the Korean peninsula a little away. In addition, nevertheless, the fact that formally North Korea positioned itself as a socialist country, like China, also created positive connotations in Beijing. On the other hand, China was discontented by the North Korean nuclear program, because the spread of nuclear weapons inevitably undermines the most important Chinese privilege - the possession of an absolute means of deterrence. Five “legal” nuclear powers are such an exclusive club, and the fewer members in it, the better. In addition, the very fact of the DPRK of the nuclear program gave either an excuse or the reason for maintaining, and sometimes even an increase in the American presence in the region, which China did not really like it. Well, and besides, between the Chinese and North Korean leadership at a personal level, relations were often very difficult.
But this is the past. Now, in conditions of confrontation with the United States, for China, the value of North Korea, primarily as a buffer zone, has increased sharply. Around 2019, China, apparently, made the most important strategic decision - to support Northern Korea afloat, regardless of what North Korea is doing. Now North Korea lives, let’s say, for a Chinese manual - these are food, grain, rice, these are fertilizers and, of course, the fuel that enters the oil pipeline. It is difficult to determine the volumes of all these supplies, but judging by the fact that in North Korea in markets, where pricing has long been free, fuel prices and cereals are stable, it can be assumed that North Korea receives enough from China to stay afloat.
In addition, in the current situation, China will not tolerate any riots in North Korea. If there is something like this there, the Chinese are likely to intervene. However, the probability that in North Korea something will begin to happen, let's say directly, is not very great.
So North Korea, one might say, was lucky again. Yes, North Korea has hostility to China, but in the current conditions, for the first time after a 30-year break, the sponsor appeared, and the dream, not the sponsor. The North Korean leadership is completely clear: no matter what it does, China will still give them this very little one. China is ready to turn a blind eye to a nuclear program now, and anything. China does not want to put pressure on North Korea, because pressure can provoke internal political complications. Thus, China took over the solution of North Korean economic problems, which for Pyongyang became a rather unexpected and pleasant surprise.
They reacted quickly to changing the situation in Pyongyang quickly. The economic reforms that were carried out in Korea - very, by the way, successful - from 2017 to 2018, were immediately curtailed. Now they do not talk about the development of market relations, everything is mainly about the fact that it is necessary to strengthen the role of the state and the planned economy. It is clear that the effectiveness of such a model is small, but the effectiveness is now particularly North Korean leadership, because China pays for everything: "Please send all the bills to Beijing."
At the same time, you do not need to build illusions, the distrust between Beijing and Pyongyan is preserved. For North Korean special services, it is China - not South Korea, not the United States, but China - remains the main opponent. The North Koreans did not forget and did not forgive that in 1956, China took part in an unsuccessful attempt to remove Kim Il Sen, the grandfather of the current leader, from the authorities. They understand that China is almost the only power in the world that can have both the opportunity and the desire to intervene in the North Korean internal affairs. Nevertheless, now, under the side of China, preserving a certain autonomy and distance in relation to it, North Korea feels comfortable. The fact that Russia was in this team is also pleasant for Pyongyan, although it is not necessary to exaggerate - the amount of trade between Russia and North Korea is quite modest, and I do not expect it to grow significantly.
Now go to South Korea. With South Korea, things are, of course, very, very sad. North Korea from the very beginning of its history, since the end of the 1950s, rely on Autarchy, self-isolation and regionalization. At first, it seemed that this bet was catastrophically incorrect, but now certain doubts have appeared, because the began the collapse of the globalization of North Korea to benefit. South Korea is in a state of certain confusion. The fact is that since the 1960s, South Korea has developed, relatively speaking, according to the model of the “becoming workshop of the world”. Since in South Korea there are no resources at all and no minerals, the rate in the development of the economy was made on the only resource that was there - on working hands. Koreans are disciplined, hardworking, ready to work exactly according to the instructions, but for now the country was poor - and for very, very small money.
