Despite the onset of cold weather, the Moscow authorities require from the Kozhukhov municipal shelter for homeless animals to cross the city - in the field, without heating and clean water, 200 meters from the garbage training ground. The move was known a year ago, but now the townspeople are afraid for the life of almost three thousand dogs and cats: in a new place they can freeze and die without pure water, warmth and personnel care.

Since its founding in 2008, the shelter has been in the Eastern Administrative District of Moscow, but in December 2021 the city authorities notified employees that the institution was waiting for a move.
“According to the city administration, we must move in November-December this year to the territory next to the Malinka garbage training ground-this is the other end of Moscow and 40 kilometers from the current place. The landfill will be 200-300 meters from the shelter, ”says Svetlana Krepyusheva, volunteer of Kozhukhovsky shelter.
The most important problem with the new shelter, according to Svetlana, is the lack of drinking water. To the territory where animal enclosures have now been built, there is no sewage system and there is no water supply - only technical water, which is not intended for drinking. This confirms the official response of Mosvodokanal to the appeal of volunteers.
And in the response of the Veterinary Committee, it is said that the new shelter "provides for the possibility of delivering drinking water as necessary."

To understand the reasons for the migration of the shelter, Svetlana sent letters to the Moscow Prosecutor's Office, Rosselkhoznadzor and the Interregional Department of Rosprirodnadzor in Moscow and the Kaluga Region. In response to all these appeals, one document came - from the deputy prefect of the VAO Moscow. It says that the official reason for the move was the "lack of area of the shelter." At the same time, the area where the shelter is moving is even less than the current one. Kozhukhovsky shelter adds to families of almost all dogs and cats that go there in a year, Svetlana emphasizes. She is sure that the real reason for moving is the construction around the shelter.
“There are already buyers to the land where the shelter is located, and we just bother them. Now there is a maximum development of the Rudnevo technopark, and our buildings are located right in the middle of the warehouse complexes, ”the volunteer says.
The representative of the Rudnevo developer at the time of publication did not respond to the request of “such cases”.
In addition to water, there is no sewage in Malinka. The territory prepared by the authorities for the shelter is not associated with the city sewage system or the power grid. Energy for lighting premises and the operation of medical equipment for animals can only be obtained using an electric generator. But his capacities will not be enough to maintain a normal life of even a smaller part of the animals.

In addition, this is complete isolation of dogs: they will be forced to see only the walls all their lives - and nothing more. Now in a shelter in one enclosure lives from two to five dogs and a mesh grille is located between the aviary, which allows dogs to see each other and communicate, ”explains Anastasia Forsyt volunteer.

Svetlana confirms the problem: “Our workers were there in the summer and said to those who build that the aviary must have roofs, because the dogs under heavy snow would simply die. And in the summer under the sun it will be hot. Despite this, the enclosures were still made without roofs, very small and without normal territory for walking. ”
The covered part of the aviary is designed in such a way that in winter the snow and icicles will accumulate on it and collapse on animals-this is a mortal danger to them, which they themselves will not be able to avoid due to tightness.
“Everything is done absolutely ugly. Yes, the aviaries could even be fixed, but not now - not in winter, in the cold, when we ourselves cannot complete anything, ”the volunteer shares.
It will be problematic to get to a new shelter to both visitors and employees themselves. Only one regular bus from Podolsk goes to the place. Now about 50 people work in Kozhukhov’s shelter. Some of the employees agreed to move subject to their transfer to the shift method: “Week in a week”.

“... The shelter is transferred 85 kilometers from the current location - 41 kilometers from the Moscow Ring Road along the Kaluga highway, to the territory of the infamous Malinka MSW landfill. This threatens most volunteers with the impossibility of getting to the shelter, which means that hundreds of dogs will remain without walking, constant inspection and control of feed, water, and cleaning the premises. The whole team of doctors, saving hundreds of animals in extreme conditions for many years, will leave the shelter, ”the description of the petition says.
At the time of publication, the petition was supported by almost 200 thousand people.
“All departments are hiding behind the fact that there are no threats to people's lives and they cannot use their supervisory powers. We even turned to the prosecutor’s office with a complaint to the whole situation, she did not conduct any checks and transferred questions to several departments, from which we did not receive a single clear answer in eight months, ”says Volunteer Svetlana.
At the time of publication, the Department of Housing and Communal Services of Moscow did not answer the request of the editorial office of “such cases”.
In 2017, the Malinka training ground was closed , but the territory was not completely cleaned and the garbage was still left there, so there it was beneficial to purchase cheap land and authorities to get a municipal shelter there.
When the move will take place and how almost three thousand animals will be transported, they have not yet been said to the shelter employees. “Neither workers nor we tell us anything at all - there is no exact information. Maybe we will be informed in a week: “Collect your suitcases and ride.” Go there for three hours in traffic jams. Where to find cars that will contain at least a hundred animals? It is incomprehensible, ”concludes Svetlana.
