
Deputies from United Russia, who developed a bill on the ban on using the services of surrogate mothers to foreigners, expect to bring him to the second reading in December. This is written by TASS and Kommersant .
The co-author of the project of the State Duma Vice Speaker Anna Kuznetsova informed TASS that the document was ready and in December the second and third reading could go away at once. She hopes that this can happen on December 10.
The essence. Deputies advocate a complete ban on the participation of foreign citizens in the programs of surrogate motherhood in Russia. Their document assumes that only Russians who are married, or a lone citizen of Russia, will be able to become potential recipients of the services of a surrogate mother - if the childishment and birth of a child is impossible for her for medical reasons. The document also requires automatically appropriate citizenship of the Russian Federation to such children.
Arguments. The day before, the co-authors of the bill held a press conference at which one of the developers of the initiative, Peter Tolstoy, said that the “lobbyists of children's trafficking”, working “in the executive authorities and other very high-ranking places” interfere with the acceptance of the document. In particular, the deputy is outraged that the Ministry of Internal Affairs, the Ministry of Foreign Affairs and the Ministry of Justice are opposed to the automatic assignment of Russian citizenship born from surrogate mothers.
Tolstoy also stated that he “has data”, as if some of the children born in Russia from surrogate mothers are taken from the country to organs and for adoption to homosexual couples.
During the press conference, Anna Kuznetsova remembered the “biological laboratories in Ukraine”, about which the Ministry of Defense of the Russian Federation tells from the beginning of the war. “We can imagine what these children can be used for,” Kuznetsova hinted in this context. “It is the Slavic genotype that is the basis of these experiments on people,” she said.
The former deputy of the State Duma Inga Yumashev at the same press conference said that "it is necessary to declare a moratorium on cross-border movement of tissues, objects and liquids of citizens of the Russian Federation." This necessity, in her opinion, is due to "threats emanating from various kinds of biolaboratories." A few more participants in the discussion spoke about the "threat" of the adoption of Russian children with LGBT people.
What you need to know. The bill was submitted to the State Duma in December, and in May it was unanimously adopted in the first reading. The reason for the preparation of the document was cases when foreign parents could not pick up children born by Russian surrogate mothers due to the pandemic of coronavirus, Tolstoy said.
