
The deputy of the municipality "citizen" Vadim Safonov was not provided with a premises to meet with voters, because "the level of basic readiness" was introduced in St. Petersburg. This level appeared after President Vladimir Putin announced the introduction of martial law in the annexed territories of Ukraine.
Safonov wrote in his public in VKontakte that on October 28 he sent the head of the Kalinin district Sergei Petrichenko an appeal with a request to assist in organizing a meeting with voters - for example, to provide an assembly hall of one of the schools. The deputy did not answer the appeal, the administration did not take the tubes. Safonov later found out that his issue will be considered until the end of November.
"It turns out that in order to organize a meeting with voters, the deputy needs to contact the district administration for at least 1.5 and preferably 2 months before the date," the deputy concluded.
After he wrote about the situation in his public, he received a letter from the administration of the Kalinin district, which was signed by Deputy Head Natalia Janus.
It said that "in St. Petersburg, a regime (level of basic readiness) was introduced, within the framework of which measures are being taken to strengthen public order and ensure public security in order to increase anti-terrorism security, including people's stay."
In the response, Janus referred to a decree of the President of Russia, which introduces martial law in the annexed territories of Ukraine, as well as various "response levels" in the regions of Russia.

After announcing the basic level of readiness, the governor of St. Petersburg, Alexander Beglov, stated that additional restrictions for citizens are not introduced "at present", Beglov noted. “Security measures are amplified, but the city retains the usual rhythm of life,” the governor said.
