On October 21, the military commissariat mobilized the 38-year-old resident of St. Petersburg Mikhail (his surname is not called). He has diagnosed astigmatism, he has no experience in military service in the army, and his parents are people with disabilities who need his help. The military enlistment office of Mikhail said that they would not be drafted into the army before the announcement of “universal mobilization”, but soon, nevertheless, was called up.
In early October, Mikhail received an SMS with a request to appear at the military registration and enlistment office to clarify the data. He was sure that they could not mobilize him, because he saw in the news that they were supposedly called on those who served in the army and who are under 35 years old.
Arriving at the military registration and enlistment office, Mikhail turned on the recorder. The audio recording of his conversation with the employee of the military enlistment office was at the disposal of Fontanka. Here is her fragment.
Employee of the military registration and enlistment office: You are called upon by decision of the mobilization commission, do you understand this? So far in stock.
Michael: No.
Employee of the military registration and enlistment office: What not?
Michael: That is, I come with things?
Employee of the military registration and enlistment office: No.
Michael: That is, they will not take me away?
Employee of the military registration and enlistment office: Not yet. So far, we call those who served and have a military accounting specialty. But you are in the reserve. A team will go - and go to serve.
Michael: Can you not sign it?
Employee of the military registration and enlistment office: We have a prosecutor here, I will invite-and go to the 328th .
Michael: I understood.
Employee of the military registration and enlistment office: I do not threaten, your right is legal. Now we invite the third person, we will draw up an act that you are abandoning the agenda. You will go for a walk until police officers come for you. Believe me, they will start to ride now. Showing courts should be <...>
Michael: All the same, they can take me, I understand correctly?
Employee of the military registration and enlistment office: we can all be taken us. They will declare universal mobilization - and everyone can be taken.
Returning home, Mikhail wrote an appeal to the prosecutor's office of the Moscow District of St. Petersburg. “In the appeal, he indicated that, according to the president, citizens under 35 years old are subject to partial mobilization. And about the parents that they are disabled, both have a third group, ”said Mikhail.
In the military enlistment office, Mikhail received a summons on October 17. In response to his complaint, the prosecutor’s office replied that it indicates the need for a control turn and is not a summons for mobilization.
Mikhail tried to collect documents confirming the grounds for deferred the call, but found that it was impossible to do this quickly. Arriving at the military registration and enlistment office on the appointed day, he received a new agenda with an order to appear with things on October 21 for sending to the military unit.
On the day of sending, Mikhail with other mobilized was filmed by the St. Petersburg TV channel. In the released material, the announcer said: “They all previously served in the ranks of the Russian army. Many have experience in participating in armed conflicts. ” Mikhail’s wife said that after the film crew left, the commander asked which of those present did not serve. According to her, half of the mobilized ones raised their hands.
