Roskomnadzor (RKN) has published a draft order to develop criteria for defining LGBT+ “propaganda”, Vedomosti drew attention.
The document is under discussion. The RKN considers that the material "promotes" LGBT+ people if it contains information that: convinces of the "attractiveness of non-traditional sexual relations" and forms a "positive image of persons in non-traditional sexual relations"; justifying the rejection of traditional sexual relationships and preferences; forming a "distorted idea of the social equivalence of traditional and non-traditional sexual relations, preferences and attitudes"; arousing interest in non-traditional sexual relations and "pushing" to change the negative attitude towards them to a positive one; substantiating the admissibility of non-traditional sexual relations; aimed at the formation of a positive attitude to the change of the biological sex of a person; expressed in the form of "social (or other) approval of people who deny their natural gender, change their biological sex in connection with their gender attitudes."
If the order is accepted, its effect will begin on September 1, 2023 and will last for six years.
According to Vedomosti, the RKN is now holding a meeting with participants in the market for video services and online cinemas. Earlier, the agency sent recommendations to video services about what context falls under the LGBT+ “propaganda” law. The RKN recommended that the films Brokeback Mountain and Call Me by Your Name be removed, as well as the series The Sex Lives of College Girls.
