The police in St. Petersburg massively changes the administrative article under which it plans to attract participants in shares against mobilization at the end of September. This is probably due to the expiration of the statute of limitations. Attention to this was drawn by human rights activist Dinar Idrisov.
The police re -qualify the protocols of those who were detained for protests, but who was released from the police department without delivering to court. Then, protocols on the protocols under the administrative article on the organization of the simultaneous mass stay in public places (part 1 of Article 20.2.2 of the Code of Administrative Offenses) were drawn up. The police began to re -qualify the protocols under another article - about participation in a rally that entailed the creation of interference with the functioning of the infrastructure (part 6.1 of Article 20.2 of the Code of Administrative Offenses).
"The meaning is that the three -month statute of limitations for bringing to administrative responsibility for the initial qualifications expires in December 2022, and it will be possible to subject the administrative persecution of detainees to the newly until September 2023. It is obvious that such a practice is illegal and will find a rebuff of human rights defenders, it is possible that even the support of the court, if they are not given other instructions," wrote a dinar, wrote a dinar Idrisov.
According to Idrisov, the police are already trying to transfer protocols to the court, which were drawn up without the participation of the detainees for the shares.
