
The first calls for foreigners to join the Armed Forces of the Russian Federation appeared, as it turned out, on the eve of the beginning of the war. On February 20 of this year, blogger Bakhrom Ismailov, according to some reports, which was close to the LDPR party, posted a video of his own manufacturing in his own channel calling for migrants to sign up for the Russian army. In this case, at the same time, that in six months of service they will all be given citizenship of the Russian Federation.
“Immediately after the start of the war, there was an avalanche of calls with stories that foreign citizens from Tajikistan, Kyrgyzstan, Uzbekistan, Azerbaijan, Armenia, etc. They began to actively agitize the volunteers into the ranks of the Armed Forces of the Russian Federation, ”the new one - Europe, the human rights activist, the lawyer for migrant affairs Valentin Chupik, says, - this happened with any attempt to contact the official authorities. More than 300 people contacted me then.
The first agreed people quickly found themselves in Ukraine. It was clear that people were sent to slaughter.
My colleagues and I launched an information campaign to counteract such recruitment. The vast majority of the conversion managers managed to convince. How many at that moment nevertheless enlisted in the army, it is not known for certain. ”
Soon, the Chupik rampant threats for her, allegedly, subversive activities and attempts to quarrel Russia with allies from Central Asia. Valentine was promised to “pour”, “ours” and kill in various brutal ways. There were hundreds of such threats daily.
In the summer, the Ministry of Defense began to declare that contractors were recruited not to participate in hostilities, but for utility work. Many migrants who came to work were unable to figure out. Chupik discouraged entire groups that planned to agree to such proposals in full composition. In September, Valentina found out about the history of a citizen of Kyrgyzstan who worked as a courier. He delivered an order in the center of Moscow, was stopped by the police and was sent to a special bus. There he was immediately beaten with his feet. They broke two ribs and a collarbone. And they put a contract from the Ministry of Defense. He understood what all this was going to and refused to sign.
Then this person began to beat the electric shocker on the genitals. I had to agree to everything. After the signature, he was thrown out into the street.
“We decided that the guy needs to be rescued urgently,” says Chupik, “they collected money and sent him to Kazakhstan. A few days later I was addressed by a citizen of Uzbekistan named Marufzhon, who prolonged the Path of Sakharovo in the multifunctional migration center for labor activity. At the same time, for a signature in the windows, they give a whole pack of documents from about 40 sheets. It is necessary to sign quickly, because there is a turn, and there is practically no time for familiarization. After he put signatures everywhere, he was glued to his passport some kind of sticker with a checkmark and released home. ” When Marufzhon stopped the patrol on the street, the police, seeing the sticker, immediately said that the man was enrolled in the army, which means they would be killed soon and there was no need to bother with deportation.
Soon it became known that the slipping on the signature of contracts from the Ministry of Defense is a regular practice for the MMC Sakharovo. One woman who went there with her son to receive a patent found such a contract in a common pack of papers. It turned out that the document is printed in very small print on two sheets. After the vigilant mother made a scandal and broke this contract, the girl in the window explained that no one forces him to sign it by force. How many people, not looking, they waved such contracts from the Ministry of Defense is unknown. After all, hundreds, and sometimes thousands of migrants pass through Sakharov daily.
In October, all foreign men who wanted to get a patent for work began to be brought into a separate office, where a person in a civilian, but with a military bearing, exerted a very strong psychological pressure on them, convincing to sign a contract. In parallel, migrants were caught on the street right at the exit of stores and also tried to force to sign contracts.
A group of citizens of Uzbekistan was delivered to the supporting point of the police, put on handcuffs and chained for a whole night to the grill with their hands above their heads. They did not let go to the toilet, did not give water and call.
The migrants refused, explaining that in their country this falls under an article about mercenaries and is a serious crime. But in the end, they had no other choice and had to sign the papers. “It is good that the volunteers managed to collect money for leaving home,” Chupik explains, “there were many cases when visitors were threatened to throw drugs, accuse sexual harassment to minors, and freeze to death in a special special receiver.”
Azerbaijani citizen, working in Russia by the director of a company who has a temporary residence permit and married in a Russian woman, came to the migration service in order to issue a residence permit in Russia. They tried to slip a contract for the service. After bothering, he turned to the head of the department, who called the foreigner “who came in the black-ass” and stated that “we are now for you to die for you in the war!” As a result, the Azerbaijani decided to close his business and leave Russia.
