
Twenty families from Krivoshlykovsky Lane, 4, have been living without gas for the fourth month and without heating since October 17. They sleep in sleeping bags, ask for the fellow heaters and receive large electricity accounts. This is not happening in Europe, but in the center of Rostov-on-Don.
Prior to this, from August 31 to mid -October, the inhabitants of the house were also cut off from water and light, and only after the intervention of the Investigative Committee did the situation moved from a dead point.
In 2020, the house was recognized as emergency and subject to demolition and brought out of the overhaul plan. At the same time, the examination found that the house is reconstructed. But the appeal and cassation courts considered it differently.
The residents of the house are sure that the matter is not in special care about them, but in the land on which the building is located, the five-story building stands in one of Rostov’s most expensive areas, and the SMU-1 company, the chairman of the board of directors from the United Russia, Aslanbek Gioev, is actively built up with it.
Rostov officials, however, deny the connection between the position of the house and the construction project that unfolded next to it.
For the entire period of the confrontation, the governor never met with the residents, and their appeal to the Prosecutor General’s Office returned back to the region, as well as the appeal to the presidential reception.
On December 12, information appeared that Natalya Oskina, a deputy of the City Duma from the Communist Party, who entered into the residents, received a new response from the presidential administration: "The appeal will be considered." True, this will take another 30 days.

On November 29, when the temperature in the city began to drop below zero, the 161.ru Telegram channel has a call to caring citizens: “Perhaps we were tired of materials about the residents of house No. 4 in Krivoshlykovsky Lane. But, we repeat, more than 20 families remain in a five -story building, which is disconnected from heat <...> Therefore, if you have an extra or simply unused heater, share it with Krivoshlikovites. ”
The city responded: people brought 13 heaters and two heating lamps. But the main activist among the inhabitants of the house, Maria Zinkova, says that the apartments are still cold -you have to sleep in hiking bags designed for a temperature of up to -15 ° C.

In addition, due to the work of heaters, residents of the house receive large electricity accounts.
For a one -room apartment of 30 square meters for November, Tatyana Chigasova charged 3069 rubles, while, for example, the score for July amounted to only 616 rubles.
Residents are looking for ways to save:
- I warm the bathroom with two boilers, then I turn them off, put the heat cautifier - there are 12 degrees. At this time I turn off everything in the room, ”says Maria Zinkova.
In such conditions, many have transferred coronavirus with complications, SARS, previous condition. Eleanor Sergienko complains about sore legs: “Water trained. Previously, they also hurt, but not like it is now. ”
The water, like electricity, was given to residents of Krivoshlykovsky, only in mid -October. Before that, from the beginning of autumn, they were cut off from all communications. Residents complain that they have no military operations, and they live in very similar conditions.

People from neighboring houses helped out - they cooked food, wore hot tea, and allowed them to charge phones. The residents of the ill -fated house themselves built in the courtyard a bonfire where they cooked food.
The water was brought - one car with technical, the other with drinking. However, how much the drinking is a question.
- The driver comes and says: you don’t drink it like that, boil. We look at him: where to boil something? At the bunch of October 6 [meeting of the inhabitants of the house with representatives of the administration] I brought them a bottle of water, which was brought to us. They refused, no one began to drink, ”says Maria Zinkova.
Residents believe that in this way they are trying to evict them from home. On October 17, the heating season for the Rostovites began, and for the residents of Krivoshlykovsky, 4, did not. The authorities explained this by the fact that, in the apartments purchased in municipal property, the former owners dismantled heating devices.
The administration’s message dated November 11: “When examining apartments <...> it was revealed that the former owners of apartments No. 1, 19, 30 during the move dismantled heating devices indoors, and also violated the integrity of the heat supply system. The revealed comments in apartments No. 1 and No. 19 were eliminated. The deadline for eliminating comments in the 30th apartment due to the complexity of work is until November 16, 2022. ”
A month has passed, but the issue with destroyed risers has not been resolved.

Two reasons: firstly, instead of three apartments, to repair heating equipment, as it turned out, is needed at least eighteen; Secondly, the authorities cannot allocate money for this.
- How not to find money? 360,000 find for assessment of apartments, and at the same time cannot be found for the restoration of the heating system? - The lawyer Irina Yakimiv, representing the interests of the inhabitants of the house, is asked rhetorical questions.
According to Natalia Oskina, who entered the residents of the Communist Party of the Communist Party of the Communist Party, the money could be taken from the reserve fund of the city.
- My opinion: they can do this, but do not want to. When we say that we and sponsors are ready to give money, an inadequate reaction in response follows. The authorities do not see the questions of our lawyers, ”Oskina says.
The house on Krivoshlykovsky was recognized as an emergency administration by the Rostov administration, and from January 28, 2022 the emergency regime was even introduced in it. But according to the conclusion of the forensic construction and technical examination of March 2021, the possibility of its reconstruction exists.
The entire range of works is estimated at 80 million rubles.

In August 2022, at the consideration of the case in the fourth cassation court of Krasnodar, the judge drew attention to the fact that there were no grounds for demolition, according to examinations.
- There was only one question: where in your examination it is written that the house needs to be demolished? This question was asked specifically the judge, - says Irina Yakimiv.
But this did not help to win the matter. The main argument was not in favor of the inhabitants that more than half of the house at the time of the court was already in municipal property - 33 owners, according to the administration, have already paid the estimated value of the apartments.
- If suddenly the cassation court, for example, would make a decision that the house is subject to repair ... The apartments have already been bought out, and it would turn out that it was not necessary to redeem them, it was necessary to repair the house. No one knows how to make turns of decisions on such matters. That is, to pick up money from people and return apartments? And who will pay for expenses? - the lawyer argues about the court decision.
The rest of the inhabitants either do not want to move, or - do not believe that officials will not deceive them. On September 5, a message was published on the website of the city administration that 134 million rubles were paid to the resettled residents of the house. But Irina Yakimiv exclaims: “Do you think they provided evidence [payment of money]? No".
Residents of the house suggest that the creation of unbearable conditions for life, apparently, is due to the land issue. In March 2020, the Rostov administration approved the documentation on the land surveying, including the house in Krivoshlykovsky Lane, was requested by the construction company SMU No. 1. On the plan of Krivoshlykovsky, 4, is located just at the border of the construction site. The joint-stock company "Construction and installation management No. 1" has existed since 2002. Chairman of the Board of Directors of the Group of Companies "SMU No. 1" - deputy of the Legislative Assembly of the Rostov Region from "United Russia" Aslanbek Dzhioev. The founder of the company until September last year was his son Vadim.

-We asked the officials a question: what are you planning on Krivoshlykovsky for SMU-1? We are told that what is happening is not connected with the deputy company.
