But nothing was sent to Usinsk, simply because I have a "bad relationship with Takaev." So they said directly. I will not have a good relationship with him. They are forced to contact you personally in connection with the situation in our city with homeless animals. In our city, there is a shelter for stray animals - dogs - “white light”, which belongs to the Usinsky private non -profit institution “The Center for Protection of Animals“ White Light ”” (hereinafter referred to as the scientist “ZHZHbs”).

Our local head of the municipality Nikolai Takaev tried to demolish the shelter under the pretext that he is in a zone in which nothing can be built. All because of the personal hostility of Takaev to the owner of the shelter Bogatyrev. For more than four years, the courts went between the administration of the Up “Usinsk” and the scientist “ZHZHBS”. As a result, on November 1, 2022, it was finally managed to issue a new lease on land, where the shelter is located. After that, an administrative resource was brought down on the shelter. He sent the lawyers of the administration to search for violations in the shelter. To eliminate part of the violations in the shelter, it is necessary to build a new building. Previously, a building was built in it, which was destroyed by a fire. It was impossible to build a new one, since courts were initiated to demolish the shelter. Now the owner of the shelter has the opportunity to finally issue a building permit. But there are no funds for the construction of the building. And in the prosecutor’s office it is not interested in anyone. Violations must be eliminated, and that’s it. And where to get the money, no one is interested. The very content of animals in the shelter costs and so extremely expensive. More than 100 thousand per month. Previously, the shelter existed due to the fact that tenders were carried out for capture and sterilization of animals, in which it was possible to participate in the ZHZHBS scientist. Then Takaev decided that no sterilization was needed anymore. And all funds aimed at these purposes from the republican budget are sent to the MKU "Urban Economy". This institution does not deal with animal sterilization. And simply destroys them. The prosecutor's office even went to court with the demand for animals to give water there.

Now citizens in the city have nowhere to apply to sterilize animals from their yard. But the problem is that the administration presses on the scientist “ZHZHBS”, in which there are now more than 100 dogs, twenty of which are there for life, because one hundred percent bit citizens. If these animals are again on the street, then the number of bites will increase sharply again.

In the Komi Republic for several years, there have been programs of the Ministry of Agriculture, according to which private shelters for animals have the right to receive funds for the arrangement of the shelter and the maintenance of animals. Last year, 10 million rubles were distributed throughout the republic, but no one has ever allocated a ruble under this program to Usinsk. The Ministry of Agriculture of the Republic of Komi directly said: “We will not give money to Usinsk, because the owner of the shelter has bad relations with the local administration.” According to what principle the funds are distributed is unknown.
