Congress will consider a resolution on the exclusion of Russia from the UN Security Council

The American congressmen Stephen Cohen and Joe Wilson, members of the US Helsinsky Commission, introduced a resolution calling for US President Joe Biden to achieve the exclusion of Russia from among the permanent members of the UN Security Council, Foreign Policy reports .

The resolution says that the “egregious violations” by Russia of the UN Charter, including an attempt to unlawful annexation of part of the territory of Ukraine, crime against the civilian population in Ukraine and nuclear threats, calls into question the right of Russia to permanent membership in the Security Council.

The UN Charter itself does not provide for the possibility of depriving the country of permanent membership in the Security Council. To exclude the consent of two -thirds of the members of the General Assembly and unanimous approval by the Security Council.

The resolution has no compulsory force, but this initiative reflects the mood in the Congress and the White House, which discusses the issue of limiting the influence of Russia in the UN, the publication notes. The idea is an attempt to challenge the status of Russia as a legal heir to the Soviet Union in the UN.

Ukraine, being, along with Russia and Belarus, one of the founders of the UN, may declare its right to a place in the Council of People's Commissars as the only of these three US USSRs, which did not violate the UN Charter, and provide its representative with the authority as a member of the Security Council. Theoretically, only nine members of the UN Security Council will be consent to the approval of such powers. The execution of the plan remains the subject of disputes of specialists because of the thirty-year precedent, when Russia's right to permanent membership was not questioned.
