What is worth the proposal of Volodin speaker to let only the “service class” into power

Following the proposal to introduce an article on the confiscation of property of “leaving the villains who insult Russia” to the Criminal Code, the speaker of the State Duma Vyacheslav Volodin suggested that only those who have a military study specialty and serve in the Armed Forces to take public positions and to the civil service. And so that only such people were allowed to the elections of State Duma deputies.

Vyacheslav Viktorovich, as you know, is not only a candidate of technical sciences with the dissertation “Development and justification of the parameters of the weight dosing device of stalking food”, but also a legal doctor. And in the past - professor at the Department of Constitutional Law.

A similar background seems to be assumed that the character is familiar with the Russian constitution. Where the second chapter “Law and Freedom of Man and Citizen” is still operating, including Article 32. In which there are two points - the third and fourth.

• Clause third: "Citizens recognized by the court are not right to elect and be elected, as well as those contained in places of imprisonment by the court verdict."

• Paragraph fourth : "Citizens of the Russian Federation have equal access to the public service."

Neither in one or another point the initiative of Mr. Volodin, well, do not fit in any way. More precisely, they radically contradict them.

It is impossible, without violating the Constitution, to prohibit those who did not serve in the army. And it is impossible, without violating the Constitution, to accept only those who served in the army.

Yes, of course, in the current state of the legislative process, the Russian constitution is small and obstacle. But still, we are talking about an article from the “unchanged” by the usual way of the second chapter of the Constitution: in order to change its provisions, you need to adopt a new constitution. Whole.

And such a task has not yet been posed by Russian power. Although, given the recent statements of Vladimir Putin that human rights are a hostile invention used by enemies to “destroy the sovereignty of Russia” (almost complete tracing paper of the Soviet times about the “so -called human rights” as a bourgeois fabrication), it is completely impossible to exclude the adoption of a new constitution, where the second chapter will be unrecognizably rewritten ...

Many were already drawn over the initiative of Volodin, as leading to the fact that a considerable part of the deputies and officials, who did not serve in any army, will have to be moved away from power (and the president with the Minister of Defense, as you know, is no exception). And also - more recently, that politicians who call not to pay attention to the Russian Constitution must leave the constitutional authorities of the country, another doctor of legal sciences, chairman of the Federation Council Committee on Constitutional Legislation and State Construction Andrei Klishas said.

It is difficult to assume that Vyacheslav Volodin hears this call and leave the State Duma - but it is also difficult to assume that he did not read the second chapter of the Constitution at all. And if I read it, it means, most likely, he tries in this way not so much to make a legislative proposal (as already mentioned, extremely doubtful in terms of implementation), how much more to make the army, on which today more than the actions of the State Duma, political prospects depend.

To declare people with the army past either “new nobility”, or a new “service class”, to indicate that it is from them that they will recruit the political elite and they will bet on them.

This logically continues the recent statements of United Russia - about their readiness to nominate in the upcoming elections of the participants of WHO, giving them priority to other candidates.

The touching unity with the United Russia, shown in this matter by the Communists, the “Social Revolutionaries” and “Zhirinovites”, who declared similar intentions, shows not only that all this is “Putin’s parties in different costumes” (great hello to the adepts of “smart voting”), but also that the political task of such recruitment was set by the Kremlin.

World experience knows countries where the political elite has an “army” origin. Including democratic countries - for example, Israel, where many premieres and government members came to politics, already rose to general ranks, and almost everyone has army experience.

But it is unlikely that the Kremlin will succeed like in Israel.

And because the army there is built on completely different principles than in Russia.

And because the attitude to the army there is completely different than in Russia.

And because the military became successful politicians there, who achieved success in the fight against the enemy, many times superior in number. That is why they won the elections - in an honest fight against other politicians.

The fact that the Russian situation, to put it mildly, is different, does not require special evidence.

So, the result will be completely different.