This was the whole strategy of the South and was built. They wanted to import raw materials from abroad - where to import? Where it is cheaper, from there to import, globalization, however! And then what is made from this raw materials to sell abroad. And where to sell? Yes anywhere! South Korea never paid much attention to political moments, was never particularly interested in the state of human rights and national minorities in the country with which she traded. They pay money - and good. This model of the Fabric state, which at the entrance of resources, at the output of finished products, South Korea served very well, and South Korea over the past 60 years of history has beaten all records at the rate of economic growth. However, in the end, the country turned out to be extremely dependent on foreign trade (however, the question arises: did the country that are completely devoid of natural resources)? Be that as it may, it turned out to be dependent, which now causes tension among the South Korean leadership.
The country loses a significant part of the markets. The fact is that in the conditions of the occurrence of blocks, South Korea inevitably comes closer to the United States. Now this is helped by the fact that in South Korea there are conservatives in power, who are traditionally, for more than a hundred years, are guided precisely on the USA as a model. But if there were left -wing nationalists in power, which are now in the opposition, they would have done almost the same.
Meanwhile, North Korea is actively developing its nuclear program, North Korea has a tactical nuclear weapon that can be used as a battlefield and against which the South Korean army, despite all its superiority in ordinary weapons, is generally powerless. Therefore, from the point of view of the South Korean leadership, it is very important to most enhance and strengthen ties with the United States. And the United States exerts pressure on South Korea, demanding that it does not particularly sell with states that are part of another block. This, of course, also applies to Russia, but long -term pressure goes in the Chinese direction. The United States demands from South Korea that it, trading with China, does not transfer high technologies to China, this is a very important point. First of all, we are talking about semiconductors, well, and much more. Accordingly, in the foreseeable future, South Korea’s trade volumes with China will begin to contract. Korea loses the market, and the market is large, because at the moment there are about 32 % of the South Korean external trade turnover. Well, in fact, for China-something about 24 % and somewhere about 7 %-on Hong Kong, that is, almost a third. A third of trade is trade with China, and this trade begins to contract. How to replace it is incomprehensible. It is also impossible to ignore American demands, because it will question the military union. And in the presence of an openly hostile nuclear neighbor, South Korea cannot afford it.
So it turns out an extremely uncomfortable situation when South Korea, who made a lot of bets on various markets around the world, unexpectedly found that a significant part of these markets was simply excluded for political reasons. The situation for South Korea is new. Well, once, during the Cold War, the countries of the socialist bloc were not traded with South Korea. But it did not matter to them, in the end, the market is not very large. And now it turns out with China such a nuisance. In addition, they are simply afraid with China to quarrel, because when South Korea placed the American NPRA system on its territory, because the locators of this system can view the airspace in China, China did not like it, and he introduced extremely unpleasant sanctions against South Korea. Moreover, Chinese sanctions were introduced in such a way that the very fact of their existence could be denied. Not that some kind of open official decision was made, and suddenly, for example, Chinese tourists stopped coming to the country. It soon became clear that all travel agencies who sent people to South Korea called the appropriate places and persistently advised not to send groups to the southern Korea. Loner - you can, but the Chinese do not really like to ride alone, there is simply no experience and are afraid.
In North Korea - in the leadership, at least - glee: "Now we will have a few decades, while the Americans with the Chinese will be the dogs, nothing threatens, and the money is dripping." In South Korea - panic: “What will we do when we already have demography in a very unpleasant position, when we beat the next world record to reduce the birth rate?” There she is the lowest in the world - 0.8 births for a woman. 0.8! Less unit! Not two that are necessary for simple reproduction, but one - “What are we going to do with this?” Plus, of course, the situation is accelerated by the North Korean nuclear program. If North Korea, finding himself at China, is not worried about her safety, then South Korea has to strain.
