The State Duma offers not to punish for crimes "in the interests of the Russian Federation"

State Duma deputies adopted in the first reading a bill that removes criminal liability for crimes committed in the occupied territories of Ukraine in the event that they were committed to "protect the interests of Russia".

The explanatory note to the bill states that the law will concern actions in the so -called "DPR" and "LPR", as well as in the Kherson and Zaporizhzhya regions until September 30, 2022 - that is, in the territories whose annexation was announced on September 30 by Russia. What kind of criminal offenses should be interpreted as committed in the interests of Russia, the documents are not indicated.

The authors of the bill are a member of the Federation Council Andrei Klishas and deputy Pavel Krasheninnikov. The bill says: “The act is not a criminal and punishable, the responsibility for which is established by regulatory legal acts of Ukraine, if it contains signs of a crime under the Criminal Code of the Russian Federation, but was aimed at protecting the interests of the Russian Federation, the Donetsk People’s Republic, the Lugansk People’s Republic or the interests of citizens or organizations of the Russian Federation, the Donetsk People’s Republic, the Luhansk People’s Republic, the population, the population and the population and the population and the population of the population and the population. organizations of the Zaporizhzhya region, Kherson region ".
