The verdict of the ex-mayor of Vladivostok Oleg Gumenyuk confirmed the popular city legend that the place of the mayor was cursed. In 2016, he returned to Vladivostok and headed the GBU "Economic Department of the Administration of the Primorsky Territory". From December 22, 2018 he was appointed first deputy head of the city administration. Then he became the acting mayor. He resigned on May 18, 2021, arrested in early October.

“The investigation and the court found that in different periods of the time when the defendant was the director of the state budgetary institution“ Economic Administration of the Territory of the Territory ”, he received bribes in the form of money from his friend, who managed commercial organizations engaged in entrepreneurial activities in the field of construction.

The defendant received bribes in the form of money and in the form of illegal provision to him, his son and a property services controlled by the son of a commercial organization of property services in a total of over 6.9 million rubles. Bribes were transferred for the commission in favor of actions that ensure the unhindered acceptance of the work performed under the concluded contracts and their payment, as well as actions related to ensuring the victory of organizations at electronic auctions.

In addition, in the period from December 2018 to February 2021, the defendant, being the mayor of the city of Vladivostok, received bribes in the form of money from the same acquaintance who acted as an intermediary from representatives of the MBU Necropolis, for general protection and connivance in the provision of funeral services. In total, more than 31.26 million rubles were transferred to him during this time. ”

Now Oleg Gumenyuk is 55 years old. If he serves the entire term, then he will be released at 72 years. At the moment, this sentence is the toughest of those who received the Far Eastern officials.

Self-confidence was justified by a single thing, he himself did not hide it. He was put in this position by the governor of Primorye Oleg Kozhemyako. It is clear that exclusively formal indirect elections were held, and the Duma approved the proposed candidate. After that, Gumenyuk thanked the governor and went to boss.

But all this time he was really supported by the governor personally. It is enough to recall how he personally saved his protege in the fall of 2019, when President’s envoy Yuri Trutnev publicly baked the mayor for the terrible repair of roads and raised the question of his resignation. Without its “cartridge”, Gumenyuk would sit at best in the household administration of the region. And in the worst - in the city sports committee. But Kozhemyako bet on the “team”, preferring to go with the same people for decades. Key officials of Primorye worked with him in the Amur Region and Sakhalin.

But actually, in the first months of his stay in the position, the media said that when Oleg Vladimirovich worked as director of Hozu, state contracts for the repair and maintenance of cars of the regional administration since 2016 (just with the took office) went to the Bosphorus car service. Which, in turn, belongs to Sergey Vladimirovich Gumenyuk, brother. And is located on the Union, 40, - on a land plot of land, rented for 49 years by Oleg Gumenyuk himself. The scheme was formed specifically for Bosphorus: after a short time after the Gumenyuk entered the post, two individual entrepreneurs were created for employees of the service. The state contracts left for them. Oleg Gumenyuk himself, with a simple -hearted directness, denied everything. And in general, he did not like criticism, which he called a political order.

Crime

But the basis of the plot, of course, was a cemetery business.

In Vladivostok there is a municipal institution "Necropolis". Funeral office. The fact that she is a monopolist in city cemeteries and does not stand on ceremony with competitors was known long before the appearance of Gumenyuk.

The investigation says that Gumenyuk received through an intermediary from the former many -year director of the company Igor Babynin more than 31.2 million rubles of bribes for the fact that he patronized and did not interfere with Necropolis. Babynin, this has already been proven by the court, provided only elected companies for burial and cremation in city cemeteries. And before that, he received contracts for the burial of unclaimed bodies as the director of two more commercial firms (many of which were very in demand, relatives paid for the funeral).

The colonies of a maximum security colony and a fine of 17.04 million rubles and the former head of cemeteries of MBU "Necropol" Yevgeny Schlenchak were convicted in this case. He was reported in the regional prosecutor’s office, from February 2020 to February 2021 (and this is in the verdict) received a bribe for more than 5.5 million rubles from commercial companies “for unhindered conducting activities in the field of ritual services and funeral business in the city cemeteries“ sea ”and“ Lesnoy ”(if specifically, illegal issuance of permits for the installation of disgrace and URNN URNE. with ashes).