Now about the reaction to the Russian-Ukrainian conflict. North Korea turned out to be one of the four participating countries of the UN General Assembly, which voted against the resolution condemning Russia in Ukraine, this happened in March. Other countries are Syria, which, of course, is very dependent on the Russian military contingent, it is Belarus (unnecessary comments), this is Eritrea (why, I don’t know) and this is finally North Korea. North Korea now systematically votes at the UN and in other organizations in favor of Russia and, of course, counts on the response of the same type of services. Moreover, it turns out that when North Korea supports the Russian resolution or, conversely, opens against the resolution of the anti -Russian, it really does not cost it anything. But when Russian diplomats block certain resolutions that condemn the actions of the DPRK, including resolutions on additional sanctions, this North Korea brings quite definite material profit. In addition, we have a message, most likely, quite justified, that in the foreseeable future, North Korean builders will appear in the territory of the Donetsk and Lugansk republics. It must be remembered that the DPRK is one of the very few countries that formally recognized the Republic of Donbass (the conversation took place before the end of the referendum, now the DPRK is the only country that recognized their results. - Polit.ru ) . And, apparently, in this case we are not talking about any fantasies, because the Ambassador of Russia to Pyongyang Alexander Macegora-a man, frankly, is not inclined to fantasy. Moreover, talking about the brilliant merits of the Korean builders went at the level of the Council of Ministers.
North Korean workers are disciplined, vodka do not get drunk, they do not violate disgrace, they do not pester women, they are not engaged in organized crime. From the hostel - to work, from work - to the hostel, quietly, calmly, not problematic. They work as tractors - 10 hours, 12 hours, 14 hours, no matter. The employer's dream, not workers.
Talking about the supply of ammunition that have been going on recently - here the situation is very difficult. I strongly suspect that there was some kind of request, because the Americans are talking about this with very great severity and confidence, and some rumors go, but then the Western seal says that, they say, ammunition is already being supplied to Russia-this is more doubts. And the workers will most likely be workers. This is not a big earnings, not very large, of course, but with the world along the thread - the owner of the shirt, as they say.
What do they write in the North Korean press about Ukrainian events? They don’t write anything. From January-February 2020, the North Korean press practically stopped publishing messages from abroad, there are few international news now, somewhere about half of the page or less in the newspaper is allocated to them. And the choice in favor of messages about epidemics and natural disasters is a greater part: a bus fell in Nigeria, giant forest fires in Indonesia - this is in this spirit of the message. And, in general, that's it. Sometimes - about the struggle against American imperialism in one or another moderately friendly country. So no detailed materials about conflicts that may seem difficult or ambiguous readers, in North Korea, they do not publish in the press. Previously, by the way, they published, do not primitatize the North Korean seal. There were very good analytical articles, but in the last two and a few years they stopped appearing. A course was taken to talk less about the outside world. Accordingly, the development of the situation in the Donbass, the Ukrainian situation - they do not know about this particularly in North Korea.
In South Korea, from the very beginning, of course, the sympathies were on the side of Ukraine. There are small pro-Russian groups, but they are extremely marginal, there are even people who broadcast by more or less transferring to Korean, reports of official Russian media and post it on the Internet. But these groups are small, and there are few subscribers there. Mostly part expressed sympathy for Ukraine, some events were carried out, fundraising and so on. Moreover, until recently, for a politician it was a big plus to go to Ukraine, and if it was possible to meet Zelensky in Kyiv, then this is very good. So to speak, score the reflected glasses. On the other hand, South Korea really does not want to take part in American sanctions and is trying to dodge these sanctions if possible. In addition, the South Koreans have no sensation of a global mission. They are not going to free the world, nor bring the light of the right faith, or show how it should. Therefore, their attitude to difficult situations is quite pragmatic and, I would say, somewhere cynical. Если они могут торговать, будут торговать: если мы будем продавать наш товар и нам за это принесут настоящую полноценную денежку — мы это будем делать за исключением тех случаев, когда уж слишком сильно на нас надавят, чтобы мы это не делали. Торговля с Россией продолжается. Корейские фирмы, если на них надавят американцы (а больше, в общем, некому), с рынка России уйдут, в этом нет сомнений, но по своей инициативе уходить они особо не хотят. Да, симпатии Украине есть, да, какие-то словесные декларации делаются, да, иногда попытки использовать украинские симпатии во внутренней политике, но по большому счету такое вот прагматическое отношение к происходящему. Для корейцев это далекие события где-то там.
