President of Ukraine Volodymyr Zelensky arrived in Kherson three days after the Ukrainian army restored control over him. Kherson was the only regional center captured by Russian troops after the outbreak of war. On November 9, the Russian command announced the retreat, explaining this by the desire to "preserve the lives of military personnel." Independent experts previously indicated difficulties in supplying the Russian group located in the city due to shelling of bridges through the Dnieper.