The accusation has no objective evidence and is built on the indicators of Sergei Sirotin - that very intermediary, businessman and part -time best friend Oleg Gumenyuk. Well, the former best friend.

Sirotin worked in the cemetery business and, according to investigators, distributed Babynin’s money, and later Schlenchak among themselves and Gumenyuk. He allegedly made a deal with the investigation to get a smaller term (and yes, he was held at home arrest and gave him four years). It is worth noting the arguments of the defense: Sirotin cannot say when exactly transferred the money, there is no confirmation of the fact of the transfer, everything happened without witnesses allegedly in the Humenyuk house. In addition, according to Sirotin, money, 900 thousand rubles, ex-mayor on December 27, 2019 was transferred by his employee named Zalevsky. Lawyers notice that, judging by the Billings of Zalevsky, he was not on the indicated day in the Gumenyuk cottage, the orphan was not responded. So there are clearly contradictions in the testimony.

It is worth noting that the mess in city cemeteries has been going on for decades and certainly began not at Gumenyuk. So the verdict became a shock not only for the family and relatives, but also for all citizens, but the same bloggers who previously skeptically evaluated the activities of the “physical education”, somehow even imbued with sympathy.

Crime No. 2

A case that is not connected with the work of Gumenyuk as mayor is less obvious. Nobody wrote about him before. About seven million rubles of bribes, being the director of the household, according to investigators, received from the same Sergey Sirotkin for the fact that in 2016-2018 he helped his construction firms “Babylon” and “Vlastroy” to receive state contracts and “performed actions to accept and pay for the services of a bribe taker”. Total 39 contracts. True, as the lawyer notes, from more than 1,500 purchases to the house for that period. And the truth is a drop in the sea!

Punishment

The Leninsky District Court of Vladivostok sentenced Gumenyuk: 16.5 years in a maximum security colony, a fine of 150 million rubles, plus a deprivation of the right to occupy a number of administrative and economic posts for 12 years. His property was arrested by more than 36 million rubles: accounts and cash (a little more than a million), real estate on the streets of the Union, Nerchinskaya, Pushkinskaya (cottage), the Harley Davidson motorcycle-the one on which Gumenyuk cut at the bike festivals next to the governor, the Land Cruiser Prado jeep (the only transport. The tool that, according to Gumenyuk, he acquired the head of the city).

“There is not a single witness in my business except Sirotin. This is a friend who was 15 years old ... Telephone calls in my case, where there is the surname Gumenyuk, is nothing to say that I committed this act. Not a single telephone conversation, not a single witness, except for a person who changes his testimony in court ... ” - said Oleg Gumenyuk after the announcement of the sentence.

The former mayor insists on his own innocence. Sirotin and answers to any questions are ready to present your telephone conversations with Sirotin. Now, he says, writes a book. And even the last word read one of the chapters.

For 10 months of imprisonment, he was allowed a date with his relatives only once.

According to the city legend, the chair of the mayor of Vladivostok is cursed.

Yuri Kopylov, who ruled the city in 1998-2004, received four years on fraud in 2006 during the construction of Columbaria in a forest cemetery, and three more years conditionally for the waste of budget funds for personal protection.

His follower Vladimir Nikolaev was in the pre -trial detention center for the threat of murder and was released in the courtroom on an amnesty, and in 2007 he was also accused of organizing personal security for a budget account and that he attracted traffic police to support his car. His deputies were judged for fraud with urban land and real estate, the “mayor team” then “sawed” literally half a city. It was possible to settle the case only in 2012, but for now the charges were not removed, Nikolaev sat in Thailand.

The last elected mayor of Vladivostok Igor Pushkarev was arrested in 2016. He was condemned for 15 years in a maximum security colony for abuse of powers and commercial bribery when repairing roads. And this, perhaps, is the most ambiguous business of the heads of the Primorsky capital. It also appears in a bribe from one brother to another, and a billion of forgiven debts to the city from the Pushkarev Family Enterprise East, and other inconsistencies.

And the black strip began back in the 90s. Allegedly cursed the chair of the mayor Viktor Cherepkov. Cherepkov himself was accused of a bribe, but the Prosecutor General’s Office removed the charges. Then Yeltsin personally removed him, but the mayor recovered in court (because this really fought against the law). Once from the "gray house" he was even taken out by riot police.