На вопросы, связанные с ядерным оружием, в обеих Кореях обращают внимание, безусловно, но что по этому поводу думает Северная Корея, мы знать не можем. Хотя я бы предполагал, что северокорейское руководство, понаблюдав за происходящим, еще раз удивилось собственной мудрости, порадовалось упорному нежеланию идти на какие-либо соглашения по ядерному вопросу и твердой уверенности в том, что ядерное оружие нужно сохранять, что бы ни происходило.
У Южной Кореи есть некоторые неприятные моменты. Дело в том, что сейчас Северная Корея активно работает над созданием тактического ядерного оружия. При этом еще в апреле и Ким Чен Ын, и его сестра Ким Ё Чжон, которая часто является таким вот ручным ястребом Пхеньяна (или ястребиней), выступили с заявлениями, что тактические ядерные силы могут быть использованы и против Южной Кореи, и если Южная Корея будет вести себя нагло, мы, соответственно, сотрем ее в порошок, пусть они там будут уверены в Сеуле. Это было очень четко сказано, с такой четкостью северокорейцы никогда не говорили о том, что они готовы применять ядерное оружие на территории Корейского полуострова. Америке грозили сколько угодно, а своим южным соседям напрямую ядерным оружием — впервые. И в Сеуле сейчас беспокойство. Они боятся, что не сейчас, а когда-нибудь, может, через пять, через десять, через двадцать, через тридцать лет, когда ситуация позволит, Северная Корея потребует от США, чтобы США не вмешивались в будущий корейский конфликт, угрожая в случае вмешательства нанести ядерный удар по американским городам. Уже в 2017 году Северная Корея испытала две модели, два типа межконтинентальных баллистических ракет, которые способны наносить удары по территории США, причем в зону поражения второй модели, «Хвасон-15», попадает вся территория США. Так вот, сначала добиться от американцев, чтобы они не защищали Южную Корею, а потом начать действовать против Южной Кореи, используя тактическое ядерное оружие, — такой сценарий вырисовывается. Вряд ли он, конечно, когда-нибудь будет реализован, но у южнокорейцев, понятное дело, такие перспективы радости не вызывают. В этой связи, в частности, хорошо видна одна особенность — это активизация разговоров о южнокорейском ядерном оружии. Дело в том, что Южная Корея, вообще-то, пыталась сделать ядерное оружие, это было еще в 70-е годы. Тогда южнокорейская ядерная программа была остановлена прямым американским вмешательством, и до сих пор опросы показывают, что безусловное большинство населения Южной Кореи считает, что их стране нужно обзавестись «ядерной дубинкой». Последний опрос в конце прошлого года — 71 %. Но есть и другие цифры. Вот сейчас в обработке другой опрос, там около 60 %, но цифра 60–70 % — на этом уровне постоянно всё колеблется.
До какого-то времени всё это были народные разговоры, элита в ядерные игры играть не собиралась. Сейчас обстановка изменилась, сейчас южнокорейская элита активно говорит о том, что в нынешней ситуации «плохо в деревне без нагана, если у соседа пулемет» и что наганом надо-таки как-то обзаводиться, по крайней мере, об этом думают. И показательно, что президент Юн Сок Ёль в августе в первый раз сказал, что, мол, не бойтесь, Южная Корея не собирается разрабатывать ядерное оружие, однако ни один из его предшественников не считал необходимым даже вообще об этом говорить, где-то с конца 70-х считалось, что это само собой разумеющееся. Сейчас понадобилось сказать, так что дебаты идут, и идут довольно активно.
