Rosreestr data formed the basis of many journalistic investigations. Rosreestr is the Federal Service for State Registration, Cadastre and Cartography, directly subordinate to the government. It is this department that organizes the accounting of real estate and transactions with it in Russia.
Back in July last 2022, the State Duma adopted a law in the third final reading , according to which access to Rosreestr data for third parties is closed. Up to this point, for a small fee, anyone could order an extract at a specific address and see the full name (or TIN of the company) of the owner of the property or land. Now the information will be hidden, and only the owner himself will be able to order an extract about the property. He can also apply for consent to the disclosure of information about himself, but information about ownership will automatically be hidden.
When the innovations will fully come into force is unclear. So far this has not happened. Numerous interlocutors of The Bell, close to the work of Rosreestr, speak of a tentative closure from the spring of this year, but it may happen earlier, for example, in a month.

— It is impossible to search for real estate and a land plot by the full name of the owner in Russia. This option never existed. To find out real estate data, you must know exactly the address you are interested in.
- At the address you need to find the cadastral number. This can be done on the USRP365 service by clicking on the desired address. For example, the cadastral number of GUM in Moscow is 77:01:0001009:1 , where 77 is the number of the Moscow region, 01 is the Central District, and the following numbers are unique for each object, be it an apartment, building or land plot.
- The Rosreestr website since December 2022 began to open correctly only in Russian browsers, best of all - in the Yandex browser (you may need to install it).
- Then you need to register a personal account on the Rosreestr website. If you are registered on the public services website, you can log in through them. After that, in your personal account, purchase a minimum package for ordering 100 statements for 400 rubles and copy the key to enter. The entrance will be located here , you need to enter the key in the field.
- Then click "Search for real estate" and add the cadastral number and the city in which you want to search for it. The city must be selected from the list, because of the Rosreestr bug, the list can “unfold” anywhere on the screen. Then click on search and select the "Request escalation information" option.
- After some time - a few hours or days - an extract will appear in the "Applications" section. The archive must be downloaded to the desktop, unpacked, extracted from it a file with "obj" in the name and unpacked on a special reader site . That's how you get an extract.
- Obtaining an extract from the Rosreestr about the owners of any address, at the moment, is legal. But the public dissemination of information about the property of third parties refers to the publication of personal data. Thus, it is better not to publish the information you received in social networks or mass chats.
- Do not use third-party services to obtain extracts from Rosreestr. Use only your personal account on the official website. First, it will save you from scammers. Secondly, the prices for statements in your personal account are about 400 rubles for a package of 100 statements, and any third-party service will charge you about 400 rubles for 1-2 statements. Then this service will order the statement in the same way as you would do it yourself, as part of a package of 100 statements for 400 rubles. He will take the rest of your money.
- Rosreestr is used for many purposes - by real estate agents, banks in assessing the risks and creditworthiness of people and businesses, cadastral engineers, and so on. For research purposes, it is actually used last. So your entering the office and requesting information will not raise questions, no matter what object you study.
In Rosreestr you can check the owners on whom your property is registered, as well as the property and land of your relatives and friends.
You can also, for example, look at the owners of a dubious building in the neighborhood, or a legal entity that owns a particular commercial building (in this case, the owner’s column in the extract will contain not the full name, but the name of the company and its TIN).
If you are planning a real estate transaction or are preparing to sign a lease agreement for housing or premises for your business, it is also useful to take an extract for it and check the name of the owner with the one who appears to them.
In the extracts, you can also see the grounds on which the ownership of the object was transferred - gift, purchase / sale, mortgage, and so on.
