After the death at the front of the head of a department in the Moscow government, the capital’s civil servants began to leave the country en masse - “Layout”

In early October, a few days after his mobilization in the war in Ukraine, Alexei Martynov, head of a department in the Moscow government, died. According to Nestka, citing its own sources in government agencies, the death of a colleague made a strong impression on both the employees of the Moscow mayor's office and employees of the capital's state-owned enterprises. After that, they began to leave the country en masse.

According to the sources of the publication, there is a “noticeable source of employees” in government agencies. In some departments of the capital's mayor's office, the number of male workers who left Russia is 20-30% of the total.

Most of them simply go on vacation, from which they never return. Or they continue to work remotely by tacit agreement with their immediate superiors.

According to Nestka, especially because of the "mass exodus", the largest departments of the mayor's office, in particular, housing and communal services, health care and education, suffered.

The mass departure and dismissal of valuable personnel leads to interruptions in the work of the capital's departments as a whole. So, according to sources, due to the lack of IT-specialists, some departments of departments are idle for days or cannot use the possibilities of electronic document management.

In one of the subordinate institutions of the Department of Transport, shortly after the start of mobilization, they lost several important documents related to the implementation of the Moscow budget, and could not restore them due to the fact that IT specialists capable of doing this had already left the country by that moment.

One of the factors that contributed to the mass exodus of city hall employees from the country was the fact that ordinary personnel were not provided with the promised mobilization reservation on time. In Federal State Unitary Enterprises, this reservation was not provided at all. As a result, men who risk being drafted literally run away, leaving everything behind.

“Here they are running so that their heels are sparkling,” says the interlocutor of Nestka. “It’s ridiculous: they leave, leaving things at the workplace without washing the mug.”

The situation is aggravated by the fact that some of the men working in the mayor's office were nevertheless mobilized. Because of this, some metropolitan institutions have lost, among other things, their leadership - deputy chiefs, heads of departments and departments.

Due to the mobilization of one part of the staff and the flight of another, some of the institutions subordinated to the mayor's office have lost up to half of the workers, sources of Layout say.

Earlier, the journalist Roman Super wrote about the mass departure from the country of employees of the Moscow City Hall in his Telegram channel.

“Well-wishers from the Government of Moscow report: “We have a mass exodus - employees leave, leaving notes in the bedside tables. IT people, advertisers, marketers, PR people, and ordinary civil servants. A real mass exodus, ”he quoted an anonymous message.

At the same time, according to "Layout", neither in the mayor's office, nor in the institutions subordinate to it, the leadership does not try to keep employees fleeing from mobilization and does not comment on the situation in any way.