Южная Корея очень зависит от США, и в нынешних условиях эта зависимость будет увеличиваться. Повторяю, это вовсе не потому, что корейцы рождаются с проамериканской прошивкой в голове, а потому, что они сейчас оказались в ситуации, когда они могут обеспечивать свою безопасность только союзом с США (ну, или, как вариант, собственным ядерным оружием). Так что, если США будет резко против контактов с Россией, поперек американского батьки они не пойдут. Если США проявит определенную индифферентность — они побегут одними из первых налаживать отношения. Традиционно южнокорейский бизнес интересуется только прибылью, всякие «вопросы этики» для него не то чтобы полностью отсутствуют, но находятся очень сильно на втором плане.
Южная Корея внутри совершенно не торговая страна. Отношение к торговле как к деятельности — несколько высокомерное, слово «торговец» — это скорее оскорбление, то есть как «торгаш», я бы сказал, даже похуже, хуже отношение, чем в России, к торговле. То есть «торговец» — это оскорбление, легкое, но оскорбление, подразумевается, что ты жулик, бесчестный, старушек обманываешь. Работа в торговле малопрестижна. Даже деньги удалось ввести только в XVII веке, и традиционно купечество было на вторых ролях. И эти традиции, в общем, до сих пор живы, и если прямо заниматься торговлей, особенно розничной, на тебя будут сильно свысока посматривать более успешные товарищи — школьный учитель или, допустим, офисный работник, или квалифицированный рабочий.
Никаких отголосков «отмены русской культуры» в Южной Корее нет вообще. В моем окружении есть люди, которые относятся к происходящему по-разному, и «за», и «против» (я имею в виду находящихся здесь россиян). Но ни те, ни другие на русофобию не жалуются. Более того, иногда напрямую этот вопрос поднимался, и те, и другие говорят, что Корею бог миловал. Что там в других странах — не знаю.
Единственное, наверно, что может пройти по этому пункту, — это то, что сильно упал интерес к изучению русского языка. Курсы русского языка жалуются на снижение посещаемости, на кафедрах русистики беспокоятся о наборе на будущий год. Некоторые из моих студентов и аспирантов, которые подрабатывали частным преподаванием русского языка корейцам, говорят, что студенты разбежались. Русский язык перестал казаться чем-то крутым и интересным — это да. А так на россиян никакого давления не оказывается вне зависимости от того, какую они позицию занимают. В общем, нет попыток Толстого из библиотек и магазинов изымать, такая мысль никому в голову, как мне кажется, в Корее не придет сейчас.
А Толстой в магазинах и библиотеках есть, просто потому, что это классика, причем старшее поколение южных корейцев росло именно на старой русской классике — Толстой, Достоевский, Чехов. Это были очень популярные издания, очень популярные авторы где-то в 1960–1970-е годы. В начале 1980-х они были очень сильно отодвинуты на второй план, но корейцы в возрасте очень хорошо это помнят. Молодежь особо этого не читала, но им папа с мамой, а то и бабушка с дедушкой рассказывали, что вот есть такие крутые-крутые писатели — Толстой, Достоевский, Чехов. Соответственно, отношение достаточно позитивное.
