In 1974, on October 30, the political prisoner of the USSR was announced. In October 1991, the Russian Supreme Council decided to introduce the day of the political prisoner to the state calendar called "Day of memory of victims of political repression."

By tradition, the Day of memory in St. Petersburg began at 11 o’clock on Troitskaya Square. In Solovetsky stone, the memory of innocently killed was honored with a minute of silence. The ceremony of laying flowers and wreaths at the monument was attended by citizens, activists, politicians, representatives of several foreign consulates. At 13 o’clock the commemorative ceremony continued at the former special object of state security - the Levashov Memorial cemetery. And in different parts of the city, the names of the repressed within the framework of the “Return of Names” were read out. All shares were agreed with the authorities, there were no detentions. In Moscow, mass shares, on the contrary, were considered inappropriate.
