Roskomnadzor will be able to block sites without a court, on which, according to the department, the information will contain information that promotes the so -called non -traditional sexual relations, pedophilia and floor change.
According to the order of the Government of Russia , published on Monday on the official Internet portal of legal information, the so-called "LGBT propaganda" is included in the list of content to enter the information banned in Russia on the Internet. Roskomnadzor makes decisions on blocking on the basis of the list.
The register was created in 2012. Initially, it included such grounds for blocking sites as the spread of child pornography, information about the manufacture of drugs and on methods of suicide. Subsequently, the basis for blocking began to serve as materials recognized by the court extremist.
Russian President Vladimir Putin on December 5 signed a package of laws on the complete ban on the "propaganda of non -traditional sexual relations" and transgender transition. The amendments unanimously approved by the State Duma deputies and members of the Federation Council . The documents provide for the ban on the propaganda of "non -traditional relations", pedophilia and sex change on the Internet, the media, books, cinema and advertising.
Amendments to the legislation involve the introduction of a system of fines for citizens from 50 to 800 thousand rubles. For legal entities, a fine can reach ten million rubles. In addition, for the "propaganda" of LGBT it is possible to expel a foreigner abroad.
At the stage of developing the bill, lawyers noted that the law does not have a clear definition of propaganda and it can lead to a ban on any mention of LGBT+ as a phenomenon even in a neutral way. Human rights activists and activists working with LGBT+groups believe that the new law will make it impossible to work public organizations that help LGBT+organizations.
The social network "VKontakte" began to mark messages in publics with LGBT Tematics, after the entry into force of laws prohibiting the "promotion of non-traditional sexual relations" in Russia.