Корейская интеллигенция очень внимательно следит за идейными модами на Западе, особенно в США. Если что-то становится модным в Беркли или в иных серьезных американских кампусах, то через несколько лет такая же мода неизбежно появится и в кампусах ведущих корейских университетов. Немалую роль играет то, что ключевые позиции в ключевых университетах часто занимают люди, имеющие докторские степени, из США и стран Западной Европы. Если у тебя местная южнокорейская степень, то шансов на получение хорошей работы существенно меньше. Соответственно, все эти идеологические волны до Кореи докатываются, но с определенной модификацией. Например, говорить о BLM в Корее достаточно трудно, потому что черного населения в стране нет вообще. Однако расовая дискриминация существует, и ее жертвами являются выходцы из Южной и Юго-Восточной Азии. Русские почему-то всегда считают, что Корея находится в Юго-Восточной Азии, а корейцы так совершенно не считают. Юго-Восточная Азия — для них это что-то очень далеко на юге, где растут пальмы, ананасы и идут тропические дожди, то есть Вьетнам, Малайзия, Индонезия, а себя они считают жителями Северо-Восточной Азии. Выходцы из Юго-Восточной Азии сталкиваются с дискриминацией, но BLM на это не повлияло. А вот #MeToo — это было очень и очень серьезно: были и скандалы, и всякие покаянные письма, и практически параллельно с западной волной, с небольшим отставанием, прошла аналогичная корейская волна. Вдобавок одной из очень важных тем сейчас здесь является феминизм, молодые кореянки находятся под очень большим влиянием феминистской идеологии, причем идеология эта — цельнотянутая с Запада. Практически все основные тексты — это просто переводы западных феминистских текстов.
Пандемия — так всё очень хорошо прошло в этом смысле. Понимаете, когда кореец наблюдает все эти страсти вокруг масочного режима, кореец улыбается по одной очень простой причине. В некоторых странах Дальнего Востока еще в середине XX века, если не ранее, появилась традиция, которую соблюдали в Корее где-то до, может быть, начала нулевых, а в Китае ее соблюдают до сих пор. Традиция эта предписывала, что, если идет эпидемия гриппа, всем крайне желательно ходить в масках. Если у тебя, вот у тебя конкретно какое-то предположительно инфекционное респираторное заболевание, то ходить в маске — просто акт вежливости и уважения к окружающим. Этой традиции, повторяю, под сотню лет. Поэтому когда было сказано, что вот сейчас такая ситуация и нужно носить маски, все их надели, потому что, повторяю, маски всегда были частью обихода в похожих ситуациях.
Антиваксеры были, но они как-то не очень заметны, народ достаточно спокойно и активно вакцинировался. В общем, в результате когда правительство, лево-националистическая партия, так называемая Демократическая партия, боролась за сохранение президентского кресла за собой (они проиграли, хотя с микроскопическим разрывом), одним из серьезных и действительно хорошо звучащих доводов в их пропаганде было то, что Южная Корея блестяще вышла из эпидемии по всем параметрам впереди планеты всей.
Карантины первое время были очень жесткие. Я ухитрился одним из первых поймать ковид, причем совершенно не понимаю, как это случилось, ведь никто вокруг меня не заболел, а я вот каким-то непонятным образом заболел. Меня отвозили на это время, на 10–12 дней, в изолятор на базе гостиниц. Я действительно находился в жесткой изоляции. Я сидел в комнате, туда периодически приносили еду — кстати, очень невкусную, но можно было получать передачки с воли. Периодически приходили делать какие-то проверки и пробы люди в серьезных защитных костюмах. В общем, такое немножко тюремное, но комфортабельное существование в одиночной камере. Потом уже с большим отрывом такая же неприятность случилась с моей женой, она тоже свой срок отмотала. Ей досталась не средняя гостиница, как мне, а хорошее общежитие чьего-то учебного центра, но, в принципе, та же самая система. Всё это длилось около года, и я думаю, где-то с лета 2021 года (я могу проверить, я, честно говоря, не помню) всё-таки было принято решение, что люди будут находиться на самоизоляции дома, а вот совсем недавно, уже в сентябре 2022 года, когда замеры показали, что антитела есть сейчас у 97 % населения страны, было объявлено, что масочный режим на открытом воздухе отменяется. В закрытых помещениях маски полагается носить, хотя не всегда и не везде. Последние полгода, где-то с весны 2022-го, людей даже особо и тестировать на ковид перестали, исходили из того, что теперь просто есть такая новая инфекция, бороться с ней надо вакцинацией и на общих основаниях следует к ней относиться.