Tajik citizen Bakhtiyra Dzhuraev was taken directly from the construction and taken to one of the ATC pavilions. “There were a lot of people there,” Bakhtier says “New Evrope”, “everyone handed the summons. I was threatened with reprisal for a long time, they promised to break my hands. They handed the agenda that I did not want to take. But nothing could be done. It’s good that the police let me go home so that I could collect things by the time when it was necessary to get to the military registration and enlistment office. I managed to leave for Belarus. Now I returned to Moscow and I'm afraid that they would take me into the army during the next wave of mobilization. ”
Recruiters do not pass by foreigners who violated Russian legislation. “In the Stavropol Territory, they tried to recruit migrants preparing for deportation at the time of temporary detention,” said Ruslan Vakhapov, who was there, “Tajikistan’s citizens who were there for six months, who were there for half a year, were proposed to regulate the new one-European. citizenship and issue a passport of the Russian Federation. It is clear that they were going to send them to the very fed with a minimum probability of surviving. We managed to stop them, explaining that mercenaries under the law of Tajikistan are a serious crime for which they can be convicted of 15 years. In October, Migrants from all over the country began to contact Valentin Chupik - from Kaliningrad, Tyumen, Tomsk, Yakutsk, Saratov, Krasnodar, Sochi, Samara, Anadyr and many other cities, sentenced in Russia to conditional terms of punishment. These people should be systematically celebrated by their inspector from the organs. At that moment, they tried to hand them to the summons. Russian law enforcement officers threatened if a person refused to serve, transfer the term of imprisonment from conditional to real. Chupik says that she already knows cases when these threats became a reality. According to human rights activists, foreigners even sometimes bring falsified charges of attacking police officers.
A citizen of Kyrgyzstan, convicted by the Russian court for conditional punishment, after he was assured at the embassy that there would be no problems, went to the Moscow military registration and enlistment office in the Lefortovo area. There he was beaten and forced to sign a contract. It is good that the support group of support that came for him was able to literally steal the unfortunate military unfortunate from the clutches and send him to his homeland.
They proposed to sign a contract with the Ministry of Defense and foreigners in places of imprisonment. In case of refusal, they were beaten and threatened with rape. Chupik literally received a shaft of such appeals from the colonies throughout the country. Even seriously ill-painted forewains are recruited into the army.
Recently, the mother of a citizen of Uzbekistan, who was serving a sentence in the village of Melekhovo, Vladimir Region in the famous IK-6, contacted the Rus Sitting Foundation. This prisoner was forcibly transferred “to the assembly” - to a detachment of those who want to fight in the “Wagner group”. In a conversation with his mother, Uzbek said a code word meaning that he was in trouble and talked about recruiting in PMCs. “We wrote an appeal to the prosecutor’s office and the UK, contacted the Embassy of Uzbekistan and managed to recapture this man,” says Ruslan Vakhapov, “Tajiks with IK-6 went to the front with long terms. Soon, with the brother of one of them, the prisoners' colleagues came out from the Ukrainian issue, which declared that his close one had disappeared. Now they are trying to find the missing person. The brother arrived at the office "Wagner PMC", where he was given 168 thousand rubles in his hands - the salary of the missing one. And there are a lot of such stories. ”
According to Ruslan Vakhapov today, in places of imprisonment in Russia, there is a very significant number of foreigners. In many zones, together with the rest of the prisoners, they are forced to record in PMC, as complicated by the conditions of the detention. From the torture, beatings and rape of the prisoner are ready to run to the front. It is impossible to accurately assess the number of recruited migrants. Vakhapov believes that we need to talk about thousands of recruited not Russians. Moreover, this is not only about the inhabitants of the former Soviet republics, but also visitors from very far abroad. So the “Wagner PMC” was already reporting on the heroic death of a native of Africa. “Such people have no means to protect themselves,” explains Vakhapov, “migrants from Central Asia can at least contact human rights activists through relatives.” Our interlocutor explains that in the vast majority of cases to help migrants who are sent from the colonies to Ukraine is virtually impossible. On March 28, 1998, President Boris Yeltsin signed amendments to the Law “On Military Duties and Military Service”, according to which an article appeared in the normative act that allows us to involve foreign citizens into the army. Since then, migrants can serve in the Russian armed forces.
“From fresh news - the adoption of changes to the law” on citizenship, according to which the term for obtaining Russian citizenship is reduced for those who served one year under the contract, ”says Valentina Chupik,“ but there are no guarantees in the document. If a person does not have enough grounds for the design of this status - he will not receive it, even having served. And I already have such examples! "
If the new law with a stretch can be considered a gingerbread, then the whip was prepared in the Council for Human Rights under President Putin. Apparently, tens of thousands of migrants have already been scored into the Russian army and PMCs. As the deceived and the recruited people are still unknown, it is still unknown. But about the emergency at the training ground in the Belgorod region, where two citizens of Tajikistan arranged a finger from a machine gun and a machine gun by unarmed fellow soldiers, everyone remembers. 23-year-old Rakhmonov Mehrob and 24-year-old Eshon Aminzod, officially considered voluntarily mobilized, killed 11 on October 15 and wounded another 15 people. How many such cases occurs in the troops and on the front line - today it is impossible to say for sure.
