Deputies and senators will cease to publish declarations from March 1

State Duma deputies and members of the Federation Council will be able to not publish declarations about their income. The relevant amendments are approved by the second reading of the bill on the release of war participants in Ukraine from the submission of declarations.

Context. At the end of December, Russian President Vladimir Putin signed a decree exempting officials, security officials and the military from the obligation to provide information about his income, expenses and property during the period of “special military operation” in Ukraine.

The decree allows not to submit declarations to the military, employees of the Ministry of Internal Affairs, the Russian Guard, the FSIN and the UK participating in the military operations. The same applies to their spouses and children.

At the same time, the discharge caused the item “Z”, which states that during the war on the Internet on the official websites of bodies and organizations, information about income and expenses will not be published. The law does not spell out who is exempted from this obligation, but before the publication of declarations was mandatory, including for officials, deputies and members of the government.

How the law spread to the deputies. When the decree only became known, the deputies stated that they would continue to file a declaration. However, this did not contradict the text of the decree: it is only said that income data can not be published in the public domain.

On January 23, Vedomosti, citing two State Duma deputies, reported that this year deputies and senators would cease to publish declarations - before they were posted to open access every April.

According to the source of the publication in the State Duma, from 2023 only statistical information about the declarations of parliamentarians will be published: how many declarations were submitted, how many were not submitted and whether violations were identified in them.

Pavel Krasheninnikov, chairman of the State Duma Committee on State Building, told Vedomosti that the changes would enter into force on March 1.

At the same time, the deputies and senators retain the obligation to report on income and property to the parliamentary commissions. But the Russians, including journalists, will now not be able to get acquainted with these data.

Whether this will affect regional deputies. The State Duma Committee on State Building and Legislation on January 23 recommended the bill on the actual abolition of annual declaration of income and property for regional and municipal deputies working on a voluntary basis for the adoption in the second reading.

It was to this bill that amendments were made, which give the State Duma and the Federation Council to prohibit the publication of declarations of deputies and senators, limiting only to generalized statistical information.

Comments. Pavel Krasheninnikov explained the refusal to publish declarations by the fact that some businessmen and social activists are not elected to parliament due to the need for public reports.

“Including [do not go to the deputies] and therefore - that you need to mess with their [declarations] design and submission. Simply put, not everyone is interested in this, not everyone is hunting-laziness ... Someone does not want to show their income. In general, there are different reasons, ”the deputy said in an interview with Komsomolskaya Pravda.

Senator Sergei Tsekov said that he does not understand why anyone, except for law enforcement agencies, information about the income of his colleagues. “When everyone is thrown into open access, they begin to savor, scorch, they say, where did the money come from, that is, that. This is of unhealthy interest in various personalities. Why do you need to know someone, how many a specific senator or deputy of the apartments, what apartments have, do he have them? ”

The press secretary of the President of the Russian Federation Dmitry Peskov said that deputies, senators and officials will continue to submit declarations, "even if it is decided not to publish them." In his opinion, this is "the main thing." “Of course, the conditions of a special military operation introduce their specifics, but the main thing is that the submission of declarations will continue.
