
The State Duma introduced a bill that will oblige Russians and foreigners to reserve the date and time of crossing the border by car. Amendments can enter into force in a month. The author of the bill is the deputy Yevgeny Moskvichev later stated that this would concern only freight transportation, but the document itself says about all those who left. After criticism of the Kremlin and the Federation Council, he disappeared from the State Duma base. North Realities say what is known about the project.
Deputies want to amend the law "On roads and on road activities in Russia." The project says that the government will approve the list of automobile checkpoints, where it will be necessary to reserve dates and time of crossing the border.
The document also says that a list of roads will be created that adjoin such points. The document does not specify whether all Russian automobile crossing points will be included in the list or this will be a limited list. At the checkpoints, waiting areas should be organized.
At the same time, the developer of the amendments - the head of the Transport Committee Yevgeny Moskvichev - said that the system will not work on the entire border, but only at the "problem points" of the pass, including the Upper Lars (border with Georgia), Yarag -Casmaly (border with Azerbaijan), Transbaikalsk (border with China). Previously, it will be five to seven points.
Evgeny Moskvichev told RBC that the proposal to be required to book the date and time of crossing the border by car applies only to freight vehicles.
“We remove traffic jams that cost 10-15 kilometers. Drivers see no water, or toilets, nothing. And they [drivers] have families-wives, children-therefore we eliminate this problem,” explained Moskvichev RBC.
Moskvichev said the publication "Lifting" that "this does not concern a passenger car that crosses the state border."
Moreover, in the text of the bill itself there are no clarifications that the amendments concern only cargo transportation.
"The passage of vehicles belonging to Russian carriers, foreign carriers, Russian citizens, foreign citizens, stateless persons and others in sections of roads in order to cross the state border of the Russian Federation is carried out on reserved date and time in accordance with the procedure established by the Government of the Russian Federation," the document said.
At the moment, amendments have disappeared from the State Duma base.
It will be possible to reserve the date and time for free through the state information system of electronic transportation documents. The list of documents necessary for the execution of documents is still unknown. It will be determined by the government if the amendments are adopted.
The government will also have to decide which categories of vehicles will be able to pass control points out of turn.

Waiting areas are sites near checkpoints where motorists will be able to wait for their turn to leave. The separate project stipulates what they should be - with hard coating, markings and fences. If the amendments are accepted, then the changes should be earned from March 1, 2023 and will be valid for 12 months - until March 1, 2024. The second reading of the project is scheduled for January 24 .

Andrei Klishas in the commentary of RBC said that we must be very attentive to the initiative to reserve travel time, since it "can directly affect the constitutional rights of citizens."
Presidential press secretary Dmitry Peskov said that the Kremlin did not discuss the bill on fixed travel time across the border, and explanations were given on the document.

Aslanyan was skeptical of the statements of the deputy Moskvichev, who said that the amendments are made to make life easier for the truckers.
- It cannot be said that we have some very large flow of trucks leaving the country. Still, the turnover fell strongly. Until recently, we had a characteristic feature of the border, when in line for departure (especially on the border with Belarus) there was a column of trucks up to eight to ten kilometers long. And the trucker drivers lived in this line for weeks. This picture of being existed until February 24. Now many Russian drivers are not allowed abroad, they only have the right to go to the transit zone and reaches there. Or do not go abroad at all, but get a truck from your partner. Now Russia in the international arena has been quite noticeably spoiled by its reputation, and a lot of international agreements on Russian drivers have ceased to work.
The expert believes that the amendments on reservation of departure are the first stage of attempts to revive visiting visas, as was the case in the USSR.
- If we say that this initiative clearly talks about streamlining the crossing of borders, then this is not so. Most likely, this is a test of the future scenario associated with the return of Soviet practice of an exit visa. Anyone who, for some reason, wanted abroad, had to obtain permission from the party committee, the KGB and the trade union organization to leave for the exit and for what reason. I see this option rather, and not the desire to take into account traffic flows, they are trying to just take and close the border.
What are visiting visasAutoexpert Aslanyan noted that there are others - simpler - ways to help drivers of trucks.
- At each crossing at the border, it is enough to have a convenient application showing the workload - what is the queue. The driver can improve his route. Conditionally, he needs transition No. 1, and the application tells him that there is a thousand trucks there, but at the transition No. 2 it is clearly visible that three cars are worth. When you are obliged to sign up in the queue, you are tied to it, that is, you must be there. No matter how we introduce electronic queues, there are always people who do not fit there according to their scenario, they have circumstances - “I just ask”, “I am a pensioner”.
According to the lawyer of the First Department and lawyer Yevgeny Smirnov , it is impossible to legally call the reservation of the departure date of the restriction of Russians to freedom of movement.
- The right to leave is retained, it just makes it difficult to exercise this right. Since the beginning of the pandemic in Russia for more than two years, restrictions on the intersection of land and sea borders have been in force. The struggle with coronavirus The duration of such restrictions could not be explained in any way. In fact, this ban was used by the Russian authorities to “filter” people who travel abroad, since all tickets buying on the aircraft fall into the “Wall-Magistral District” base and law enforcement agencies have the opportunity to stop the departure of the person they are interested in, which cannot be said about those who cross the border by car.
I believe that the introduction of an electronic queue for crossing the border also pursues this goal - control of those who leave Russia. I am sure that the information from this line will be synchronized with the “search” base and will become available to law enforcement agencies, ”says Smirnov.
Lawyer Evgeny Smirnov believes that there will be no queues that were on the borders in the tourist season or during the mobilization period.
- Only a limited number of cars can cross the border daily. All this will significantly complicate the possibility of the departure of Russians, especially in the case of mobilization or any other force majeure, ”he said.
