Vladimir Putin instructed the ministries of defense and digital development, as well as the Federal Tax Service (FTS), to create a unified electronic database of military personnel. The document was published on the legal information website.

They plan to include all potential conscripts and reservists in the database - conscripts, contract soldiers, those in the reserves, and those who are not registered with the military. By the end of the year, regional authorities must digitize the databases of all military registration and enlistment offices. Then the general list of those liable for military service is going to be supplemented with data from the Federal Tax Service.

Putin also instructed to include information from the databases of other departments - the Ministry of Health, the Ministry of Education and Science, the Ministry of Sports, the Ministry of Internal Affairs, the Ministry of Emergency Situations, the Federal Penitentiary Service, the Federal Bailiff Service, the Central Election Commission and the Pension Fund.

The military base must be launched by April 1, 2024, the start date of the spring conscription.

Previously, the military commissar of the Moscow region reported that the government ordered updating the databases of military registration and enlistment offices using data from the registry office, the Federal Tax Service, the Pension Fund and the State Automated System “Elections”. This decision was made due to numerous mistakes during mobilization, when people with disabilities, without experience of military service, fathers of many children and those who had dependent relatives with serious illnesses were conscripted.
