In Russia, they can create a single register of "unfriendly" copyright holders. It is proposed to include companies that support sanctions against the Russian Federation and refuse to sell their goods in the country. With this idea, the head of the Association of Parallel Import Anatoly Semenov made this idea, Kommersant writes .

Copyright holders who meet the criteria "support sanctions by realizing their rights to intellectual property" and "discrimination of the territory of the Russian Federation regarding the availability of the copyright holder and its goods" may enter the register.

For maintaining the registry, Semenov proposes to create the position of the Commissioner for the President for Intellectual Rights "with counter -sanctioned powers." Such an authorized person will be able to apply for the enforcement licensing of intellectual property inaccessible in Russia.

Market participants and specialized associations did not support the idea of creating a register, the newspaper writes. "The escalation of sanctions and counter-sanctions does not carry anything good to the market or consumers," said Alexey Byrdin, general director of the Internet Video Association.

The managing partner of Semenov & Pevzner Roman Lukyanov called the idea of the registry "counterproductive and in a certain sense of dangerous." "If some copyright holder left the Russian market, including following the sanctions, the logical consequence of this step is the growth of counterfeit and piracy," the lawyer emphasizes. In his opinion, any additional tightening of regulation in this area will lead to an increase in the problem.
