The news that the director of the Moscow school of Maya Bulaeva set the police and guardianship on a 10-year-old girl with a blue-yellow avatar and her mother, who refused to put her daughter to “talk about the important”, shocked many: how did the student go to the police with their own hands, and not only the police, and representatives of the EE center spoke the police.

In social networks, Bulaev was already called the “Director of Evil”, many participated in Facebook-flash mob to throw her negative comments. However, I, as a school psychologist, was not surprised by this. Now I will explain what.

Based on my experience, I distinguish two main mechanisms of influence on “objectionable students”. The first is internal. They try to squeeze out a obstinate and uncomfortable child and his family, without attracting the attention of the “orderlies” in the form of a commission on minors (KDN), police, and guardianship authorities. Remember how in 2017 after the release of the film “He is not Dimon” and the mass rallies of the director and teacher tried to convince teenagers? It turned out, as a rule, awkwardly. The threats of KDN, guardianship and police used as a last resort, hoping to convince to take the documents voluntarily. Schools are not interested in scandals: these are extra problems, verification, the need to write reports and characteristics.

The second mechanism is external pressure on the school. They demand to introduce the next program for the prevention of extremism, test more and more often on drugs, impose a “unarmia”, introduce systems for monitoring social dysfunction like a “class assistant”, and so on - none of this is the initiatives of directors and is usually perceived by them as an unpleasant load.

That is, the idea that the leadership of the schools is configured to “clean” in the ranks of the students is the wrong one. Even the opposite. At least it was until recently. Now let's go back to Maya Bulaeva. Her act is contrary to both practices described by me. The director defiantly “removes the IS from the hut”, he attracts the police. And the “defendant of the case” is not even a teenager, but a little girl whose crime is in a yellow-blue avatar and the creation of a survey in a class chat about the attitude of classmates to the war. The crime is disproportionate to the punishment and the punishment spent on this.

So who is Maya Bulaeva and why did she act in such a strange way?

Let's look at her work biography . Bulaeva is a typical modern director of the Moscow School: she began the teacher as a teacher, at the same time studying at a not strongest regional pedagogical institute and not in the most prestigious specialty “Entrepreneurship”. At the same time, she graduated from her university “excellent” - that is, she knows how to be the first student. Useful skill. Come in handy.

After receiving the education, Bulaev went to another school and began to build a career: in just 10 years, she advanced from an organizing teacher (a sort of “pioneer leader”, which arranges all kinds of events to all dates) to the deputy director for educational work, which lies responsibility for all “preventive” work with problematic children and families: intra-school accounting, commission for minors, the commission of minors, the commission of minors, the commission. Guardianship, police. A huge amount of formal, paper work: the design of prevention programs, plans, protocols, meetings, reports - all that is intently checked, for example, by the prosecutor's office, for which the school “arrives”, which the school seeks to avoid with all his might.

In February 2007, Bulaeva defended his thesis on economics. As can be seen from the stagnant analysis of Dissernet , almost completely decommissioned. Important: she knows how to simulate activities and draw up paper-not without reason at some point holds the post of deputy director for scientific and methodological work, a position that consists in the design of what should be and what, as a rule, is actually not.

In March 2016, she became the director of school No. 1908. In March, it means urgently in the middle of the school year. There is nothing surprising here: this is a typical strategy of the Department of Education in recent years. Officials love to suddenly announce the change of director, hang a new person to the site, and personally explain the protege to the teacher: to clear the school from its inherent features and traditions, to bring it to the common denominator of uniform indicators for all Moscow schools. “ Truckman for directors. I do not plan to stop ” - this is the name of the Bulaeva article in the“ Teacher’s newspaper ”of July 5, 2016, advertising a certain educational course of the deposit“ Effective Head of Moscow Education ”. In it, she describes her mission as this most effective leader: "To do what you need and do it right." Who needs it? From whose point of view is it right?

The smaller the modern leader of the Moscow school will be associated with the school team, the better. Therefore, the leaders are regularly changed, their work book is not at school, but in the Department of Education, they can be transferred to another job at any time. They are like soldiers who have no doubt about anything. Those who are interested, look at the certification of Maya Bulaeva -here she answers the questions of the same Soldatics directors about the indicators, ratings, competitions under the gaze of Kalina himself ( Isaac Kalina - head of the Moscow Department and Science from 2010 to 2020.-approx. It is extremely rare that a person who was first appointed as a director remains in it for a long time for a long time. He coped with the task, “cleaned the territory”, reformatted it for standards or prepared for a merger (the favorite business of Kalina, who compared such a merger with the greasy of different cucumbers in one barrel) - go to increase. It seems that this was the task of Maya Bulaeva at school No. 1908: two and a half years later, the school became part of the School No. 1793 complex, and Bulaeva herself went to increase-to manage another large holding, which was prepared by someone else, “School in Nekrasovka”. This school, by the way, is “basic” in the “Tower” project “ School for Life ”, the task of which is “to support the development of the school as the cultural center of its area that changes its social climate”.

Maja Bulaeva’s quarry goes uphill, she, like a good cartridge, sits firmly in the clip of the director’s corps. In 2022, she became a municipal deputy in her area. It is nominated, of course, "United Russia."

At the same time, Maya Valerievna is preparing a doctoral: “Behind her signature, a scientific article is published (pseudo-):“ On the question of a model of state administration in modern Russia ”. The author’s information states that she is a doctoral program of the MPSU. In the official hierarchy, the doctoral dissertation is too much for the school principal: this is the level of the rector of the university or the head of the Department of Education. That is, Bulaeva’s plans are far -reaching.

In the article, by the way, she criticizes the education model adopted in Russia as “highlyinerting” and “low-adaptive” to external changes-such as Covid-19 pandemia. It is interesting that Mayan Valerievna offers to modernize the management of education through the use of “mixed” elements, or an American, coordination paradigm: with minimal control from the state and a support on self -organization mechanisms. But soon the war begins. And we are fighting just “with the global West” led by the treacherous USA. We have to hesitate with the party line: to forget about the innovations of coordination and go to the Anglo-Saxons to the hand-to-hand, handing over a 10-year-old girl to a police officer.

What do we get? Maya Bulaeva is not a typical school principal at all. This is a successful official who is striving to make a career, including at the expense of academic plagiarism, deputy. The school for her is a clear quarry springboard, and she does not intend to stop, the next station is the position of the head of the deposit, to which she runs a “forward steam locomotive”.

At the same time, the case of Bulaeva is not private. Her act, and the reaction to it of the state allow us to talk about a new strategy in secondary education. More recently, the directors of all Moscow schools claimed: "School outside of politics." They brought this phrase from selective meetings in the depot, with this phrase they forbade teachers to express their attitude to war in the lessons and in conversations with their parents. They tried to exclude any connection of their educational institution with a political agenda.

But the context has changed. In the "School in Nekrasovka", as elsewhere in the country, "talk about the important." The school becomes a mobilization point in which the director assigned the role of a pioneer of a new mobilization paradigm. Bulaeva’s act sets the trends: the school principal is now a legal representative of the warring state and must personally be responsible for the indoctrication of schoolchildren, and if one of them is against the punishers.

If parents come for the student, if they allow themselves to protest or even just sabotage propaganda, the Maya Bulaevs must react to this quickly, sharply and publicly. The trials behind closed doors are yesterday, the new time is the time of the party. School chalk is equated with a bayonet. Here it is - real, not partial, mobilization.
