Budget-2023: neither war nor annexation

The State Duma adopted in the first reading the budget law for 2023-2025. It has no 223 billion to restore the infrastructure of the Donetsk and Lugansk regions, as there are no and not counted billions for the restoration of the Kherson and Zaporizhzhya regions. There is no war or mobilization. What is the matter?
