
On January 17, a session of the Aviation Council and the use of airspace (chaired by the deputy minister of transport of the Russian Federation Igor Chalik), Tatyana Anodina, head of the interstate aviation committee. The event is really iconic, because, firstly, the anodine led the MAC from the very founding of this organization in 1991, and secondly, the interstate committee did not agree with its retirement, saying that the decision was made illegally: “The committee did not provide the work of the council, and it was not provided for the work of the Council, except for the MAC.”

Moreover, the decision on resignation was made under very unethical circumstances: Tatyana Anodina herself was in the hospital after the operation, and the Mack site was not available immediately after the publication of the statement said that Anodin did not leave his post. Moreover, this is not about a breakdown - they simply put a plug on the site with the inscription: "Access is temporarily closed."
The Aviation Council found its arguments: they emphasized that representatives of all states - participants in the civil aviation agreement took part in the meeting: Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Uzbekistan. That is, a consensus was achieved.
Who is right legally is an important issue, but, with a high probability, it will be decided by the court. From the point of view of the benefits for aviation, the situation is also ambiguous:
Tatyana Anodin, on the one hand, the Service Specialist-Doctor of Technical Sciences, went from a test engineer to the director of the Scientific and Experimental Air Movement Management Center and the head of the Scientific and Technical Department of the USSR Ministry of Civil Aviation.
On the other hand, she is known as a co -owner of the bankrupt Airline Transaero. In 2015, the State Duma asked the Prosecutor General’s Office to check the anodine for a conflict of interests: after all, she and her family owned airline, and at the same time, Anodin headed a poppy certified aircraft in the Russian Federation. Nothing is known about the results of the audit.
At the same time, it is also impossible to deny the fact that Mac under Anodina became an authoritative organization not only in the post -Soviet space, but also beyond. In 2017, the aviation authorities of the European Union refused to accept the documents of the Federal Air Transport Agency issued for export Russian civilian aircraft, and agreed to accept only MAC documents. The committee managed to establish relations with 77 states and 19 international aviation organizations, including with ICAO.

The conflict of the Russian authorities with the MAC was protracted in nature. The first exacerbation occurred in 2003 following the IL-86 disaster investigation at Sheremetyevo-2 Airport (the tragedy occurred on July 28, 2002, the plane crashed a few seconds after take-off, 14 people died): the Interstate Committee suspended the Il-86 certificate, calling the deficiencies in the design of the plane. The State Civil Aviation Service then said that they would not suspend Il-86 flights, calling it “the most reliable Russian aircraft”.
In 2015, according to the results of the Boeing 737 disaster investigation in Kazan (the aircraft collapse occurred in 2013, 50 people died) Mac also withdrew the certificate of this Boeing model, declaring constructive shortcomings that threaten the safety of flights. But since by that time several hundred such aircraft were used in the country, the Federal Air Transport Agency did not suspend their flights, and the head of the Mac was accused of revenge for Transaero, since the decision on Boeing's unsafe, which itself actively used the aircraft of the American company.
Be that as it may, even the most stringent professional conflicts did not become the reason for the dismissal of the head of the poppy. And she was removed from his post, probably, for quite political reasons.
On January 5, TASS, citing sources, published data from the final report of the Interstate Aviation Committee on the so -called “Miracle on the Corn Field”. On August 15, 2019, the Airbus A321-211 “Ural Airlines” flew out of Zhukovsky Airport near Moscow to Simferopol. Soon after departure, the liner ran into a flock of seagulls, the birds fell into the engines - and the plane was forced to make an emergency landing on the corn field. 74 people were injured, but none of the 226 passengers and seven crew members died. The whole country watched the story around this side, the media called the incident of the pilots. Although the professional community, on the contrary, expressed doubts about the correctness of the crew. For example, the 1st class pilot Andrei Litvinov pointed out that the pilots should not initially fly to a flock of birds, but were supposed to ask the dispatch services to scare the seagulls, and in addition, they should not remove the chassis before landing. According to the pilot, in reality, from a professional point of view, the passengers were not saved, but only a miracle did not die. Nevertheless, Russian President Vladimir Putin awarded the aircraft commander Damir Yusupov and the second pilot George Murzin by the title of Heroes of Russia.

After that, the experts of whose experts were dealing with the circumstances of the liner landing, strange things began to happen: in November 2021, journalists noticed that the Committee did not publish an interim report on the progress of the investigation, although, according to international legislation, it was obliged to do this for every anniversary of aviation accidents. There was no such publication in 2022.
From the documents flowing to TASS, it becomes clear why: “The actions of the pilots had obvious signs of disorganization, inconsistency and randomness due to psychological stress. In fact, at the initial stage of the continued take-off (until the autopilot is turned on), the crew did not execute (or performed, but to insufficient) not one of the actions provided for by the continued take-off procedure, namely: the chassis was not removed, the indications of the director’s handle was ignored, the centers were not carried out, the pedals did not force before turning on the autopilot. They were trimmed, ”the document says.
The MAC also came to the conclusion that the engines of the aircraft, as previously reported in the media, did not refuse and continued to work.
In fact, the MAC investigation showed that President Putin declared pilots by the heroes of Russia, without thinking about the circumstances of the incident. And while the results of this investigation were no one other than experts, they were unknown, it was possible to put up with the position of poppy. But after their publication (albeit unofficial), the resignation of the head of the committee followed.
However, the reasons for the resignation of Anodina have not yet been named. And the former deputy head of the Federal Air Transport Agency Oleg Storcheva, whom the new interlocutors in the aircraft industry are characterized as an experienced and decent person, was appointed the new head of the Interstate Aviation Committee. Will he confirm this to Renoma? It would be nice that this would not have to be checked with a story with another “miracle”.
