Parents of adolescents with disabilities said that in this academic year they could not start training in colleges due to the lack of quotas. “Such matters” tried to find out what problems of officials prevented children with features to celebrate Knowledge Day with peers.

About this "such cases" told the director Evgeny Berkovich. Her daughter this year graduated from the ninth grade. The girl studied at the school according to a special program for children with mental features.
“There are not many specialties for such schoolchildren where you can go after the ninth grade. In Moscow, there are only 15 colleges, where there are programs with disabilities. And we went to choose. The daughter decided that she wanted to study at the joiner, so there were only four colleges left with which we talked, ”Berkovich said“ to such matters ”.
After this program and specialized schools for students with mental characteristics, children can go to study in college and get a working specialty. In total, such programs include several specialties: painter, landscaping, carpenter, cook, tile, seamstress and other working professions.
“In May, we began to walk in colleges, we were told everywhere that there are no quotas and they cannot enroll us, they say, come in August. In early August, they say: “Call the 15th,” they say: “Call the 20th.” And so it all stretched until August 31, ”says Berkovich.
Usually these quotas are distributed at the end of the previous school year, but by September 1 they never appeared. There are not even paid places for training.
“The number of paid places is determined when the free are distributed. And the free did not appear. They told me: “We will note what you want for money, wait” ”In one of the colleges, Berkovich explained that the quotas would be, but at what moment it is unknown. They said that it was necessary to bring documents and wait for the enrollment, because they will take those guys who were the first to submit an application. In another college, on the contrary, they said that there would be no places for children with disabilities at all, since financing was not allocated this year.

A person sits and does not know what to do. Other children went to study, but the daughter - no, sits sobbing. In theory, she can return to school, but for this it is necessary to know for sure that there will be no college for her this year, ”says Berkovich.

By the evening of September 1, teenagers with disabilities who wanted to study in colleges were called by teachers and said that the quotas would still be, Elena Bagaradnikova, Executive Director of the Regional Public Organization for Assistance to Children with RAS Contact , told such matters.
At the same time, she added that she had not yet seen an order to enroll children: "First I would see the order, and then rejoice."
Information on the resolution of the issue with the entry on the morning of September 2 was confirmed by Evgeny Berkovich. “Hooray, they“ threw off ”the quota at night! On Monday, we will carry the documents (for admission), ”she said “ to such matters, ”without specifying the details.
At the same time, experts explain that in the current law on education there is no concept of “quota for training”. “The one who talks about quotas lives in the period until 2013, when a new law on education has come out. There is no concepts of “quota” in the new law, ”says Tatyana Pivnik, head of the department for supporting secondary vocational education of the Institute for the Development of Professional Education. She emphasizes that now in Russia all applicants are accepted into colleges in the general stream:
“There are no secondary vocational education programs with mental or cognitive characteristics. They learn from a program called "Professional Learning" "“This is not a secondary vocational education, this is not the level of education, it is just a document that shows that they (students) have mastered professional competencies,” the brewer explains.
She says that in Moscow there is a project “Professional training without borders”. There are children with mental characteristics and just schoolchildren who want to master working specialties. This training is paid from the city budget.
The representative of the Moscow Education Department told “such matters” that about 1800 students with various diseases will begin training in the city colleges this year. At the same time, they noted that quotas for training are distributed by orders of the department.
“Persons with disabilities who do not have basic or secondary general education need to contact the selection committee of the selected educational organization. Those who have a certificate of basic or general education are accepted on a common basis through the website mos.ru, ”the representative of the department concluded.
To the question of what the delay in the provision of quotas this year is connected, the representative of the Moscow Education Department did not answer.
The Law on Education says that in Russia there are separate organizations “carrying out educational activities in adapted basic general education programs”, they are created by state authorities of the constituent entities of the Russian Federation. This applies to people with hearing impairments, vision, speech, musculoskeletal system, features of mental and mental development, autistic spectrum disorders.
