How to take out art from Russia, how much is the design and transportation?

How to draw up all the necessary documents

• By law, it is possible to take out works of art from the country only after passing the examination. It is carried out by the licensed Ministry of Culture Art historians - the register of these experts and their contacts can be found on the website of the department .
• Usually the examination takes from one day to a week. If work from your collection is over 50, the process can last a month. This is a paid service, its cost must be clarified by the expert.
• Experts may not recognize the work as cultural value or assign it to it one of the two categories: “cultural value” and “cultural value that is of particular importance”. There are no strict criteria, art historians are guided primarily by the exhibition activities of artists.

• If works of art were created more than 50 years ago and are recognized as cultural value, then after the examination you need to contact the Ministry of Culture for permission for export. The same order is valid for all works recognized as "cultural value that is of particular importance." If a work under 50 years old was recognized as a cultural value without “special meaning”, it is not necessary to contact the ministry. Permissions are not needed for the removal of work that do not have cultural value.
• A package of documents can be assembled independently, or you can order a service from specialized companies. The Anna Nova Gallery recommends contacting the Art Export company, where you need to pay from 2.7 thousand rubles for paperwork for one modern picture. Similar services are provided, for example, Art-Help and Multimodal Line . But most likely it will be necessary to deliver to Moscow, as most companies work in the capital.
• Work not related to cultural values, and works under 50, recognized as “cultural value”, are not subject to duties on the border.
• If “cultural values” over 50 are exported or “cultural values ​​that have special significance”, then after permission to export the fee, you need to pay. For individuals, it is 5 % of the estimated value of art objects. This indicator is determined during the examination: on the basis of the history of sales of similar works of the author and on other factors.

How to pack work and transfer them to another country

• The most reliable way of independent transportation is air travel. It is better to transport works in baggage, and not in hand luggage.
• Pictures should be taken in a folded form, without baguette and subframe: all airlines have restrictions on baggage dimensions. You can find a new baguette and pull the canvas on the subframe in the country of destination. Perhaps it will be more expensive than in Russia, but the difference will be less than the cost of transporting oversized baggage.
• The Anna Nova Gallery team advises transporting the canvases tightly rolled to a cardboard cylinder - a colorful layer outward. The picture should be wrapped in a pimple or stretch film, fixing it with tape.
• For additional safety, the work can be put in an enhanced tube of plastic or other solid material. The tube is also worth wrapped in a film.
• Society permission to export in a separate valve on the package - so that the document is visible to customs officers.

What else should be taken into account

• At the entrance to the EU countries, it is necessary to fill out the customs declaration, listing in it all imported works of art. If this is not done, your work can get stuck on the border.
• In European countries, you will not have to pay customs duties or other fees related to the import of works of art. But according to the law, you should not sell declared items during the year, otherwise the customs duty can be recovered retroactively.
• Remember that it will be difficult to return your collection to Russia - EU sanctions prohibit the export of luxury items from the European Union to Russia more than 300 euros. The objects of luxury include works of art.
